(item ii under reference)Federationvide Respondingto Board's letter dated 1710212014 had conveyed to the Railway Board the factual position its communication dated 0110312014 'D' posts in scale Rs 3050-4590 (V CPC) in requiring inclusion of upgraded Group Diesel/Electric Loco/EMU Sheds,TRS sheds etc., for extending benefit of cadre restructuring w.e.f. 0lllll20l3. A period of over seven months has passed, instructions have not yet been issuedby the Railway Board as a result the staff who are otherwise eligible to receive the benefit of cadrerestructuring are being denied their legitimate claim and are agitated. 2.
In this connection,Federationreiteratesbelow a few key points for Board's consideration
to review their decision:(a)
Federation is aware of the condition imposed by the Railway Board in para (i) under letter dated 28l09llgg} that there will not be consequentincreasein the number of posts in the grades higher than Rs 3050-4590. Federation, however, desires to state that on majority of Railways, these posts were included in the cadre to implement restructuring w.e.f. 0Lllll2003 in the ElectriclDiesel Loco Sheds/EMU Shedsetc., due to inexplicable reasons,thus it is fate - accompli now.
(b)
On receipt of Board's instructions to withdraw the benefits, the Unions of Federation as well as staff stagef, strong protests and the ZonaI Railways did not review the action mainly to prevent staff agitations.

It would, however, not be fair for the Zones to withdraw the benefits after a long period of l0 years quoting Board's letter dated 2810911998 (d)
Federationfurther desiresto mention that while in all Technical Departments,promotion quota for Technician-Ill has been 50%, unfortunately in Diesel/Electrical Loco/EMU Sheds,this has been kept at only 20%. This has virtually blocked the career growth of Helpers since the last 15 years and is agitating the minds of staff.

Federation funher desires to state that if the Railway Board do not find above
justification enough to extend benefit to the stafl meeting at the level of MM & ML with the Federationmay kindly be convened as proposedearlier. NFIR also wishes to state that there is atmosphereof agitation among staff of Diesel/Electric/EMU Shedsas on many zones staff may not get benefit of cadre restructuring effective from 0l/1112013.NFIR is, therefore,interestedto hold dialogue for resolving the issue in order to avoid staff unrest. NFIR, therefore, requeststhe Railway Board to review their decision.
