I. Administrative Business: a. Acceptance of Minutes: Motion was offered by Trustee Egan, seconded by Trustee Mickolajczyk, to accept the minutes of regular meeting held April 28, 2016. ADOPTED AYES 4 Queenan, Crouse, Egan, Mickolajczyk NOES 0 b. Approval of Abstract: Motion was offered by Trustee Crouse, seconded by Trustee Egan, to approve Abstract 23 containing vouchers 151666 - 151729 and totaling $54,766.26. ADOPTED AYES 4 Queenan, Crouse, Egan, Mickolajczyk NOES 0 c. Temporary Appointment of Water/Wastewater Treatment Plant Operator: Motion was offered by Trustee Mickolajczyk, seconded by Trustee Egan, to approve the temporary appointment of Jason Braghirol to the position of Water/Wastewater Treatment Plant Operator effective June 1, 2016. Mr. Braghirol is scheduled to take the Civil Service examination in June and, upon passing, his status will change from "temporary" to "provisional". ADOPTED AYES 4 Queenan, Crouse, Egan, Mickolajczyk NOES 0 d. Fire Department Membership: Motion was offered by Trustee Egan, seconded by Trustee Crouse, to accept application for membership with the Highland Mills Fire Company received from Aidan McPartland and Aidan Gaffney (pending physical). ADOPTED AYES 4 Queenan, Crouse, Egan, Mickolajczyk NOES 0 Motion was then offered by Trustee Egan, seconded by Trustee Mickolajczyk, to change the status of Christopher Redmond from "active'" to "inactive" effective immediately, as requested by HM Captain Burke. ADOPTED AYES 4 Queenan, Crouse, Egan, Mickolajczyk NOES 0 e. Tax Collectors Warrant: Motion was offered by Trustee Egan, seconded by Trustee Crouse, to authorize the Mayor and Village Clerk to sign the FY2016/2017 Collecting Officer’s Warrant totaling $7,354,865. Motion was offered by Trustee Egan, seconded by Trustee Mickolajczyk, to approve the request to use the meeting room on May 20, 2016, 6PM-9PM received from Chris/Ashley Burke. ADOPTED AYES 4 Queenan, Crouse, Egan, Mickolajczyk NOES 0 II. Old Business:

III. New Business: a. Consolidation of Sewer Taxing Areas: Motion was offered by Trustee Mickolajczyk, seconded by Trustee Egan, to adopt the following resolution consolidating the Brigadoon Sewer taxing area into the Consolidated Sewer taxing area: WHEREAS, the functions and services of the Village in the Consolidated Sewer taxing area and the Brigadoon Sewer taxing area is to provide sewer service and provide for the health, welfare and safety of the residents and the businesses of the Village of Woodbury serviced within such sewer taxing areas; and WHEREAS, the functions and services provided by the Village of Woodbury to such sewer taxing areas includes the operation and maintenance of a sewer facilities and infrastructure; and WHEREAS, the Village Board of the Village of Woodbury has the overall authority for managing the operation, maintenance and finances of each sewer taxing area serving the Village; and WHEREAS, after proper review, the Village Board of the Village of Woodbury desires to dissolve the Brigadoon Sewer taxing area and expand the Consolidated Sewer taxing area into one sewer taxing area for economic efficiency; and WHEREAS, the expanded Consolidated Sewer taxing area will include the identical areas that previously were included in the Consolidated Sewer taxing are and the Brigadoon Sewer taxing area. NOW, THEREFORE, BE IT RESOLVED, in the interests of economic efficiency and to lessen the cost of government upon Village taxpayers, that the Village of Woodbury hereby dissolves the Brigadoon Sewer taxing area and expands the Consolidated Sewer taxing area to encompass the identical taxing area of the dissolved Brigadoon Sewer taxing area into one sewer taxing area; and be it further RESOLVED, that the rights and duties of the Village Board and the services, functions, facilities and equipment provided by the Village of Woodbury in the sewer taxing area shall remain unchanged from those rights, duties, services and functions as were provided to the Consolidated Sewer taxing area and the Brigadoon Sewer taxing area; and be it further RESOLVED, that the amended boundaries of the Consolidated Sewer taxing area shall be as set forth in the map on file in the Office of the Village Clerk; and be it further RESOLVED, that effective immediately, the Brigadoon Sewer taxing area shall be dissolved and the Consolidated Sewer taxing area shall be expanded to include the identical area of the dissolved Brigadoon Sewer taxing area and the Village Clerk shall undertake all necessary actions to accomplish the same. ADOPTED BY ROLL CALL AS FOLLOWS: Mayor Queenan AYES Trustee Crouse AYES Trustee Egan AYES Trustee Flood ABSENT Trustee Mickolajczyk AYES It was noted that these two taxing areas have already merged and the wastewater from the Brigadoon Sewer infrastructure is currently flowing into the Harriman Treatment Plant.

ADOPTED AYES 4 Queenan, Crouse, Egan, Mickolajczyk NOES 0 c. Schedule Special Joint Meeting with Town Board – May 23: Motion was offered by Trustee Mickolajczyk, seconded by Trustee Crouse, to schedule a special meeting to be held on May 23, 2016 at 7:30PM at Town Hall to be held jointly with the Town Board to review the proposal submitted by the Municipal Building Committee for the proposed new municipal center. ADOPTED AYES 4 Queenan, Crouse, Egan, Mickolajczyk NOES 0 EXTRA ITEM - Resolution - Supporting State Legislation Opposing Pilgrim Pipeline: Motion was offered by Trustee Egan, seconded by Trustee Crouse, to adopt the following resolution urging the State Legislature to support Assembly Bill A.9831a preventing the construction of the Pilgrim Pipeline: WHEREAS, the Village Board of the Town of Woodbury are writing to express our collective support for proposed legislation A.9831a, an act to amend the public authorities law and the environmental conservation law, in relation to the construction of a pipeline property under the control of the New York State Thruway Authority; and WHEREAS, history has shown, time and time again, that oil and petroleum pipelines are demonstrably dangerous and pose a substantial threat to our water sources, natural lands, endangered species, homes, and, most importantly, people; and WHEREAS, oil and petroleum pipelines constructed longitudinally on New York Thruway Authority property would cross hundreds of streams, wetlands, and water bodies, pass over numerous drinking water aquifers, and traverse through or in close proximity to residences, schools, public parks, and businesses; and WHEREAS, pipelines are prone to leakage, and if an incident were to occur along the Thruway, the consequences might be catastrophic; and WHEREAS, we rely on waters and lands through which the proposed pipeline would be built that, if contaminated, would poison our drinking water and diminish the health and quality of life for everyone in the area; and WHEREAS, it would cost our communities millions of dollars to attempt to address the effects a leak would have on our drinking water, open spaces, homes, farmlands, and streams; and WHEREAS, our landscapes and idyllic sights along the Thruway, which attract thousands of tourists every year, would be put at risk, and any spillage would thus prove harmful to our economic base; and WHEREAS, organizations building a pipeline would take advantage of eminent domain laws to force themselves onto the properties of homeowners, in spite of the fact that the homeowners may object and/or receive inadequate compensation; and WHEREAS, pipelines can leak for an indefinite period of time, and accidents are typically discovered only after their ramifications have been felt, often by members of the public and first responders. Studies indicate that the most sophisticated detection technologies do not have a satisfactory record of identifying and stopping leaks before it can inflict damage; and WHEREAS, the magnitude of any leak would be enormous, and the consequences dire, as a quart of oil can pollute up to a quarter million gallons of drinking water; and

WHEREAS, pipelines are not inspected to a degree at which the safety of all New Yorkers could be guaranteed. Only 135 Hazardous Materials Safety Administration inspectors watch over 2.6 million miles of pipeline, enough material to circle the globe several times over; and WHEREAS, municipal fire departments are currently unequipped to combat pipeline-related accidents, and preparation for an adequate response to such events would entail a substantial amount of funding and training. Without sufficient equipment, training, or finances, our local firefighters and other first responders would be put at great risk when called to duty; and WHEREAS, we have enjoyed the natural scenic views and the benefits they afford for years, and a pipeline would significantly detract from the New York experience. A pipeline would require over one hundred construction and maintenance access roads. Moreover, large and noticeable shut-off valves would be frequently placed above ground along the route, with a higher concentration at environmentally sensitive locations such as wetlands and waterways; and WHEREAS, the only groups that stands to gain from construction of such pipelines are the pipelines’ owners and shareholders, and these benefits come at the expense of our lands, our natural resources, our flora and fauna, our economy, and our health; and WHEREAS, in the 2016 State of the State address, Governor Cuomo declared that by 2030, fifty percent of the state’s energy must come from renewable sources which to fulfill in spirit entails refraining from investing in hazardous sources of energy like petroleum and crude oil. NOW THEREFORE BE IT RESOLVED, that the Village Board of the Village of Woodbury stands united in staunch opposition to a pipeline project on the New York State Thruway and through our towns, cities, and villages, on behalf of all the people in our communities; and be it FURTHER RESOLVED, that this resolution is in support of bill A.9831a, introduced by Assemblyman Frank Skartados of the 104th District, and as such does hereby authorize the Mayor to sign any letter to that effect; and be it FURTHER RESOLVED, that copies of this signed resolution be send to the Governor of New York and State Legislative Representatives and as such request that they support and co-sponsor the bill. ADOPTED AYES 4 Queenan, Crouse, Egan, Mickolajczyk NOES 0 Trustee Crouse hopes this resolution is being supported by all municipalities in the proposed route. IV. Public Comment: Matt Higgins complained about the work being done on Quaker Road by David Clark/Flair Banke with regards to the fill permit that was approved at a previous meeting. V. Board Member/Department Comment: Superintendent Weyant stated the Annual Spring Clean-Up is scheduled for May 21 beginning at 9:30AM at Smith Clove Elementary School. VI. Adjournment: With no further business to discuss or comments received, a motion was offered by Trustee Egan, seconded by Trustee Crouse, to adjourn the meeting at 7:25PM.
