Policy Statement
St. Andrew’s has been blessed with a wonderful facility to carry out the mission of the church. Therefore, proper oversight must be maintained to ensure that: Adequate facilities exist to effectively carry out ministry goals and objectives Users exercise proper care and safety Facilities are properly protected against damage or misuse Proper stewardship through conservation, maintenance, safety and vigilance
Eligibility Guidelines
The facilities and equipment of St. Andrew’s exist for the primary purpose of use by its members through its ministries and organizations. A Church Usage Application must be completed for all groups. Facilities are NOT available for fund raising or profit making activities. Facilities are NOT available for partisan political activities. All groups must have a Certificate of Liability and Property Damage insurance coverage. A copy of coverage must be on file prior to the event date. All groups or persons using church facilities must adhere to protection guidelines (PCC Leading with Care Policy) as regards at risk children and adults. It is the stated policy of The Presbyterian Church of Canada that all persons, and in particular children, youth and vulnerable adults, who participate in the denominations programs/ministries and/or use the denominations facilities will be cared for with Christian compassion and will be safe.
Priority of use at St. Andrew’s Recognized Groups within the Church 1) Church Services 2) Regularly scheduled church activities 3) Church related activities Church Members 1) Individual parties and special events 2) Weddings, funerals and receptions 3) Music recitals 4) Other informal church member requests Outside Groups 1) Church recognized non-‐sponsored events in keeping with the building use philosophy embraced by St. Andrew’s Presbyterian Church.
Reservations
Approval guidelines shall be as follows: 1) All activities shall be approved pending space availability and priority schedule as laid out above. All activities must be consistent with St. Andrew’s mission statement and building use philosophy. 2) No date shall be placed on the calendar until application has been approved by the appropriate person(s). a) The minister/worship leaders to approve all worship related activities. b) The music director to approve all music related activities. c) The church administrator to approve all other usage. 3) Requests from groups more than three months ahead of the date of use to be approved by Session. 4) Long-‐term impact on the facility and its equipment will be taken into account as part of the approval process.
Building Use Procedures
Groups/Ministries/Organizations are responsible for the following: 1) After use, building to be cleaned and left as it was prior to the event. 2) Turn out all lights and close all doors. 3) Report all maintenance problems or damage.
Facility Use Guidelines St. Andrew’s has a wide range of ministries and activities who utilize the facility. It is our desire for everyone to realize and respect that many individuals and groups use the facilities both before and after your specific event. A custodian must be on duty for the full duration of an event.. For your enjoyment and the enjoyment of your group the following guidelines shall be adhered to: 1) All persons are expected to be respectful of others and the property. 2) Activities to be limited to assigned space. 3) Smoking, alcohol and illegal substances are not permitted on church property. 4) Dining or food service to be limited to pre-‐approved designated areas. 5) Use of candles to be limited to pre-‐approved designated areas. 6) Building to be left clean and free of all items associated with their program. Including but not limited to garbage and other refuse. 7) No equipment or furniture to be moved without prior authorization. 8) All decorations or adornments of any kind not to be affixed or used with prior authorization. 9) User to be held responsible for any damage to the church or grounds. 10) User to assume all liability for injuries to persons attending the event and for loss or damages to persons property. 11) Use of the sanctuary sound system shall be by a church sound technician only. A small fee will apply. 12) Children must be under the control of an adult at all times and are not to roam freely on church property. All children and youth activities to be supervised by a minimum of 2 adults. 13) The following items are NOT allowed on church property: a) Weapons b) Alcohol c) Controlled substances/illegal drugs d) Anything that would detract from a Christian atmosphere 14) Ministry equipment and furniture may not be removed from the premises. User assumes full responsibility for the costs of damage repair and/or replacement. 15) Wilful violation of these guidelines could lead to loss of eligibility to use said facility.
