UN COUNTRY TEAM AND TRANSITION Projects, budgets, focus areas and funding gaps for the period 2012 to 2014

The Government and the UN have worked together to consider how Timor-Leste can tackle some of the short- and long-term challenges identified in the Joint Transition Plan and the Strategic Development Plan. The UN Country Team (UNCT), with the approval of the Council of Ministers, has prepared 'UN in Transition: The UN Country Team and the Consolidation of Peace in Timor-Leste (Part I and II)'. In part one (available separately), the document briefly sets out Timor-Leste's progress, illustrates the need for continued engagement, and outlines how the UNCT proposes to strengthen its support as UNMIT prepares to withdraw.3 The four selected focus areas – Rule of Law, Justice and

Human Rights; Police and Security; Democratic Governance; and Socio-Economic Development – correspond to the Joint Transition Plan and support the g7+ Peace- and Statebuilding Goals (PSGs). In this second part, the document provides details on the projects that will support and follow up on UNMIT’s transition. Leveraging its competencies, normative mandates, track records and partnerships, the UNCT proposes to implement 34 projects during a three-year period, requiring $76 million, or about $25 million per year. As Timor-Leste strives to consolidate peace, the portfolio represents a sound investment in safeguarding the country's gains and strengthening its resilience.

Project description The UNICEF project will support the PNTL and the Government in ensuring that all PNTL units at the national, district and community levels handle cases of children in conflict with the law according to the newly drafted rules and operational procedures on the policing, arresting and detention of juveniles. SECURITY POLICY AND ACCOUNTABILITY Promoting a National Response to Combat Human Trafficking in Timor-Leste. Project description The IOM project will support national efforts to combat human trafficking. Reducing Disaster Risk in Schools. Project description The UNICEF project, through the Escola Foun initiative, will help strengthen ongoing Government efforts to promote the 'safe school' concept and the teaching of disaster survival skills to school children so that they are better able to respond to humanitarian emergencies and environmental hazards. The project is aligned with the National Strategic Education Plan.
