Art. 1 General Informations

The University of Parma has instituted for the academic year 2009/2010 the Second Level Master Course (UNIVERSITY POST-GRADUATE DIPLOMA- 2nd Level) in “International Health And Medicine For Cooperation With Developing Countries”, promoted by the Faculty of Medicine and Surgery and by University Centre for International Cooperation of the University of Parma in collaboration with the Geneva Foundation for Medical Research and Education and the University Hospital of Parma. This Master Course is a course of scientific specialization and continuous high level training according to which, after its completion - that undertakes the approval with a final exam, a certificate with the Master Title of second Level will be attributed, in accordance with the Ministerial Decree 22/10/2004 n. 270 “Modifiche al regolamento recante norme concernenti l’autonomia didattica degli Atenei” (a regulation that regards the norms that concern the didactic autonomy of Universities). The Master course is promoted in accordance with the principles stated by Art. 29 of the “Regolamento Didattico di Ateneo” of the University of Parma and was approved by the Academic Senate (Ref.: 452/15528 on June 29th , 2009) and by the Administration Board (Ref.: 468/28441 on June 30th , 2009). Training Objectives of the Master Course The conception of the Master Program originates from the fact that many sanitary and health structures in Developing Countries, especially for what regards extra-urban areas, are not prepared to face which often are daily emergencies. This is so both in terms of lack of human resources, with few doctors being available at remote locations, and from a structural point of view. The gravity of these situations is accentuated by the distance (in terms of time and modalities of transportation) between these poor structures and the structures that are more prepared, which often concentrate in urban areas. 2

The main objective of the Master course is to contribute to enhance the standard of medical and health structures in developing countries (Africa in particular), with a special focus on the management of emergency health situations. The specific objective of the Master course is to create the figure of a doctor with pluri-sectorial competences able to operate in organizations linked to international cooperation, who can carry out general medical and surgical procedures in a context with poor infrastructures and management, mainly in ambulatory or small health assistance centres, which are typical in areas of high poverty, facing cases of emergency and ordinary needs of various nature. The doctor will operate primarily in out-patient clinics, being also competent to deal with ordinary and extraordinary emergencies of various entities. The Master Program hence offers theoretical and practical training in various branches of medicine and surgery. It furthermore involves training in sanitary management, epidemiology and international cooperation. The Master Course is designed for: - Medical Doctors who have Graduated in Medicine and Surgery and who originate from Developing Countries, especially from Africa, that are already working in sanitary/health structures or are involved in international cooperation sanitary/health projects; - Medical Doctors who have Graduated in Medicine and Surgery in Italian or European Universities: professionals already trained, eventually who already have finished a specialization course, who wish to enhance their professional profile to be able to operate and work for Organizations dedicated to international cooperation exercising medical-surgical general functions.

The course has the duration of one year and involves: direct didactic activities in class and other forms of teaching classes, guided study and interactive didactic teaching followed by a period of internship at Parma Hospital: all these activities will be mainly held in English language. 3

The Master activities mentioned, together with the individual study and preparation time that each student will have to dedicate to the Program, correspond to a total volume of work equivalent to 1500 hours, that equal 60 University Training Credits according to Ministerial Decree 22/10/2004 n. 270 “Modifiche al regolamento recante norme concernenti l’autonomia didattica degli Atenei” (a regulation that regards the norms that concern the didactic autonomy of Universities) approved with a Decree from the Italian Ministry of University and Scientific Research and Technology of 3/11/1999 n. 509.

The attendance of the Course is compulsory. The beginning of activities is estimated for the month of February 2010 and its end, accordingly, shall be in December 2010. The courses will be held at the Didactic and Clinical Structures of the Faculty of Medicine and Surgery of the University of Parma.

Art. 2 Entry Requirements

The Master Course is number programmed. The minimum number of participants to activate the Course is 12 (twelve) and the maximum number of participants shall be 15 (fifteen), of which 12 (twelve) shall be reserved for candidates residing in Developing Countries.

Eligibility Criteria: Access to the Master Course requires completion of a selection procedure based on the assessment of qualifications. The following requirement is considered for selection: Degree in Medicine and Surgery.

Modalities of admission to the competition:

Applicants who wish to be admitted to the selection are asked to submit the application by filling the forms (and only those) - B/11_IT or B/11_EN downloadable from the website www.unipr.it/studenti/modulistica/#8 (see the enclosed document) to which they shall compulsory attach (pending which application will not be considered) the following documents::

• Title of study: - for the applicants who have been awarded their study title (Degree/Laurea) certificate in Italy: auto-certification of academic title or certificate of respective degree title (Laurea), with indication of the final result marks (use form A/3_IT downloading it from the

link www.unipr.it/studenti/modulistica/#8 ) (see the

enclosed document). Candidates who, by the application deadline, haven’t yet been awarded a Degree may submit the application ONLY IF the foreseen academic degree will be awarded by the day of the selection. In such a case, they must submit together with form B/11_IT or B/11_EN, an auto-certification referring to their participation in the final Degree exam (Laurea) that shall afterwards be replaced by an auto-certification of academic title (form A/3_IT) to be submitted to the Selection Commission on the day of the selection process of this Master Course, pending which application will not be considered.

All documents may be produced in Italian or English language.

Disabled students, in accordance with Italian laws no. 104/92 – Article 20 and no. 68/99 – Article 16, item 1, must enclose an equivalent declaration stating the nature of the nature of the document attesting the state of disability and justifying the need for assistance and extra time needed to prepare for the admission’s selection. In that case, the candidate shall attach to its application documents an auto-certification regarding the provisions with which the candidate has been recognized disabled.

The University of Parma is not responsible for any postal irregularities that may occur or for any applications done by third parties on behalf of the applicant. Any application received after the deadline will automatically be rejected even if the postmark indicates a date preceding the deadline or if the delay is due to the private courier service. During any phase of the selection procedure, the University of Parma has the right to refuse candidates who have submitted incomplete or wrong applications.

Art. 3 Selection Procedures and Evaluation Schedule

Selection Procdures: In order to identify the candidates who will be admitted to the International Master Course, the specific Committee, formed by representatives from University and Italian Ministry of Foreign Affairs, will issue a list of the successful candidates on the basis of the score assigned through the evaluation of the qualifications provided by the applicants. The Committee Selection Meeting will take place on the November 6th 2009 Also, candidates with the following characteristics will be taken into consideration preferably: - Stated cooperation/consultancy with local Ministries of Health - Ongoing experience with NGOs or sanitary/health structures in Developing Countries - Ongoing professional activity in health structures in developing countries, such as district hospitals, rural and decentralized health/sanitary structures - Candidate’s motivation and effective intentions (and potentially even professional links) to operate in developing countries after completion of the Master Course in health structures such as district hospitals, rural and decentralized health/sanitary structures - Good knowledge of the English language (working technical knowledge) - Active learning and purposeful approach

The candidates receiving the highest scores, in relation to the number of places available, will be admitted to the Master Degree.

In case of ex equo (same rating result) precedence will be given to the candidate who would have obtained the highest final mark in his/her final Degree Exam; in case of further ex equo precedence will be given to the youngest candidate in age.

Art. 4 Modalities of enrolment

The list of the admitted applicants will be published on the University of Parma Website (http://www.unipr.it) from November 11th 2009 onwards.

Selected candidates must submit to “Servizio Master e Formazione Permanente, via Volturno 39, 43125 Parma, Italy” in the modalities already explained on page 6, NO LATER THAN January 15th 2010 the following documents, pending which the selected candidate’s right to enroll in the Master Course will be lost: • Original Degree with legal translation in Italian language of the “Transcript of Records” and a “Dichiarazione di Valore”, issued by the Italian Embassies or Consulates; • Request for enrollment, that can be downloaded from the University of Parma website www.unipr.it/studenti/modulistica/#8 (form B/16_IT or B/16_EN) (see the enclosed document) • 6 passport size photos (the same); • Copy of the residence permit or a valid VISA for non EU citizens (or the provisional post office receipt. The candidate shall submit the original document as soon as available) TO PRESENT IN THE BEGINNING OF THE COURSE • Copy (photo static) of fiscal code (codice fiscale) TO PRESENT IN THE BEGINNING OF THE COURSE

• Receipt certifying the full payment of the tuition fees (EXCEPT FOR CANDIDATES SELECTED BY MINISTRY OF FOREIGN AFFAIRS). The payment must be made through a bank transfer on account no. 452/36291015 IBAN IT33M0623012700000036291015, with clear indication of the following details: tassa master universitario- Università degli Studi di Parma. • The bank transfer shall indicate the name, surname, place and date of birth and fiscal code of the participant and the following code number that corresponds to the Master’s Course [1105]. Those who will proceed with making the bank transfer originating from an international bank account shall use the following bank account details 452/36291015 IBAN IT33M0623012700000036291015 CODICE BIC: CRPPIT2P452), specifying the same details as above: tassa master universitario- Università degli Studi di Parma. The bank transfer shall indicate the name, surname, place and date of birth and fiscal code of the participant and the following code number that corresponds to the Master’s Course [1105]

The enrollment tax is fixed at € 2.529,24 (this amount already includes € 29,24 for necessary enrollment fiscal stamps). The amount specified is a NET value, calculated not including any bank or postal expenses that the payment might incur (that shall be supported by the participant). It is not possible to pay the Master’s tax in separate rates.

The Italian Ministry for Foreign Affairs will finance 12 scholarships that completely cover the enrollment tax and all expenses related to the permanence and attendance of courses in Italy for the first 12 candidates residing in Developing Countries classified in the final selection rating.

The other candidates shall enroll after the payment of the above mentioned enrolment tax, till the maximum number approved. Students who are admitted to the Master’s course , but who do not fulfil the registration procedure by January 15th 2010, will be excluded from the Master Course. In such cases, upon invitation by the Servizio Master e Formazione Permanente of the University of Parma, the admitted applicants reported in the official list will be allowed to proceed with registration, no later than January 22nd 2010.

In case the candidate sends his/her enrollment documentation by regular post the date of the postal stamp will NOT be considered (the valid date will be the date of arrival of the documents at University of Parma).

The administration does not assume any responsibility related to the loss of any communication that might be related to inexact indications of the candidate’s address, or to a late communication by the candidate of a change in the candidate’s address as indicated in the application documents, nor for potential eventual postal problems, that would anyhow be the responsibility of a third party, or of force majeure.
