2) WHEREAS: Ms. Tetro did Sell that unit March 2013 becoming a former owner in Century Village and also not meeting the Bylaw requirement for Ownership and thus not being a member, of UCO upon closing on. that. saleI here. in Century . , . Village, a gross violation of our Bylaws; and according to olir Attorney Rod · Tennyson "must resign"! 3) WHEREAS: The new home of MS. Tetro in Cypress Lakes, clearly shows she applied and was granted Homestead exemption at her new address, meeting the requirement to provide "PROOF" of "payment of utilities at the homestead address", knowing full well she should "NOT COMPLETE THIS APPLICATION IF YOU DO NOT RESIDE ON THIS PROPOERY". The application also shows Florida Statutes State; "any person who knowingly and willfully gives false information to claim homestead exemption is guilty of a misdemeanor of the first d_egree, punishable by imprisonment up to 1 year, a fme up to $5,000.00 or both", and according to our Attorney Rod Tennyson "must resign"!

4) WHEREAS: A Volunteer witnessed Ms. Tetro in line to vote in the 2012 election at Cypress Lakes voting booths, asked why are you here? The response was "I · live here". and according to our Attorney Rod Tennyson "must resign"!

5) WHEREAS: Public records from Palm Beach County Property Appraisal web site shows the mailing Address (of the former address Ms. Tetro sold in March 2013) to be the new address of Ms. Tetro where she resides in Cypress Lakes as her

6) WHEREAS: Ms. Tetro holds regular secret meetings with our Bank€rs. _(~Jl_d Accountant, with no other UCO Officer present. No minutes or reports are produced on these meetings

7) WHEREAS: Despite repeated directive from the President ofUCO to modernize the Finance Department and to employ electronic Invoicing, Electronic Bill Pay, Electronic Archiving; MS Tetro continues to waste the time of two paid UCO employees, insisting that they operate as "Paper Pushers", thus causing them to expend over twice the time necessary to accomplish their tasks. This is an egregious waste of unit owner monies that pay their salary.

8) WHEREAS: MS Tetro illegally leaks UCO Records without benefit of authorized requests for same, And arranges for publication of false, libelous and defaming disinformation on the INTERNET.

Two Miami men pleaded guilty Monday in connection to an alleged sales scheme at the Kensington of Royal Palm Beach condominium and agreed to help in a federal in- . vestigation that may lead to more people being charged. Ernesto Rodriguez, 40, and Jose Aller, 42, face up to five years .in prison for one count eac;h of conspiracy to commit bank fraud after U.S. prosecutors said they colluded to sell condos at inflated prices that

fooled banks and resulted in multiple mortgage defaults. "Jail is not good enough for them as far as I'm concerned," said Kensington · owner. Michael Kaiser, who bought his unit in 2006 and watched the community deteriorate after a bulk buyer, Kensington Trust, acquired 100 units in 2008. Kaiser is one of just 12 owners who have a homestead exemption on their unit, meani;ng they consider the property their primary residence. There are 167 units at Kensington. Monday's pleading in front of U.S. District Judge Kenneth Marra was swift considering the charges were just filed Thursday. But the actions that

led to the court appearance occurred five years ago as the real estate market began its d~scent and Kensington Trust scurried to unload units. The Palm Beach Post published a series of stories on the Kensington in 2010 and 2011, investigating how the Miami-based bulk buyer's high-priced flips left.the complex with a staggering 73 percent foreclosure rate. Court documents released Monday outline 14 sales where Wells Fargo Bank was misled .on mortgage documents because of undisclosed buyer incentives such as guaranteed rent, cash rebates and seller-paid closing costs. In all, nearly $400,000 in seller~paid closing costs

wasn't disclosed. Losses on the units because of foreclosure are estimated at more than $2.7 million. According to the federal complaint, a series of bank accounts was used by Rodriguez, Aller, Kensington Trust and a title attorney, to creat1= checks that made it appear buyers were putting down payments on units when they were not. Dave- as previously expressed, we have been attempting to move forward relative to changing our method of payment to include receipt of invoices and bank statements. This has proven to be more difficult than we would have imagined. Additionally, we are well aware of the need to start scanning the paid invoices onto "the cloud". We have explained the situation to our accountant, Mike Marcusky, and his advice is that we {UCO) need to have a professional who can design {if necessary) a document management "turn-key" system to provide, install and educate us as it is critical that all the steps along the way are properly addressed.

We need someone with computer expertise as we (Marilyn and I) are really not qualified to bring this to fruition. I do not know whether or not Steve Henn is the person we might call upon or whether or not we need to or should put this into the form of an RFP and go out for bid. Hi Dorothy , Let's not over complicate the problem. It, like most things new, need simply go step-by-step. First let's look at Invoicing and payment. 1) Contact each vendor and terminate snail mail, substituting email invoicing . 2) When the Invoice arrives on our screen , pay it Electronically (Or give the vendor permission to debit the appropriate account) 3) When the transaction is complete, Save the Invoice to the Data base. The next major category is bank statements 1) Call the bank and terminate snail mail statements and turn on Electronic mail of statements.

Treasurer Dorothy Tetro moved out of Century Village somewhere between March 2012 and February 2013. She has had an open house for her friends and it is widely known she now lives in Cypress lakes, an address confirmed by the Property Appraiser, Palm Beach County and Clerk & Controller, Palm Beach County: Date from the deed information at the Clerk & Controller's office Type:D Date/Time: 3/27/2013 15:23:37 CFN: 20130142285 Book Type: 0 Book/Page: 25904/448 Pages:

Consideration: Party 1: MILLS-TETRO DOROTHY Party 2: THOMSON LINDA A UCO by laws state that an owner is a member of UCO, and furthermore that a requirement to hold UCO Office is that one be a member of UCO; accordingly when the only property owned by the member is sold, may anyone retain an elected position when no longer a MEMBER, and living in another community eliminates her nine month residence requirement as well. She did have a new deed made adding her name to the address of one Edward Ross in order to obtain a new Resident pass in early April, but there was a distinct gap and as yet public records do not show any property owned by Ms. Tetro (IE The deed has not been recorded). She was on a Trust deed with Mr. Ross, but public record shows that she was removed from the Trust in December 2012.

The questions are: 1) Can she continue to hold the Office of Treasurer? 2) Are actions she has taken since becoming a non-member of UCO valid, EG. signing checks.

Dave, based on the package you sent me the UCO Treasurer does not hold any real property interest in the Village. I did not do a title search myself and rely on the materials you sent me. Article IV of the UCO Bylaws clearly defines members of UCO as "owners of housing units in Century Village". Article VI Officers states that "all officers must be members of UCO and be domiciled and reside in Century Village". If your title search is correct then she must resign. Your Officers Committee might want to address her on this issue. Your Executive Board could reaffirm and validate all actions she has taken since selling her Village unit. Rod
