Key Requirements: • US Citizenship is required. • Selective Service Registration is required for males born after 12/31/1959. • Valid state driver's license is required at the time of application. • Position is subject to random and applicant drug testing. Duties: The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: • Organizes, plans, and implements direct control operations throughout North Carolina and meets with affected individuals to resolve wildlife damage complaints to industry and urban development, beaver damage to roads and property, waterfowl damage to homeowner associations, businesses, and public lands, vulture damages to residences and commercial industry, and a variety of other wildlife damage situations; service may be provided as either technical assistance or direct control.

• Serves as a contact in a multi-county area; establishes and maintains cooperative relationships with other agencies, organizations, institutions, industry groups, and individuals in meeting program needs and goals; represents the WS program at meetings, conferences and workshops with these groups. • Modifies or adapts established damage management techniques as necessary to meet local conditions and address specific environmental, economic, or political considerations; may assist the North Carolina Oral Rabies Vaccination Program. • Assists airports throughout North Carolina with both direct control and technical assistance to reduce human health and safety risks associated with wildlife; responsible for the implementation of the NC Department of Natural Resources Ecosystem Enhancement Program. • Serves as an expert instructor and conducts demonstrations and training for cooperators or other interested groups on WS control methods, procedures, and program objectives; may include preliminary instruction and training of new employees. • Communicates safe and effective damage management techniques through extension and other channels to the general public; information is disseminated by radio and television news releases, bulletins, presentations, and other methods. • Recommends, through supervisor, areas for potential research or developmental study; may assist the WS research effort by participating in field tests of proposed damage management materials, devices, or methods. • Prepares and submits routine and special reports regarding activities, observations, events, and other relevant data collected; maintains a field journal of daily activities; reports accomplishments, problems encountered, work locations, etc. to supervisors, as needed or as scheduled. Qualifications Required: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level. BASIC REQUIREMENT: A. DEGREE in biological science that included at least 30 semester hours of coursework in wildlife subjects. This course work must have included: At least 9 semester hours in wildlife subjects such as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 12 semester hours in zoology subjects such as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (excess wildlife courses may be used to meet zoology requirements where appropriate); AND at least 9 semester hours in botany or the related plant sciences.

OR B. COMBINATION OF EDUCATION AND EXPERIENCE equivalent to a major in biological science with education as shown in A above plus appropriate experience or additional education. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that demonstrates: •

Experience assisting airports with both direct control and technical assistance to reduce human health and safety risks associated with wildlife.



Experience managing beaver damage.



Knowledge and understanding of federal, state, and local laws, regulations and procedures affecting wildlife damage management service delivery.



Knowledge of agency policies, procedures and statutory requirements related to the WS program.



Knowledge and skill in preparing reports, short-range plans, and other documentation of program activities.

OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements. OR One year of graduate-level education in wildlife biology, wildlife management, or wildlife ecology. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: •

Specialized experience working with airports includes data collection for Wildlife Hazard Assessments, training airport staff, providing habitat recommendations, and developing lethal and non-lethal control programs. Will be required to maintain the appropriate certifications to perform these duties as required by the FAA.



Experience organizing, planning, and implementing direct control operations for multiple wildlife damage projects include assigning projects to employees, monitoring and maintaining data and financial information, and submitting detailed reports to specified contacts in the agreement monthly.



Working knowledge of contracting and agreement procedures and skill in oversight sufficient to assist in administration of Cooperative Service Agreements and other agreement instruments.



Ability to communicate orally and in writing to coordinate and promote program activities with interested and/or affected groups and organizations and to prepare

educational and publicity materials and required program reports. •

Knowledge of the theories, principles, practices and techniques of wildlife biology/management/research and scientific methods and related disciplines, to independently perform recurring assignments of moderate difficulty.

OR Two years of progressively higher level graduate education leading to a masters or equivalent graduate degree in wildlife biology, wildlife management, or wildlife ecology. Equivalent combinations of education and experience are qualifying for this grade level. Special Conditions: • As a condition of employment, satisfactory completion and favorable adjudication of a background investigation and/or fingerprint check may be required for this position. • Position may be eligible for telework. • Selectee must qualify in the use of firearms after appointment and will be required to carry and use firearms in the performance of the duties of this position. • Obtains and maintains the state Restricted-Use Pesticide Applicator license through completion of necessary Certified Applicators courses and/or examinations within four months after appointment to the position. •

Must qualify as a Certified Airport Biologist.

• To fulfill field or laboratory requirements in this position, proof of specific vaccinations, including boosters may be required as a condition of employment. • Work is performed in both office and field locations; safety precautions are necessary and protective clothing/equipment are required. • There is regular and recurring exposure to moderate risk and discomfort, such as adverse weather conditions and noisy environments. • Work requires physical exertion, such as walking over rough or uneven surfaces, lifting heavy objects up to and over 100 pounds, bending, pulling, crouching, stooping, climbing, and stretching; must be comfortable or able to work at heights greater than 50 feet above ground level. • Physical ability and dexterity are required. • Ability to travel (within State) frequently is required. Emergency Response: APHIS is an emergency response agency. This means that all Agency employees may be asked or assigned to participate in rotating temporary duty assignments to support emergency programs at some time during their careers with APHIS. It is difficult to predict the frequency with which such emergency situations may occur – and could range from several emergencies in a year to none over the course of many years. irregular working hours, including overtime, and may include duties other than those specified in your official position description. While some emergency program support assignments may be able to be performed at the employee’s current duty station, in other cases employees may be asked to go on-site to a temporary duty station location. In addition, it may be necessary for employees to participate in multiple rotations to an emergency program assignment. Attempts will be made to keep disruption to the employee to a minimum.
