Unjustified stipulation of the condition on railway employees appointed against Scouts& Guides quota on the Railways - review - requested.

It has beenreportedto the Federation,h?l;; appointedagainstScouts& Guideseuota on the ZoneslDivisions or Units are being utilized foi various activities of Scouts & Guides throughout their career till their retiremeni despite the fact that no such instructions exist. The extant instructionsissuedby the Railway Board stipulatethat "written declaration may be obtained from the candidate that helshe will serve the Scout/Guide movement in the event of his/her selectionnbut nowhere stipulated to utilize the personnel selected against Scout/Guide quota throughouttheir service period [para 4(v) of Boardis letter No.EG\rG)II/s"9/RR-2/1/Master circular dated22I | 0I 1990 refersl. The utilization of Scout/Guide personnel for the whole life also does not appearto be justified in view of the fact that those appointed against 'sports euota' are not compelled to participatein sportseventsthroughout their career. The aggrieved staff have fuither reportedthat due to their physical condition consequenttg advancing age,it is humanly not possible for a person to keep r-onring after attainment of ihe age of45-50 years. NFIR, therefore, requests the Railway Board to examine the issue in depth and issue suitable instructions to the Zonal Railways etc., to exempt those employees appointed against 'Scouts/Guides quota from "scout" activities when they are no longer *iiting to pursue.
