In responseto your letter to the Secretary-Generaldated20 January2011 on the subject of a recent biog postby Mr. RichardFalk, the Human Rights Council'sSpecialRapporteuron the situationof human rightsin the Palestinian territoriesoccupiedsince 1967: You are aware,no doubt,that the SpecialRapporteursand other independentexpertswho representthe HumanRights Councilare appointedby the Council,not by the Secretary-General.Their continuancein their jobs is thus for the Councilto decide. That said, I feel very stronglythat theserepresentatives,however eminentthey may be in their fields,have a clear responsibilityto upholdthe high standardsof the UnitedNations and the Council. You specificallyrefer to Mr. Falk's allegationsof an "apparentcover-up" related to the 2001 terrorist attackson the United States. The Secretary-General condemnsthese remarks. He has repeatedlystated his view that any such suggestionis preposterous- and an affrontto the memoryof the morethan 3,000peoplewho died in the attack. Yourssincerely,
