Mayor Queenan read a Congressional Proclamation received from Congressman Sean Patrick Maloney in recognition of Veteran’s Day, which has been honored since 1919. I. Administrative Business: a. Acceptance of Minutes: Motion was offered by Trustee Flood, seconded by Trustee Sutz, to accept the minutes of the meeting held October 22, 2015. ADOPTED AYES 4 Queenan, Crouse, Flood, Sutz NOES 0 b. Approval of Abstract: Motion was offered by Trustee Crouse, seconded by Trustee Sutz, to approve Abstract 11 containing vouchers 150699 – 150785 and totaling $420,479.63. Fire Department Equipment Requisitions: Motion was offered by Trustee Sutz, seconded by Trustee Flood, to approve Fire Department Equipment Requisition 2015-25 totaling approximately $385.00 for the purchase of a 30” pro-bar and two 16” officers tool for forcible entry, 2015-26 totaling approximately $449.85 for the purchase of three CO detectors, 2015-27 totaling approximately $299.98 for the purchase of two car dash cameras, and 2015-28 totaling approximately $3368.75 for the purchase of 20 structural gloves, five helmets and 20 hoods. Fire Department Membership Applications: Motion was offered by Trustee Flood, seconded by Trustee Sutz, to accept the applications for membership received from Sean Nash as a junior member for the Highland Mills Fire Company and William Herbst and Daniel Wills as members of the Central Valley Fire Company. Motion was offered by Trustee Sutz, seconded by Trustee Flood, to cancel the November 26 meeting (Thanksgiving) and the December 24 meeting (Christmas Eve) and instead hold a meeting at 2PM at Village Hall on November 24 solely to approve an abstract and at 2PM at Village Hall on December 22 solely to approve an abstract. Advertise for Upcoming Vacancy – Village Trustee: Motion was offered by Trustee Sutz, seconded by Trustee Flood, to authorize the Village Clerk to advertise for the upcoming vacancy on the Board of Trustees. Letters of interest are to be submitted to the Village Clerk by 4PM on December 11, 2015. ADOPTED AYES 4 Queenan, Crouse, Flood, Sutz NOES 0 II. Old Business: a. Street Lighting – West Point Farms: Based on many discussions with the residents of West Point Farms, a proposal was received from Orange & Rockland to erect their approved street lights in place of the unapproved, ornamental lighting currently in the development. The proposal consists of six fiberglass streetlight poles with one 70 watt LED streetlight on each and one 70 watt LED streetlight on the overhead pole at the entrance to Montesi Drive at a one-time contribution amount of $45,270.68 and an increase to the Villages street lighting bill of approximately $1628.76 annually, plus market supply and fuel adjustment charges. Motion was offered by Trustee Sutz, seconded by Trustee Crouse, to approve the proposal from Orange & Rockland and to authorize the Mayor to sign said proposal. ADOPTED AYES 4 Queenan, Crouse, Flood, Sutz NOES 0 It was noted that there is approximately $10,000 in escrow to help offset this cost. In addition, the existing decorative lights will be sold as well. b. Calling of Bond – Apple Hill Estates: Motion was offered by Trustee Flood, seconded by Trustee Sutz, to adopt the following resolution: WHEREAS, International Innovative Technology Group, Inc., the owner of the property known as Apple Hill Road, has failed to properly perform the work and install the improvements along Apple Hill Road in accordance with the plans and specifications, and WHEREAS, the Village has received a report from the Village Engineer, dated September 29, 2015, as to the deficiencies existing and the improvements needed to the existing Apple Hill Road, and WHEREAS, the owner of the property, being given notice of the deficiencies and the Village Engineer's report, has failed to correct the deficiencies and perform the needed improvements. NOW, THEREFORE, BE IT RESOLVED, by the Village of Woodbury Board of Trustees hereby declares the cash bond deposited by the owner with the Village in default, and the Village will proceed to perform such work as is outlined in Village Engineer's letter that the owner has not performed to date. Motion was offered by Trustee Sutz, seconded by Trustee Crouse, to authorize the Mayor to sign an agreement with the Monroe Joint Fire District with regards to fire calls occurring on Interstate 87. This agreement grants of Department authority to respond to calls that occur on I-87 but are in the Monroe Joint Fire Districts jurisdiction, due to response time. ADOPTED AYES 4 Queenan, Crouse, Flood, Sutz NOES 0 Mayor Queenan noted the Monroe Joint Fire District Board of Fire Commissioners will be holding a public hearing on this agreement at their November 19 meeting. He suggested that Trustee Egan attend the meeting as Fire Department liaison. b. Relevy Previously Exempt Property – 28 Midland Avenue Motion was offered by Trustee Flood, seconded by Trustee Sutz, to adopt the following resolution to re-levy a prorated tax amount due on property located at 28 Midland Avenue, Central Valley, (Section 227, Block 5, Lot 37) that was previously eligible for a veteran exemption: WHEREAS, on September 2, 2015, 28 Midland Avenue, Central Valley, was sold; and WHEREAS, the owner of the property was eligible for a veteran exemption on his property taxes and upon the sale this exemption must be removed; and WHEREAS, notification was received by the Village Clerk on November 10, 2015 from the Woodbury Assessor that the prorated amount that needs to be re-levied onto the FY16/17 taxes for this property is $32.48. NOW THEREFORE, BE IT RESOLVED that the Village Board directs the Village Clerk, Village Tax Collector and any other Village official, employee or agent of the Village to take any and all necessary actions to levy and collect the amount of $32.48 upon the V land in the same manner as all other Village Charges and to take any necessary actions to execute and record a lien upon such land. ADOPTED AYES 4 Queenan, Crouse, Flood, Sutz NOES 0 V. Public Comment: Jonathan Swiller congratulated those that were elected to office. Matthew Higgins congratulated those that were elected and thanked them for their service. He then stated he is worried about 30 bedroom house going up. VI. Board Member/Department Comments: The Board members collectively congratulated all the individuals that ran for election and wished all a Happy Thanksgiving. Trustee Sutz thanked all that voted and supported the candidates that ran. He thought the turnout was impressive with 1/3 of the registered voters exercising their rights. He will be tendering his resignation effective December 31 and will then be assuming the duties of Town Supervisor effective January 1. He looks forward to the Village and Town Board working together. Trustee Crouse thanked all the Veterans who have served our Country. He attended the recent Moodna Basin Inter-Municipal Council meeting this week. They will be renewing their objection to the DEC approval of the Mountainville wells. Trustee Flood thanked the residents that voted.

Mayor Queenan thanked all the Veterans for their service. He also thanked all the residents that took the time and effort to vote. However, he does not agree that a 33% voter turnout is impressive and would like to see it increased to 80%. He feels that every individual that is registered should vote to show that Woodbury’s vote counts and should be taken seriously by Albany and the County. He then urged all residents 18 years of age and older to register to vote. VI. Adjournment: With no further business to discuss or comments received, a motion was offered by Trustee Flood, seconded by Trustee Sutz, to adjourn the meeting at 7:20PM.
