1 ANNUAL REPORT The 22nd Eastern India Regional Council (EIRC) of The Institute of Chartered Accountants of India (ICAI) has great pleasure in presenting the Annual Report for the period from 1st April 2015 to 31st March 2016 1.

MEMBERS The Regional Council is privileged to serve 23,319 members from the Eastern Region during the reporting period.

MEETINGS OF THE REGIONAL COUNCIL AND ITS VARIOUS COMMITTEES During the period from 1st April, 2015 to 21st February 2016 the 21st EIRC met six times i.e. on 13th April, 2015, 20th May, 2015, 16th July, 2015, 11th August, 2015 13th January, 2016 & 21st February, 2016 and the 22nd EIRC during the period from 21st February 2016 to 31st March, 2016 met one time i.e. on 21st February 2016. All meetings were held at EIRC Premises, 7, Anandilal Poddar Sarani, Kolkata – 700 071. The EIRC’s various Committees met several times for taking decisions on various activities of the Regional Council during the aforesaid period.

LECTURE MEETINGS, SEMINARS, WORKSHOPS & CONFERENCES ETC. During the period from 1st April, 2015 to 31st March, 2016 the EIRC of ICAI organized several Lecture Meetings, Seminars, Workshops & Conferences to further the cause of fostering professional and technical development of its members and students. The subjects covered broad gamut of issues relating to the industry and the CA profession. Details of few of the Seminars, Workshops, Conferences, Lecture Meetings and activities organised by EIRC during the aforesaid period are covered in this Report. Further, the details of other activities organised by EIRC is provided in Annexure I to this Report. Some of the important programmes organized were:

i) 40th Regional Conference EIRC organised the Two day 40th Regional Conference of EIRC in Kolkata on 21st & 22nd August 2015 with a theme, “Sarathi – Marching Ahead Empowering the Profession”. The Chief Guest was CA Suresh Prabhakar Prabhu, Hon’ble Union Minister of Railways who inaugurated the Conference in the presence of CA Manoj Fadnis, the then President, ICAI, CA Subodh Kr. Agarawal, Past President of ICAI and other Central Council and Regional Council Members from the Eastern Region. Besides the main technical sessions, there were parallel sessions also held during the conference. The conference also included panel discussion, motivational session by Dr Sneh Desai and a Cultural Programme titled Chakravyuh which was enacted by renowned actor Nitish Bharadwaj and his team. More than 2000 members and students participated in this mega 2 day conference. (ii) SUB REGIONAL CONFERENCES (a) Rourkela Branch organised on 26th April, 2015 (b) Dibrugarh & Tinsukia organised on 30th & 31st May, 2016. The Branches of the respective regions hosted the Sub Regional Conference.

3 (iii) 5TH ALL INDIA JOINT CONFERENCE The 5th All Region Joint Conference was organised by All Regional Councils of the ICAI was held on Chennai on 19th & 20th June, 2015. The theme of the Conference was “Make India My India”. The Inauguration was done by the Chief Guest, CA. K. Rahman Khan, the then Hon’ble Union Minister of Minority Affairs, Govt. of India in presence of CA M. Devaraja Reddy, the then Vice-President of ICAI and Chairmen of all the Regions of ICAI. iii) Awareness Programme on IFRS – Converged Indian Accounting Standards (Ind AS) Eastern India Regional Council under the aegis of Ind AS (IFRS) Implementation Committee of ICAI hosted the Awareness Progamme on IFRS – Converged Indian Accounting Standards (Ind AS) on 8th & 9th May 2015. The speakers who addressed in the programme were, CA Amarjit Chopra, Past President, ICAI, CA Dolphy D’Souza, CA Jamil Ahmed Khetri, CA Anand Subramanian and CA Pankaj Chadha. iv) All India / National Conference (Two Days & One Day) EIRC also got the privilege to organize various All India / National Conference as follows: 1. Seminar on Indirect Taxes under the aegis of Indirect Taxes Committee of ICAI on 25th April 2016. 2. Seminar on Auditing under Companies Act, 2013 under the aegis of Auditing & Assurance Standards Board of ICAI on 16th May, 2015. 3. Seminar on Structuring Real Estate Transactions under the aegis of Direct Taxes Committee of ICAI on 23rd May 2015. 4. Workshop on Company Law under the aegis of Corporate Law & Corporate Governance Committee of ICAI on 12th June 2015. 5. Awareness Programme on “Rising to the Challenges in Public Finance & Government Accounting” under the aegis of Committee on Public Finance & Government Accounting of ICAI on 13th June, 2015 6. Workshop on Company Law under the aegis of Corporate Law & Corporate Governance Committee of ICAI on 16th June 2015. 7. Seminar on Information Technology under the aegis of Committee for Information Technology, ICAI on 18th June 2015. 8. Seminar on Unlocking the Potential in Insurance Sector under the aegis of Committee on Banking, Insurance & Pension, ICAI on 26th June 2015.

4 9. Workshop on Company Law under the aegis of Committee for Capacity Building of Member s in Practice of ICAI on 27th June 2015. 10. Seminar on Capital Market under the aegis of Committee on Financial Markets & Investors Protection on 25th July, 2015. The theme of the Seminar was “Indian Financial Markets : Beginning of New Era” was jointly organised with Association of National Exchange Members of India (ANMI). 11. Seminar on Direct Taxes under the aegis of Direct Taxes Committee of ICAI on 22 nd January, 2016 v) CA Day – Chartered Accountants Day was celebrated on 1st July 2015 with hoisting of the Institute’s Flag by CA Pramod Dayal Rungta, the then Chairman of EIRC at the ICAI, EIRC Premises at Rajdanga, Kasba. A Blood Donation Camp was also organized in which members and students participated in large numbers. A Cancer Awareness and Detection Camp was organized. EIRC also organized Late CA P.M. Narielvala Lecture on “Paradigms of Indian Economic Development – Controversies and Issues”. The day concluded with Felicitation of Seniors of the Profession 80 Years and above for their contribution. vi) Independence Day Celebration by Hoisting of the National Flag at the Institute’s Premises at ICAI, EIRC Premises at Russell Street, Kolkata. vii) Republic Day Celebration by Hoisting of the National Flag at the Institute’s Premises at ICAI, EIRC Premises at Russell Street, Kolkata viii) Celebration of International Women’s Day 2016 EIRC of ICAI celebrated International Women’s Day, 2016 ably supported by EIRCs of ICSI and ICAI (CMA) on 8th March, 2016.

ix) Cultural & Other Activities Rabindra Nazrul Sandhya – EIRC organised Rabindra Jayanti Celebration: A cultural

Evening on 9th May 2015 at Vidya Mandir, Kolkata to celebrate the birth Anniversay of Shri Rabindranath Tagore. Eminent Artist Smt Indrani Sen & Dance Drama “Chitrangada” was presented by Dancer’s Guild.

World Yoga Day – World Yoga Day with Chhoti Gurumaa was organized jointly by IAI, ICSI, ICAI(Cost) on 21st June 2015 at Silver Spring Club, Kolkata. The programme was inaugurated by CA Manoj Fadnis, the then President of ICAI.

Bijoya Sammilani - EIRC of ICAI jointly with all the Study Circles of EIRC organised Bijoya Sammilani on 30th October 2015 at R. Singhi Hall, EIRC Premises. The members, students and employees participated in the programme. Deepawali Get Together - EIRC of ICAI jointly with all the Study Circles of EIRC organised Deepawali Get Together on 7th November, 2015 at Krishna Niwas,

5 Ballygunge. Large number of members and students joined the get together alongwith their families.

EIRC Awards 2015 – EIRC Awards was organised on 20th February 2016 at R. Singhi Hall of ICAI, EIRC Premises, 7, Russell Street, Kolkata – 700 071.

Green Initiative – EIRC has given proposal to members to go with E-Newsletter to reduce the huge expenditure and also to go with green initiative. ix) Enhancing capacity of the Profession Eastern India Regional Council has taken various steps for enhancing the capacity of the profession.  EIRC has organized various Workshop for educating the members to enhance their capacity as professionals and also providing them an opportunity of one to one interaction  For the benefit of fraternity at large who otherwise could not attend the programme and also for the members residing in other cities of region the deliberations of the Speakers were recorded and uploaded on the EIRC Website.  Felicitation of CA Debabrata Mazumdar & CA Rajesh Khanna, Past Chairman, EIRC on being elected as Councillors in KMC Election for 2015.  Felicitation of Mr. Jayant Sinha, Hon’ble Minister of State for Finance, Govt. of India to discuss about professional opportunities for CAs & contribution of CAs to the economy at large.  Meeting was held with Mr. Moloy Ghatak, Hon’ble Minister of Labour, Govt. of West Bengal to discuss about utilization of professional expertise of CAs to strengthen the State Economy and to facilitate better government.  Meeting was held with Mr. Jyotirmoy Kar, Hon’ble Minister of Co-operation, Govt. of West Bengal to discuss about utilization of professional expertise of CAs for Co-operative Audit.  Felicitation and Meeting with Mr. S.K. Panda, Chief Commissioner, Service Tax.  Meeting with Mr. Firhad Hakim, Hon’ble Minister of Municipal Affairs and Urban Development, Govt. of West Bengal for utilization of professional expertise of CAs to strengthen the State Economy.  Recognition of CA qualification as post graduate degree for the purpose of registration to the Ph.D. Course at WBNUJS: West Bengal National University of Jurisdical Science(WBNUJS), Kolkata recognized CA qualification as post graduate degree for the purpose of registration to their Ph.D. Programme.

6 x) Planning for growth in profession while maintaining quality Various initiatives have been taken by EIRC to enhance the growth of the profession.  ICSI, ICAI (Cost) & ICAI Coordination Meeting was held on 11th June, 2015 for strengthening the growth of the professionals.  Training Programme for Auditors of Housing Finance Corporate was held on 23rd June, 2015.  Training programme on Excise and Service Tax Officials was held on 3rd & 4th December, 2015.  Women Members Empowerment Meet was held on 26th December, 2015 to discuss about the growth in the profession of Women Members. 6. PROFESSIONAL DEVELOPMENT The EIRC represented before the State Governments regarding the following matters: (i) Representation was made to Shri Bratya Basu, Hon’ble Minister in Charge,Tourism, WB for utilization of professional expertise of CAs to strengthen the State Economy and to facilitate better governance. (ii) Representation was made to Shri Subrata Mukherjee, Hon’ble Minister in Charge, Public, Health &Engineering, Panchayat & Rural Development, WB for utilization of professional expertise of CAs to strengthen the State Economy and to facilitate better governance. (iii) Representation was made to Smt. Chandrima Bhattacharyya, Hon’ble Minister of State, Law & Judicial Department, Health & Family Welfare, WB for utilization of professional expertise of CAs to strengthen the State Economy and to facilitate better governance. (iv)Representation was made to Shri Jyotirmoy Kar, Hon’ble Minister in Charge, Co-operation Department, WB for utilization of professional expertise of CAs for Co-operative Audit. (v) Representation was made to Mr. Firhad Hakim, Hon’ble Minister in Charge, WB for Utilization of professional expertise of CAs to strengthen the State Economy and to facilitate better governance. 7. CONTINUING PROFESSIONAL EDUCATION. The Committee met during the period and decided to organise a large number of programmes recommended by CPE Directorate of ICAI and also Workshops and Seminars on topics of interest. They also showed concern to enhance the scope of continuing professional education amongst the members of suburb/rural areas, the Committee has encouraged formation of CPE Study Circles, Chapters & Study Groups.

11. CHARTERED ACCOUNTANTS BENEVOLENT FUND During the year new addition to the Life Membership of CABF was 269 Members @ Rs. 2500. A sum of Rs 6,72,500/- has been contributed by the Members of this Region towards Life Membership of Chartered Accountants Benevolent Fund. EIRC places on record its sincere thanks to the Members for their contribution. In the financial year 2015-16, EIRC has contributed a total amount of Rs.1,40,140/collected out of the delegate fees from the member participants in various seminars organised & hosted by EIRC. 12. GMCS CLASSES During the year 2015-16, 29 Batches of GMCS-I & 32 Batches of GMCS-II were held at various Venues viz- I-Lead, Calcutta Mansion, IMS, Barabazar Library & VIP Road CA Study Circle. Some of the classes were also held at ICAI Bhawan both at Russell Street & Kasba. A total number of 1376 students attended GMCS-I Batches & 1506 Students attended GMCS-II Batches during the year. Online Portal for GMCS was also introduced during the year & in process for GMCS. Students applied online for Batches for which prior notice was given in EIRC Website before online launch of batch. Faculties were also selected through Online Portal. Online Feedback was made compulsory for Students & Batch Completion Certificates were also generated online. Several Meetings were also conducted with the faculties to improve the quality of GMCS training. It was also decided in the RMC Committee meeting held in March’2016 to conduct most of the classes in the Institute itself & to utilize the Second Floor of the Russell Street Premises for conducting GMCS Classes.

PRIZES & AWARDS Eligible students of this Region are to be presented with Prizes & Awards for their performance in the CA CPT Examination held in the months of June & December 2015, Integrated Professional Competence Examination & Final Examinations held in the months of May & November 2015 and Regional Elocution Contest held on 31st August 2015 as detailed in Annexure II 14. LIBRARY During the period under review, more than 746 books were added to the Library’s Members & Students sections. Databases on Direct, Indirect taxes, Company cases, capitaline – a financial database of twenty two thousand listed and no listed Companies were installed in the Library. Moreover Readers can view the Library resources through eirc-icai.org site. EIRC Library has institutional membership of American Center Library & British Council Library for the use of its members. EIRC Library is enriched with magazines, periodicals and journals of Members interest. Daily newspapers in English, Hindi and Bengali are available in the Library along with Employment News for the job seekers. Number of books issued the Members and Students sections were 1765 & 1302. Numbers of books issued in Reading rooms were more than 880 only. Library membership grew by 55 & 119 respectively in the Members and Students section. During the year more than 9 Readers updated their membership after the revision of security deposit took place in library. EIRC Library provides the Readers, access to the updated and latest computers for work with internet facility. CDs of the books are available for browsing. The digital Library system gives access to the on line journals, books and articles from the Chartered Accountant Journal. The Regional Council is maintaining a separate Reading Room for Students at ICAI New Building at Rajdanga. The Reading Room is equipped with all books, study materials and other relevant publications for Students use along with three daily newspapers. 15. S. VAIDYANATH AIYAR MEMORIAL LECTURE MEETING S. Vaidyanath Aiyar Memorial Lecture - The EIRC organized S. Vaidyanath Aiyar Memorial Lecture on 30th December, 2015 at R. Singhi Hall, EIRC Premises, Kolkata. Dr. Sandip Chatterjee, Consultant Neurosurgeon and Academic Coordinator at Park Clinic, Kolkaga graced the occasion and delivered his lecture on the topic ‘Importance of Professional Ethics’. The moderator for the session was CA Partha Sarathi De. 16. OBITUARY The Regional council deeply mourns the death of the members who expired between 1st April 2015 and 31st March 2016 as detailed in Annexure III. May their soul rest in peace.

(i) Views Exchange Chartered Accountants Study Circle-EIRC was awarded with the Best Study Circle Award for the year 2015 (ii) DTPA Chartered Accountants Study Circle-EIRC was awarded with the Highly Commendable Study Circle Award for the year 2015 (iii) Vitta Salhkar Chartered Accountants Study Circle-EIRC was awarded with the Commendable Study Circle Award for the year 2015 20. Best Regional Council Award 2015 Eastern India Regional Council was awarded the Best Regional Council jointly with WIRC for the year 2015-16. The trophy was handed over by CA Manoj Fadnis, the then President of ICAI in a function on 11th February, 2016. 21. ACCOUNTS The Accounts of the Regional Council for the year 2015-16 ended on 31st March 2016 And are appended to this Report as per Annexure IV. 22. ACKNOWLEDGEMENT The Regional Council wishes to place on record its appreciation and sincere thanks to the members and students of the Region for their continued support and sincere cooperation in all activities of the Regional Council.
