Voter Registration Standard Operating Procedure STEP 1: Is the voter registered outside of Guam? Ask if the individual is presently registered in any U.S. voting district outside of Guam. 1. If he/she answers affirmatively, have the individual complete the Affidavit of Cancellation - GEC form EC-24. 2. If not, proceed to step 2. STEP 2: Complete the affidavit. After, and only after, the required documentation is presented (U.S. Passport, Government-issued ID, or any ID that is compliant with the Real ID act of 2005) and copied should you complete the Affidavit of Registration, form EC-20. Ensure the Affidavit of Registration is legible, complete, and signed. STEP 3: Encourage civic participation. Use the Voters Per Precinct data sheet to find the voter’s polling place. Write it atop the AOR and advise the voter where they report to vote on Election Day and inform them that they must present a validly issued photo identification to vote. STEP 4: Provide proof of registration. Issue the YELLOW COPY to the individual, to include other documents if applicable. This is the voter’s proof of registration. Encourage her/him to bring it with them to the polls. STEP 7: Keep record of Affidavits of Registrations. Record the Affidavit of Registration that was executed in the AOR Registration Log Sheet.
