Terms of Reference for Community Institutions Capacity Building Organization BRAC is an International NGO working in 12 countries across Asia and Africa works in different development sectors. Since BRAC's launch in Pakistan in 2007, it has successfully reached over 2.54 million people across all four provinces by scaling up programmes in microfinance, health, education and integrated assistance for the ultra poor.

Background Information & Rationale BRAC Pakistan in partnership with PPAF is implementing Institutional Development Project in District Lasbela. The goal is to establish Community Institutions (COs, VOs, LSOs) at settlement, village and union council level and provide them support for taking community development initiatives. By strengthening and building capacity of the local community members and community institutions, a sense of local development, awareness of social & development issues and available resources; the communities can be driven on the path of taking collective actions for their own development and problem solving through platform of community intuitions. Different trainings/activities have been planned for the capacity building of the Community Institutions so they can work more efficiently and to promote and strengthen community development concepts. The goal is to develop the capacity of Community Institutions so that they can work as self-sufficient Community Based Organizations and manage their affairs themselves.

9 Development of proposals

Scope of Work  

   

A consultant/resource person can apply for one or more than one trainings The resource person will be responsible to furnish a training manual for the specific training he/she conducts or the developed content for the activity, whichever is applicable The resource person has to develop a training session plan covering all important aspects of the training subject. The resource person will facilitate the entire training event/activity as per the agreed time frame. Medium of training, contents and material should be in Urdu. The trainings will be conducted in Hub, district Lasbela or Karachi, whichever is deemed suitable.

Qualification of the Applicant  

Having academic background/qualification relevant to the training. Having considerable experience in providing similar trainings.





The resource person/assigned trainers of the institution must have background and expertise in development sector with demonstrated experience of the specific training subject through practical experience in the form of content development, employment experience, consultancies or conducting trainings. Knowledge of Institutional Development model and Community Institutions is not compulsory but highly desirable.

Deliverables & Schedule    

Facilitation of the specific training event/acivity Furnishing a training manual/ developed content whichever is required for that particular activity Submit a training completion report Training completion report has to be submitted within 7 days of training conclusion.

Contract Duration For trainings the contract will be for the period of training and 7 days after it. For material/proposals/manual development activities contract will be as per the agreed time frame.

Source of Fund The funding is being provided by PPAF under Institutional Development.

Budget and Payment Schedule Payment will be made through cross cheque on whose name agreement has been drawn up. Payment will be made after satisfactory completion of training and submission of completion report, upon furnishing of the invoice.

Selection Method The selection will be done by evaluating all received proposals and points will be given against experience & qualification. The training budget/cost being proposed will also be taken into consideration. Please submit CV/profile, cover letter, proposed budget/cost along with the training contents. For content/proposal development/manual development activities please provide a brief description of the topics which will be covered. All activities will be evaluated separately. One activity’s selection outcome will have no bearing on other trainings.
