What is capacity4dev.eu?  capacity4dev.eu is a growing online community of over 7000 development and cooperation  professionals, from the European Commission and EEAS, EU member states, partner countries, civil  society and the research community. In the three years since its launch, capacity4dev.eu has grown  to become DG EuropeAid’s primary online knowledge sharing resource. This interactive platform  was set up to support capacity development and the aid effectiveness agenda through knowledge  sharing and the exchange of best practices.  What are the capacity4dev groups?  Through its groups feature, capacity4dev.eu provides a space for development and cooperation  professionals to form online communities of practice where they share knowledge, ideas and  expertise.    There are over 200 such groups hosted on the platform. Not all of them are visible at first sight,  because they are categorised by level of access in order to support the exchange of private and  sensitive information:    Visible only to EC and EEAS staff when logged in to the platform  Visible to anyone

Please note that in order to post content to any of these three group types you will need to have an  account on the platform and be a member of that group.   Besides joining existing groups, any capacity4dev.eu member is welcome to take the initiative of  creating new groups, subject to approval by the capacity4dev.eu Coordination Team.   How to use the groups  The rest of this document details how to use the groups and covers the following issues:  1.

1.  How to find the groups  The existing groups cover a broad variety of subjects. They are accessible through the Groups tab on  the home page:                        This page by default shows the Most active groups, however, you can change the display to View all  groups, or the Most recent groups.  Alternatively you can click here to view all groups: http://capacity4dev.ec.europa.eu/groups/all  Please note that if you are not logged in you will only see the public groups.  

2. Group Features: what do they offer?  The following tools and features are available in the capacity4dev.eu groups:  a. Group dashboard/home page  Displays the latest activity and content highlighted by the  administrators.  b. Group mini‐sites   Static basic web pages hosted within the group.  c. Group blog  Open to contributions from any of the members. Capacity4dev groups do  not (at the moment), support a direct comment box. The benefit, however, is that  anyone can create a blog post, complete with visual aids.  d. Commenting tool  Allows members to respond to any of the blog posts created by the  others.  e. Document library  Group content on capacity4dev.eu is crowd‐sourced, but that does  not mean that it cannot be organised in a logical way and be neatly displayed.  capacity4dev.eu facilitates the creation of group libraries by prompting users to  categorise their contributions every time they do an action. Group categories are flexible  and defined by group administrators (with help, if needed, from the capacity4dev.eu  Coordination Team).

Blog library  As above, pools together past blog posts, organised in a logical way and  neatly displayed.  g. Events  Helps you create an event page that is then featured within your group. You  can use it to announce event details, upload any relevant documents and then  disseminate the link to inform participants and bring them in the group and within your  network!  h. Surveys  Basic e‐survey tool, similar to commercially available ones.  i. Project tool  Can be used for actual project management, or for sharing knowledge on  projects.  j. Group e‐meeting  Carrying out and archiving a text chat.  k. Members section   Displays members profiles and a contact form (no need to divulge  email, it is possible to contact members directly through the platform).  l. Shortcuts to main actions the members can do in the group  Prompts members to  write a blog post, upload a document, add an event, set up an e‐meeting, create a  survey, contact existing group members or invite new people to join the group.    The above features, tools and resources are supported by:  -

A system of e‐mail notifications  When signing up to the platform, members are  prompted to indicate whether they would like to be notified about new content in  the groups they are members of: in real time, daily, weekly or monthly. Likewise,  group members posting content are allowed to choose, every time, whether they  would like the members to be notified by email about their contribution or not.  Group specific content categorisation  Taxonomies are defined by group  administrators to help build solid content libraries.  Powerful in‐group and platform‐wide search  Includes full content indexing of  uploaded documents (searching inside documents).  Group administration tools  Group administrators (owners and moderators, as  well as the capacity4dev.eu Coordination Team) can manage the group type,  taxonomies for the libraries, the content and the users.  Group statistics   Track progress in terms of content and membership.  Unlimited space 

 

3. How do I join a capacity4dev.eu public or EC/EEAS group?  Visitors to capacity4dev.eu can only see content posted in public groups. Therefore in order to post  something or to see private content you need to join a group. Please note that you must be a  member of the platform first. If you need assistance at any point, the capacity4dev.eu Coordination  Team, accessible through the contact form on the website, is always there to provide support and  answer questions.  To become a member of a group you just need to click on "become a member" on the home page of  that group. 

  This will send an email to the Group owner and administrators asking them to review and approve  your membership request.  Once your membership is approved you will see the group appear on the home page of  capacity4dev.eu in the Green Box on the right side of the page, under "Groups you are member of."  

  As a member you can now contribute to the group through the different types of content (uploading  documents, posting blogs and events, etc.) and you can of course add your comments to existing  posts.   

4. How do I join a private group?  In order to become a member of a restricted or private group you will need to be invited by the  group owner or administrators as these groups are not publicly listed and you cannot request to join  them.  All you need to do is accept the invitation sent to you by email (you will be asked to provide your  capacity4dev.eu username and password if you are not logged in) and you will immediately become  a member.

5. Managing email notifications received from a group  You will be notified by email of all new activity within a group that you are a member of (new  documents posted, new blog posts etc.), unless the person who posted the content item chose not  to send a notification.  You can of course choose the frequency at which you receiving these emails in your "profile". To  access these options click on "Profile" next to your name at the top of the homepage, then click  "edit" next to "notifications". Then use the drop‐down menu to choose the frequency you will be  receiving emails from the groups.
