A Look at the Past, A Plan for the Future In 2010, the Westbrook School Committee endorsed a three-year strategic plan for the Westbrook School Department that initiated a transformation of its schools into 21st century learning centers. Goals were set and actions were implemented in five areas: leadership, teaching, learning, culture and community, and finance and facilities. Among the initiatives that were accomplished were: * the establishment of a collaborative leadership team, faculty, and staff that were focused on student success at all levels; * a renewal of the universal curriculum and learning frameworks and the establishment of Response to Intervention; * the use of data to inform decisions; * a commitment to community partnerships, including the City of Westbrook, United Way of Greater Portland, the Westbrook Community Center, and the University of Southern Maine; * the reorganization of the district’s schools that included the closure of one elementary facility; * the development of a transparent budget process and financial management system; Similarly in 2013, a successor strategic plan was established. Vision 2016 expanded on the initiatives of the original plan and encompassed three significant goals: Raise Achievement, Increase Citizenship, and Expand Capacity. Among the initiatives that were accomplished were: * the development of a district-wide proficiency based learning model which involves curriculum, instruction, and assessment in grades K-9; * the completion of curriculum revisions which included the establishment of Westbrook’s K12 Learning Standards, Universal Instructional and Assessment Frameworks, and common Units of Study; * the revision ton our graduation requirements to include proficiency in the Learning Standards, opportunities for internships, the use of personal learning plans, and the presentation of a capstone project beginning with the class of 2019; * the affirmation of teaching healthy behaviors and providing positive supports at all levels; * the slight increase in reading and math achievement in a three year average;

* the thoughtful use of data to monitor student achievement and attendance, establish growth targets, develop Personal Learning Plans, and report progress; * the alignment of building and program Comprehensive Education Plans, teacher and administrator professional goals, professional development, community initiatives, and budgeting priorities to the goals of Vision 2016; * the development of projects that encouraged student voice and participation in roles of leadership; * the increase in opportunities for teachers to participate in customized professional development, complete graduate courses in English language development, leadership, and other professional education, and attend out-of-district conferences and workshops; * the development of support for novice and pre-service teachers through our induction process and our partnership with USM’s teacher education program; * the recommitment to to professional standards for teaching and leadership and a process to revise our professional growth and evaluation system; * the expansion of community partnerships through the Westbrook Children’s Project and 21st Century Learning Center Grants. Based on input from parents, students, staff, and community members through a series of community conversations, the plan has been revised. We continue to focus our attention on three goals - raise achievement, nurture citizenship, and increase capacity - as well as a fourth goal - foster engagement which acknowledges our desire to be inclusive, empower the voices of all stakeholders, and promote collaboration in the success of all students. The following plan, Vision 2021, moves us closer to achieving a vision that supports the whole child whose success, both now and in the future, is at the very heart of our schools.

Within a framework of high expectations, the school environment allows for a variety of opportunities for students to demonstrate what they have learned. As partners in learning, we all share the responsibility to make this vision a reality in a changing world.

EVALUATION Throughout the five years of Vision 2021, the Westbrook School Department will demonstrate progress toward accomplishing all four goals by measuring the percentage of students meeting targets set for academic and social proficiency. This serves as a broad indicator of success and is measured through our proficiency reports and universal assessments. In addition, we will measure the success of strategies that are intended to support the accomplishment of each goal. These actions are specific to each area and indicate multiple pathways to success. In addition, the school department, each school, and each academic program will continue to develop an annual Comprehensive Education Plans (CEP) that aligns with Vision 2021. As in the strategic plan, strategies and initiative will be developed and measured and progress will be reported annually as part of the CEP process and in our annual State of the Schools report. Through intentional planning, we intend to ensure the greatest impact on our schools, our community, and our students. As a community, we will achieve our goals and deliver our mission: One promise - The best education for all, for life.!
