There has been increasing recognition of the linkages between violent conflict and sustainable development. Conflict is inevitable and necessary in society, as well as a normal part of social and economic life. However, in the past decades, civil strife and violent conflict have become commonplace in many developing countries, forcing back the process of change and eroding hard-won development gains. International development agencies have typically responded to violent conflict, by developing distinct conflict prevention and peace building programs, such as dialogues, confidence-building initiatives, justice reforms, emergency work programs, small arms reduction, etc. While an integral part of a conflict prevention strategy, these programs sometimes tend to address triggers and symptoms, rather than the actual root causes of violent conflict. Effectively preventing violent conflict requires a much broader effort, which includes involving humanitarian and development actors and their programming into addressing the root causes of conflict. Unfortunately, development interventions, without a conflict sensitivity lens, may inadvertently exacerbate or reinforce the potential for violent conflict. UNDP launched its activities in the Kyrgyz Republic in 1993, shortly after the country became independent in 1991, thus ushering in the official UN presence in the country. UNDP's mission is to help accelerate the achievement of the national Millennium Development Goals through capacity building and policy advice in poverty reduction, good governance, environmental sustainability, regional cooperation, gender equality, and conflict prevention and recovery. In particular, UNDP Kyrgyzstan launched the Peace and Development Programme (PDP) in 2007 to build on its previous conflict prevention programming and continue to directly address the root causes of conflict and to better align its conflict prevention programming to support the mainstreaming of conflict prevention. PDP focuses on direct interventions that support conflict prevention and peace building, efforts to mainstream conflict prevention into UNDP’s other programme areas, as well as on improving tolerance and cooperation among and between groups in Kyrgyzstan and border areas. This consultancy will build on previous conflict sensitivity activities (review and capacity building) and complement both review and capacity building components with particular focus on conflict sensitivity and M&E system building. In the framework of above initiative PDP seeks for qualified national consultant to provide conflict sensitivity mainstreaming and M&E system building support to all UNDP Programs and ABD offices.

OBJECTIVE The objective of the assignment for selected Consultant is to strengthen the conflict sensitive elements and approach of development interventions implemented by UNDP programs including ABD offices and support establishing M&E systems.

SCOPE OF WORK The Consultant, under supervision of PDP Dimension Chief will deliver the following concrete outputs:  

Review and systematize overall materials and knowledge products produced in the framework of the previous project cycle on conflict sensitivity and M&E (DFID-UNDP, BCPR, PBF); Review existing strategic documents and key program documents to understand the level of conflict sensitivity at the strategic planning and programme design and development levels as well as how existing internal/external policy

documents support or impede conflict sensitivity; Interview key programme staff (managers, programme coordinators, selected staff) to determine actual use of conflict sensitivity in programme implementation; Conduct needs assessment in capacity building on conflict sensitivity and M&E and based on findings develop short and clear toolkits for further dissemination and training of staff; Provide continuous on-job training and coaching of focal points and managers on conflict sensitivity and M&E (also using ITC tools) to all UNDP program staff and ABD office staff; Visit three ABD offices. Gather information on programme activities; Interview direct programme participants and others impacted by the programmes (local authorities, local informal leaders, civil society); This step will examine, for example, how programmes are strengthening or weakening the main factors causing the conflict, the distributional consequences of the intervention, how the intervention is being perceived by different local and international actors, how is security situation affecting implementation, what resources have been brought into the context by the intervention; Assist the team to launch pilot project on incorporation of conflict sensitivity lens into LSG development planning; Assist the team to further continue capacity building support to Parliament on conflict sensitive expertise of laws in partnership with UNDP Parliament project; Continuously work with PDP partners to incorporate conflict sensitivity lens and build M&E systems; Conduct an evaluability assessment of programs and its stakeholders, which includes reviewing: program logic, quality of data already produced by predeceasing project, capacity of project team and partners, and project resources; Assist to design and oversee internal review ad M&E activities and provides support to external M&E on the project’s activities; Ensure that M&E strategy incorporates a system-wide approach, is flexible and responsive and builds ownership among local stakeholders; Guide and mentor the M&E focal points and provides technical assistance to staff, advisors and partner organizations; Foster links with other programs and pursue opportunities for collaborative activities and provide technical assistance to other primary stakeholders; Develop simple and effective tools to be used by Programs and partners to monitor and/or evaluate on their own; Process and analyze data and draft report on findings for submission to UNDP. Develop specific recommendations on how to concretely improve conflict sensitivity and M&E in UNDP programming, including the identification of pilot programme areas to focus more in the future.

REPORTING REQUIREMENTS Consultant will submit the interim report and deliverable achieved results as per TOR duly signed by PDP Dimension Chief, which will serve as a justification for the milestone payment. Upon completion of the assignment the Consultant shall submit final analytical report entailing overall activities implemented according to set deadlines to be approved by Chief of Dimension,which will serve as a justification for final payment.

QUALIFICATION AND COMPETENCY REQUIREMENTS  Education: Master’s degree in social sciences/peace and conflict studies/international relations/political science/development studies;  Experience: At least 3 years of progressively responsible experience in conflict prevention and peace building projects and programmes;  Proven experience in data collection and analysis (at least 2 reports);  Knowledge of M&E systems and tools (at least 1 year);

Language Requirements: Fluency in Russian and English, knowledge of Kyrgyz is an asset; Competencies: Excellent analytical skills, experience in strategy and program development; Technical Skills: good practice of basic computer software (Windows, Excel, Power Point); Personal Qualities/Other: Excellent communication skills, responsibility, willingness and ability to work individually and within a team, ability to work in close coordination with relevant stakeholders, flexibility.

ADDITIONAL REQUIREMENTS FOR RECOMMENDED CONTRACTORS Recommended contractors over 62 years of age and who are required to travel should undergo a full medical examination including x-rays and obtaining medical clearance from an UN approved Doctor prior to taking up their assignment at their own expenses. Contracted Consultants are required to have vaccinations/inoculations at their own expense when traveling to certain countries, as designated by the UN Medical Director. A copy of the list should be provided to the subscriber prior to signing the agreement so that his/her personal physician can attest to the required vaccinations/inoculations having been performed, as part of the certification described above.

TRAVEL REQUIREMENTS This consultancy requires travel to Osh, Batken and Naryn according to the following schedule: May (7 days) June (7 days) July (7 days)

In the event of unforeseeable travel, the respective Business Unit and the Individual Contractor should agree upon the manner in which travel costs including tickets, lodging and terminal expenses are to be paid by UNDP prior to travel.

SECURITY CLEARANCE The Consultant should undertake the Basic Security in the Field (BSIF) training and Advanced Security in the Field (ASIF) tests prior to travelling. These requirements apply for all Consultants, attracted individually or through the Employer.

UNDP INPUT UNDP will provide the Consultant with following:  Access to PDP premises;  Desk, Computer, access to network, internet and printing/copying communication equipment.
