MEMORANDUM for Army, Air Force, Marine Corps, and Navy Air Rifle Teams
SUBJECT: 1st Annual Topeka West Charger Battalion Air Rifle Postal Match
1. Topeka West High School Army JROTC Department announces their 1 st annual 3 x 10 Air Rifle Postal Match to be conducted from 01 February – 15 April 2018. The match is open to JROTC Air Rifle Units from all services. Entry forms and payment is due no later than 28 February 2018. 2. Purpose. Rifle Marksmanship is a sport of extreme precision that promotes skills such as concentration, self-discipline, emotional control, responsibility and sportsmanship. The goal of this match is to support the JROTC mission to motivate young people to become better citizens. 3. Entry. The entry fee is $30 per 4-cadet team. Make checks out to the Topeka West Army JROTC Booster Club. All team members are automatically included in the individual competition as well as the team competition. Team members must be currently enrolled in the school’s JROTC program. Programs may submit multiple teams. This match uses labeled Orion targets provided by Topeka West JROTC. 4. Rifles. This is a Sporter Class competition. Rifles must be .177 caliber Air Rifles with metallic sights. Complete criteria for Sporter Class air rifles is found in Section 4.0 of the 2016-2018 National Standard Three-Position Air Rifle Rules (NSTPARR). All aspects of this contest will be governed by the NSTPARR which can be downloaded at http://thecmp.org/wpcontent/uploads/Rules.pdf . 5. Match. This is a 3 x 10 match. Cadets will fire 10 record shots in all three positions (prone, standing, and kneeling) on a 10-meter range using labeled Orion Targets which will be mailed to you by Topeka West JROTC. Team coaches can substitute a different currently enrolled cadet if it becomes necessary by writing their name on the target. Match Judges at Topeka West will scan the targets into the Orion system. The Match Judges at Topeka West JROTC conduct all target verification in Orion such as adjusting for multiple shots in one bullseye, excessive tearing, etc., and their decisions will be final. The time limits in rule 5.3.2 of the NSTPARR apply. Ties are broken according to rule 8.6 in the NSTPARR, except that no additional shots will be fired due to the nature of postal matches.
6. Timeline.
As soon as possible, but postmarked no later than 28 February: complete the entry form and mail it with payment Topeka West JROTC (address is at the top of this MOI.) We will mail you labeled Orion targets as soon as we receive your entry form and payment. 1 February – 15 April: Teams complete the 3x10 course on their local range. Mail targets to Topeka West JROTC (address is at the top of this MOI) for scoring, postmarked no later than 16 April. Not later than 30 April: results emailed out and awards mailed to the winners.
7. Awards. The top five teams receive a plaque suitable for displaying on their home range. The top five individual shooters receive a medal. All awards will be mailed to the Unit’s Instructors/Coaches for presentation. 8. Point of Contact. POC is the undersigned at
