Great presentation with a lot of discussion and comments on recent traffic 4) Bylaw subcommittee formed and includes (Vern Crone, John Lieverse, Eveline Grams and Bob Marshall) a. Does WASP want to bring in a Community Matters type program? 5) Logo subcommittee formed and includes (Sandy Mac Donell, Leanne Chartrand, Richard Harris, Dave Christie) a. Will send it out for competitive bid and design on internet b. Subcommittee will return in January with top three picks c. Cost will be around $300.00 dollars? 6) Budget talks a. Executive agreed to keep membership for industry at $1000.00 per member b. No discount for smaller or less producing companies c. Letter for membership will be drafted by Mark Balaski d. Pembina, Encana, Birchcliff, Enerplus confirmed membership commitments e. Will look at moving outside oil and gas and go to other industries that affect the WASP boundary f. There is no residual money from any previous industry partners g. Leanne asked the WASP to set aside money to get participants to Synergy AB conference h. Executive agreed on banking package and monthly fees for service i. Executive agreed to 3 people on bank account with 2 signatures required for withdrawals or cheque authorizations. Only people authorized on account are i. Mark Balaski - Treasurer ii. Eveline Grams - Chairperson iii. Richard Harris – Secretary 7) Boundary’s for the WASP were defined a. North to Township 754 b. South to Wapiti River c. West boundary is the AB/BC border d. East boundary to the West side of the city of GP border 8) Leanne Chartrand mentioned that the AER will do landowner packages if requested 9) Phone calls to operators in the WASP boundary about an invitation to January meeting to give Q1 plans (Leanne Chartrand, Darryl ??) 10) Next meeting is January 12 2016 a. Pembina will present in February 2016 b. AER will be invited to talk on pipelines at February meeting c. R Harris to confirm Keyera for January meeting d. Surface rights board, Farmers Advocate, Frac water independent speaker for U of A for possible March information session.

Dust, Gravel, Flying Snow and Rocks Ensure dust, gravel, snow or rocks are not impacting residences – advise Encana of unsafe road conditions due to dust and reduced visibility – slow down to minimize impacts of dust, rocks or blowing snow – use headlights and or 4 way flashers – increase spacing between vehicles in a convoy

Traffic, Road and Lease Ensure courteous conduct and safe travel to and from our job sites: •Traffic: – slow down in front of residences and when meeting oncoming traffic – use designated traffic route(s) • ask Encana reps if unsure of access routes – respect posted signage – exercise good judgment and caution when passing other vehicles – pull over and come to a complete stop when encountering a school bus

Traffic, Road and Lease Ensure courteous conduct and safe travel to and from our job sites: Road: – be aware of road conditions – stay on designated access roads and trails.

– advise Encana of any unsafe road conditions – avoid rutting; enter ‘minimal disturbance’ sites under dry or frozen conditions – use correct radio communications and protocol on controlled roads

Lease: – ensure lighting on site doesn’t impact area residents – ensure all worksite activities are contained within surveyed lease boundaries. – ensure equipment and vehicles are track cleaned and free of debris to avoid transporting mud onto public roadways.

Noise Be aware of the proximity of residents & public facilities and the potential sources of noise. •

Use engine retarder brakes appropriately; avoid using jake brakes in urban centres, country residential and acreage areas



Ensure muffler and exhaust systems are in good condition • straight pipe exhaust arrangements are prohibited

Noise – examples of mitigation

Gates • Be familiar with landowner gate requirements (especially during seasonal activities: hunting, seeding, harvesting, calving). • When uncertain, clarify with Encana rep • Ensure that any gates equipped with landowner or third party padlocks are “interlocked” with Encana locks allowing authorized access. • Do not drive over dropped gates; move them to the side • Gates need to be closed after traveling through them • Watch for livestock on roads; slow down when passing livestock • Cattle guard must be clean and functional • Immediately report any gates, fences and cattle guards in need of cleaning or repair.

Garbage and Waste Be responsible for your garbage and waste • Use appropriate facilities and ensure garbage and waste are: – managed and contained on site – Inaccessible to animals/wildlife

• Don’t litter! Reuse, reduce and recycle whenever possible. – Ensure materials in truck beds are secure to and from the worksite. – Pick up what you see even if it isn’t yours. – Ensure garbage and waste are removed along lease roads, rural roads



Be respectful of others when using toilet facilities – If you do not have appropriate facilities, or if you notice vandalism or unhygienic conditions, speak with your supervisor

Respect Your Neighbour Promote courteous conduct and respectful behaviour at all times, in communities and at Encana worksites • Recognize and respect diversity and culture • Be polite, friendly and courteous to our neighbours, community members, camp residents/workers, others working across industry • Remove muddy work boots and dirty coveralls before entering public spaces • Be aware of animals – Watch for farm animals on roads and close to lease – ensure no pets are on the worksite – do not feed or encourage stray animals from adjacent residences or landowners
