MINSTER LOCAL SCHOOLS TREASURER REPORT NOVEMBER 23, 2015

1. As of today, there are no bids posted to public surplus for bus #2. If we do not receive any bids, we can still trade it in to Cardinal Bus Sales and Service. 2. Field work for the 2 year financial audit has been completed. We should receive the draft report in December. As of the end of field work there were no citations. 3. Earlier in the month, I spent three days in Sidney at WOCO—our IT support group—reviewing 3 software systems for payroll and financial reporting. There was one group that was very userfriendly while the other 2 were not. We also viewed a you –tube sneak peek of the state supported software rewrite. The next step for WOCO /MCOECN (the state oversight of software) will now negotiate pricing. The state software team has until January 1 to complete the re-design to continue the state’s support of the software. 4. The October income tax settlement showed no increase over last October—8% in withholdings 29% increase in filings and 17% decrease in estimated taxes. The forecast in October showed a 5% increase in withholding for July and 3% for the other quarters, 5% growth in estimated payments due to the 16% increase in July, and 3% growth in tax filings. The net effect to the forecast is $18,000 increase if January and April remain consistent with last year. 5. Open enrollment for health selections is ongoing through November 30. The on-line enrollment appears to be going well. We will know the net effect of the changes in plan selections and rates for the December meeting. 6. Included with this month’s report are some comparative data with other schools. By ODE’s definition, our similar districts close to Minster are Anna and New Bremen. We also tend to compare to Ft. Loramie, Marion Local, St. Henry, and Versailles. AS of now, the data for FY2014 is the data available for comparison. Once we begin to campaign for a levy, FY2015 data will be available and this data will be updated along with other key points of comparison such as millage and income tax rates.
