Purpose of the function To manage and coordinate the financial aspects of the Country office running costs in such a way that the financial planning, budgeting and accounting services are efficient and effective according to the Oxfam Novib standards and procedures set.
Main tasks of the function To contribute to the development, implementation and improving of the Country office financial systems and procedures; To support the (Associate) Country Director by preparing the Country office input for the Balance Score Card (BSC) and reviewing financial reports related to the Country office, partner organizations and external donors. To advise the (Associate) Country Director about to the annual proposals for targets on office running costs; To oversee the Country office running costs orders after the approval of the budget for the execution of payments (including the payment of consultancy fees and salaries); To periodically monitor Programme spending and performance of the Country office and revise where needed the (financial) planning and record this in the management information systems. To ensure timely compliance with financial procedures, reporting and auditing requirements and to ensure that relevant financial policy and procedures documents are accurately applied, regularly reviewed and kept up to date; To liaise with HO and facilitate regular and (un)expected in- and external financial audits according to the accounting manual and proactively engage with external auditors to resolve any relevant issues; To reconcile bank and cash flow status and maintain contact with the bank regarding financial transactions; To proactively work together with the Business Support Manager to ensure that all Country office’s business and support services procedures are in line with the HO standards; To manage the financial staff on a day to day to basis, and to perform all HR tasks.

Criteria for submitting: Typically for those situations in which the position of FSM becomes too complex due to financially managing large external funding projects in combination with the responsibility of CO finance and logistic tasks. If so, it could be decided to split the position of FSM into two positions of a FM and BSM Specifically for the following cases: Complex legal and security environments at the country office When ON is managing affiliate and high level operational coordination support is Required (important in line with 2020 process).
