These proposals at Seven Springs are contrary to the wishes of the local community The Localism Act (2011) introduced reforms to make the planning system more democratic and accountable. These proposals at Seven Springs have generated considerable local objection. The Council should recognise this level of concern and make changes to the Local Plan accordingly. Paragraph 3 of the PPTS advises that in planning for traveller sites the government must respect the interests of the settled community. Paragraph 6 requires local planning authorities to pay particular attention to early and effective community- based engagement with both the settled and traveller community. Consequently the Council are obliged to take note of these objections.
