Tl??l*?r"s Federationdesiresto invite attentionof the RailwayBoardto the provisionscontainedin Rule No. 1676(l){rextractof which is reproducedbelow:| of f n,ec, val"E, "A Railway servant suffering from CanceroTuberculosisor Polio myelitis who is sent to a hospital referred in Rule 643 RI for treatment on the advice of the authorisedMedical Attendant shall be entitled to travelling allowanceas for a journey on tour to and from the placeof treatment, but no daily allowanceshall be admissiblefor any halts" As per the above provisionRailway employeeor a family memberof tlie employee,if sufferingfrom Cancer,Tuberculosesor Polio myelitis and sent to Railway Hospitalor referredto anotherHospitalfor treatmentis entitledfor paymentof travellingallowancesimilarto thejourney on tour, to and from the placeof treatment. NFIR hasnotedthat the rules,however,do not coverthe periodof absenceduringthe medical treatmentof the Railway employeeor memberof his/herfamily. Reportsreceivedby the Federation from ZonesiDivisionsreveal that Railway employeeshave been facing difficulties in absenceof adequate provisionas the periodspentby the employeeis debitedagainst'leave due' and sometimes I leadsto'Nil' balancewhich causesfurtherhardships as the employees are deniedsalarydue to nonavailabilityof adequateamountof leavein the leaveaccount. NFIR, thereforerequeststhe Railway Board to make suitable provision in the rules for treatingsuch periods as duty, may be, on productionof medical certificatefrom tlre authorised medicalofficerand issueinstructions accordingly. This will senda right message amongthe Railway ernployeesas a positivewelfare measure.A copy of the instructionsissuedmay be endorsedto the Federation. Yours faithful\
