H Report of Committee TO FURNISH A PLACE FOR

QUARANTINING

TRANSIENT

DISEASES.

Your committee elected at the last annual March meeting to provide by purchase or otherwise for a suitable place for the quarantining and care of transient persons who are or may be ill with contagious or other diseases which under the statutes or the rules of the State Board of Health are subject to quarantine, report as follows : The committee has held several meetings during the year. The physicians of the town were invited to meet with the committee at one of these meetings with the view of selecting some suitable location not too far from the village and yet far enough removed for public safety. Several of the physicians responded to the request and the matter was thoroughly gons over with the result that no place was deeided upon which could be leased for the purpose required. Later on the plan of buying a site and erecting a building was discussed and several locations considered but after making some estimates as to the probable cost of a building suitable for the purpose the committee was of the opinion that they would not feel justified in a matter of this expense without further instructions from the town. The committee believes that further efforts should be made in this direction as it is only a matter of time when a place of this kind will be of value to the town. COMMITTEE.

Health Officer's Report, During the year 1904 there have been 68 deaths, 31 males and 34 females, 3 still born. There has also been 26 bodies brought into this town from other towns for burial; of those that died in town 30 were over 70 years old, 12 were over 80 and 2 were over 90 years old. CONTAGIOUS DISEASES.

Twenty-four cases of scarlet fever have been reported with no deaths, 6 cases of diphtheria with I death, n cases of whooping

SCHOOL

BUILDINGS.

As directed by the statute laws of Vermont I made my annual inspection of all the school buildings in town, and as suggested by a circular sent out by State Superintendent Walter E. Ranger I make a report first on location. The location of nearly all the rural school buildings is quite good, only two that I recall are on rather low ground. Second, drainage: All with the exception of those two above mentioned are on elevated ground and the drainage is all right. Third, water supply: There is no running water at any of the town school buildings ; but they are supplied from the nearest springs, the quality of which I am not able to state. Fourth, lighting: The lighting is fairly good, but probably not up to the State regulations in all cases. Fifth, heating and ventilation: The heating seems to be quite adequate for the warmth and comfort of the pupils. The ventilation in all the newly repaired buildings seems to be good. Sixth, water closets: I think that more pains have been taken the last year to keep the closets clean, yet more care could well be used in this direction by using some disinfectant occasionally during hot weather and especially in instructing the pupils to be more careful in the use ot closets. Report of Library Trustees, During the last year the beneficent work of our Library was seriously interrupted by a disastrous fire on the early morning of May i8th. All the books, about 2,500, save a few which were loaned, the furniture, catalogue, records and other things of value, the accumulations of nine years, were suddenly snatched from us. The smoldering ashes were all that was left of the fruits of the time, thought, labor and money expended, which we cherished with something of the feeling of parents for their children. We began the year hopefully, and with the purpose of endeavoring to make the Library more than ever helpful to its patrons. We were greatly encouraged by the marked success of our efforts. But though cast down and disappointed by the fire, we were not discouraged. We received $1,100 insurance, which gave us the means to start again with all the new and approved Library methods.

23 The most serious problem that confronted us was, where to find a home for our Library. None suitable could be secured till Mr. George W. Brown generously offered us rooms in the house he had purchased of Hon. E. K. Jones. But these were not available till the first of July. Then we took possession of them and began the work of re-organization. The rooms were put in order, furniture and supplies were purchased at a cost of $124.71. Books were secured and by the help of our efficient Librarians and some friends, who generously gave their time, the books were classified, catalogued and arranged on the shelves so that on the I3th of August the Library was opened to its patrons. But it was closed from Nov. I2th to Dec. I4th on account of scarlet fever in the house. Before the fire the Library was open twenty-six days from the commencement of the present fiscal year. But the record of these days was destroyed. Since then it has been open forty-six days, and the total loans are 2,036 to 309 different persons. The largest number loaned in one day is seventy-seven. The amount received from fines is $9.35. Besides the books purchased at a cost of $545.51, we have received valuable donations from Senator Dillingham, Congressman Haskins, George W. Brown, Mrs. Mary Gould and others and we now have 1,000 volumes, some two hundred of which are timely reference books. The evident interest of the people manifested by their expressions of personal loss through the fire and their oft repeated inquiries as to the reopening of the Library greatly encouraged us. They showed unmistakably the important place the Library has made for itself in the minds of the people. It is a question whether there is another institution of the town which makes larger returns for the money expended, in all that goes to make the best, because the most intelligent citizenship. It is our aim so to improve it from year to year that it may become more and more efficient for good. We desire that its fruits shall be so manifest that no one will ever begrudge a single penny appropriated ta its use. Again we bespeak the hearty co-operation and generous support of all citizens in its behalf, believing Dr. Franklin was right, when speaking of the earlier Libraries in this country, he said, "They have improved the general conversation of the Americans, made the common tradesmen and farmers as intelli-

gent as most gentlemen in other countries, and perhaps have contributed in some degree to the stand so generally made throughout the colonies in defence of their privileges." A recent writer adds, "They (Libraries) awakened such a measure of solid and thoughtful intelligence as has been known in but few other communities in the world's history." What Libraries have done ior other peoples in other times they will do for us in these modern times. Let it be our constant aim to make ours such a force for good in Northfield. H. R. ROBERTS, J. H. Report of the Town Superintendent of Schools, During the past year thirteen schools of thirty weeks have been maintained. Some have been excellent, while others have been unsatisfactory. A poor school is due in part to the fault of the teacher and partly to the fault of the parents or community.

The teacher, particularly if inexperienced, is likely to err in school management; in such a case the parents should be patient and helpful rather than critical. The teacher has to keep in order from fifteen to thirty pupils from half as many homes while the parents find it a task to control two or three in the home ; besides the teacher must give the best part of her efforts to class work. Let the parents and the community then support the teacher in her efforts to maintain discipline and respect for authority. If the pupil hears the teacher criticized at home or on the way he will carry the same spirit into the school room. See that the children attend with regularity. An absence of a day or two even, makes it necessary for the teacher to go over the work separately or hold an entire class for the absentee to make up lost time. Then visit your school and see for yourself what is being done in the schoolroom rather than accept reports. Get acquainted with the teacher and make her feel that you have an interest in the success of the school work and she will do better work for it. If the people will thus cooperate with the teacher it will do more for the welfare of the schools than the superintendent or directors, or higher wages can accomplish. The school buildings with one exception are in good order. The school house in the Dillingham district should be repaired or rebuilt before using it for school purposes again. The text books should be overhauled, some new selections made, and mutilated copies destroyed. Respectfully submitted, E. A. SHAW, Supt. Annual Town Meeting* The inhabitants of the town of Northfield who are legal voters in .Town Meeting are hereby notified and warned to meet in Armory Hall in the Village of Northfield on Tuesday, March yth, 1905, at 10 o'clock a. m., to act on the following business, vis: 1. To elect a Moderator for the ensuing year. 2. To hear and act on the several reports. 3. To elect all necessary Town Officers. 4. Shall license be granted for sale of intoxicating liquors in this Town. 5. To raise money to defray the current expenses of the Town and its indebtedness, also State, County, State School, and State Highway Taxes. 6.- To see if the Town will vote to raise money for highway purposes in addition to the legal Highway Tax. 7. To see if the Town will appropriate a sum of money for the expenses of Memorial Day. 8. To see what, measures the Town will adopt to compensate Firemen. g. To see if the Town will vote to give state jurisdiction to its Constables for the service of process. 10 To see if the Town School District will vote to authorize the Board of School Directors to purchase sites and build school houses. 11. To see if the Town .will appropriate a sum of money for the bent-fit of the Band. 12. Shall the Town School District hold its annual meeting on a different date than that fixed for the annual Town Meeting. 13.
