I.

INTRODUCTION In January 1983, the United Nations declared 1983 to 1992 the International Decade of Disabled Persons. Less than two months after this declaration, Batas Pambansa Bilang 344 (BP344), otherwise known as An Act to Enhance the Mobility of Disabled Persons [Persons with Disabilities] by Requiring Certain Buildings, Institutions, Establishments, and Public Utilities to Install Facilities and Other Devices, or the accessibility Law was passed into law on February 25, 1983. The Implementing Rules and Regulations of BP 344 were amended in 1994 and is the current version in use and being implemented by all Local Government Units, the DPWH, the DOTC, and all other concerned government agencies. The contents of this Accessibility Audit Report for Compliance with Batas Pambansa Bilang 344 (BP344) or the Accessibility Law were based primarily on the current version of BP344 or the Accessibility Law.

II. FINDINGS AND RECOMMENDATIONS A. Site Development Plan 1. Parking 1.1 Findings a. There is no accessible parking slot as shown on the Proposed Site Development Plan. 1.2 Recommendations a. Provide an accessible parking slot as shown in Fig.A.1.1 b. Provide a pole mounted parking signage and a pavement signage to identify the accessible parking slot. Refer to Fig. F.1.2.3 and Fig.F.1.2.4 under the section Signage.

Accessible Ramps / Access to Ground Floor 2.1 Findings a. There is a 450MM change in grade from the sidewalk/curb to the finish ground floor line based on the proposed plan and elevation. The curb or sidewalk height though is not yet reflected on the drawings. The ramp provided has a total ramp run of 6.70 Meters. This is good for a total change in grade of 558MM. Subtracting the 450MM change in grade this will allow a curb or sidewalk height of 108MM only. Any increase in curb/sidewalk height will require a longer ramp. b. Continuous curbs for the ramp are not yet shown. c. Although not shown in the front elevation the north side elevation seems to suggest a curb or sidewalk. 2.2 Recommendations a. Provide an accessible ramp with a gradient not steeper than 1:12. Refer below to Fig. A.2.1. The dimensions and details of the ramp shown assume a sidewalk/curb height of 170MM.

3. Main Entrance Stairs 3.1 Findings a. Based on the proposed floor plans, the ground floor level shows 3 steps. A fourth step could be the edge of the curb or sidewalk. 3.2 Recommendations a. Provide ide warning tactile blocks 300mm from the edge of the top most step. Refer to Fig. A.3.1. Warning tactile blocks will warn persons with visual impairment of the steps. Use warning tactile blocks that conform to specifications shown in Fig. A.3.2 b. If it is possible to move back the driveway by 600MM provide also warning tactile blocks 300MM before the lowest step right and a least 300MM after the driveway as shown in Fig. A.3.3. c.

Use warning tactile blocks with color that are of contrasting grey value to the color of the 600MM x 600MM granite tile finish of the entrance stairs and lobby.

d. Use slanted nosing profile on the entrance stairs as illustrated in Fig. A.3.4.

4. Pedestrian Access from the Street 4.1 Findings a. From the North Side Elevation drawing, there is a ±1.700 Meter change in grade from the street to the finish ground floor. No accessible ramp is provided for pedestrians with disabilities to go up to the building from the street level. 4.2 Recommendations a. Provide an accessible ramp as shown in Fig. A.4.1.

B. GROUND FLOOR PLAN AND SECOND FLOOR PLAN 1. Public Toilets 1.1 Findings a. The doors of the Accessible Toilets at the Ground and Second floor swing into the toilet. 1.2 Recommendations a. Make the doors of the accessible toilets swing out. Doors that swing out make it safer and easier to rescue the occupant in the event of slips or falls. It is possible to injure an occupant who falls within the swing radius of a cubicle door that swings in when forcibly opening the door if rescue is needed. b. Provide an accessible toilet in accordance with Batas Pambansa Bilang 344 as shown in Fig. B.1.1, Fig. B.1.2, Fig. B.1.3, Fig. B.1.4.

Dormitory Rooms 1.1 Findings a. If the fourth floor will eventually be fitted out as dormitory rooms there are no accessible dormitory rooms. 1.2 Recommendations a. Provide at least one (1) accessible dormitory room based on Table C.1.1, and Fig.C.1.1. b. Provide also accessible toilet and roll-in-shower as shown in Fig. C.1.2, Fig. B.1.2, Fig. B.1.3, and Fig. B.1.4.

Public Toilet 1.1 Findings a. There is no accessible toilet. 1.2 Recommendations a. Provide an accessible toilet inside the multi-purpose area preferably near the public toilets. Refer to Fig. E.1.1, Fig. B.1.1, Fig. B.1.2, Fig. B.1.3, Fig. B.1.4 for dimensions and details of the accessible toilet. b. The accessible toilet shall have a 1500mm corridor for easy passage and turning of a wheelchair.

2. Stage 2.1 Findings a. There is no accessible ramp going up to the stage. 2.1. Recommendations a. Depending on the change in grade from the Finish Fifth Floor Line and the stage provide an accessible ramp leading to the stage with a minimum slope of 1:12. This may take the place of one of the stairs before or after the proscenium wall.

There are no areas of refuge for a person who uses a wheelchair inside the stairwell as shown on the floor plans. 2. Recommendations a. Provide an area of refuge with a minimum dimension of 850mm x 1200mm inside the stairwell on both north and south stairs on the fifth floor as shown in Fig. F.1.1. b. According to the 2013 Draft Amendments of Batas Pambansa Bilang 344 Areas of Refuge should: 1) An area of refuge shall be separated from the building floor area by a fire separation having a fire-resistance rating equal to that required for a fire exit in compliance with the latest edition of the Fire Code of the Philippines. 2) An area of refuge shall be served by a smoke proof fire exit and adjacent to the designated fireman's elevator. 3) Refuge areas shall be smoke proof in accordance with latest edition of the Fire Code of the Philippines. 4) The minimum area of refuge floor space shall be 850 mm x 1.2 m for one person who uses a wheelchair. 5) Identified by illuminated signage (Refer to Section on Illumination of Means of Egress of the latest edition of Fire Code of the Philippines). 6) Be equipped with an emergency communication system in compliance with the latest edition of the Fire Code of the Philippines. 7) Identified on all publicly displayed tactile and Braille floor evacuation plans. 8) Designated in evacuation procedure documents.

G. Elevators According to the 2013 Draft Amendments to Batas Pambansa Bilang 344 accessible elevators shall: 7.1

All elevators provided in a building shall include suitable provisions for persons with sensory impairments and ambulant PWD as a means of access from one level to another.

7.2

It is recommended that all elevators should be made accessible to PWDs. Where different elevators are programmed to serve certain floors during ordinary or peak periods, the elevator that is designated for PWDs should be programmed to serve all floors. Accessible elevators should be located not more than 30.00 m from the entrance and should be easy to locate with the aid of directional signs. Accessible elevators shall be provided with handrails mounted at a height of 900mm from the finish floor.

Accessible elevator cars shall have a minimum clear dimension of 1400 mm in depth and 1200 mm in width, with a clear door opening of not less than 900 mm. Control panels and emergency system of accessible elevators shall be within reach of a seated person; centerline heights for the topmost buttons shall be 1200 mm from the floor.

All elevator control buttons, including call buttons, emergency and other buttons, shall be provided with Braille installed at the left of the buttons/tactile buttons. Floor level indicators in Braille shall be installed at a height of 1200 mm from the finish floor on one side of the door jamb on the same side as the elevator call buttons. This is so that persons with visual impairment can discern what floor the elevator car has stopped and what level they will disembark. Button sizes at elevator control panels shall have a minimum diameter of 20 mm and should have a maximum depression depth of 1 mm.

H. Recommendations for Signage and Way-Finding 8.1 The International Symbol of Access a. The International Symbol of Access shall be composed of a white symbolized figure of a person in a wheelchair with a square background in United Nations Blue Color. The symbolized figure shall always face to the right. Provide directional arrows when the space/area/function being referred to is facing left.(Draft BP 344 IRR Amendments p.8) Hex value #5B92E5 b. All directional signs and way-finding aids for accessibility shall use the International Symbol of Access.

8.3 Dropped Sidewalks a. Signage for all dropped sidewalks shall have both pavement and pole mounted signs. The pavement sign shall have a least dimension of 600mm (1200MM preferred). Wall-mounted signage shall have least dimension of 600mm mounted at a minimum height of 2.00 M. measured from the finish floor to the bottom of the sign as required by BP 344 as shown in Fig. G.3.1 and Fig. G.3.2. b. Pole mounted signage is very helpful for persons who use wheelchairs who have a low line of sight so they can easily locate dropped sidewalks and accessible ramps.

8.4 Accessible Ramp(s) a. Signage for accessible ramps shall be pole mounted. Pole mounted signs shall have least dimension of 600mm mounted at a minimum height of 2.00M. measured from the finish floor to the bottom of the sign as required by BP 344 as shown in Fig. G.4.1.

8.5 Accessible Toilets a. Signage for accessible toilets could be either wall or door mounted. Both wall and door mounted signage shall have least dimension of 200mm. It shall be mounted at a height of 1.50 M. measured from the finish floor to the center of the sign as required by BP 344 as shown in Fig. G.5.3.
