Name: Kate Harrison Office you are seeking: Berkeley City Council East Bay Stonewall Democratic Club Candidate Questionnaire The deadline to return your completed questionnaire is Friday, September 16th for our regular endorsement meeting for the November 2016 general election. Thank you for your interest in obtaining an endorsement from the East Bay Stonewall Democratic Club. Per the Club’s bylaws, a candidate must be a registered Democrat and complete a candidate questionnaire. You must receive 60% of the vote for an endorsement. Candidates for statewide of federal office are NOT REQUIRED to fill out a questionnaire. If you are in a race where Stonewall voted to early endorse and LGBTQQI candidate, you are still eligible to receive a recommendation from the Club. If you filled out a questionnaire for our early endorsement meeting, you do not need to fill out a new questionnaire. 1. Are you a registered Democrat? If so, for how long (If not, you are ineligible for an endorsement)? With which Democratic organizations are you affiliated? I have been a registered Democrat for 40 years. I am the only candidate in my race endorsed by the Democratic Party and come from three generations of Democratic women who have fought for the progressive values upon which our Party stands. As an active and involved Democrat in my community, I am the State and National Politics Chair of the Wellstone Democratic Renewal Club and coauthor of its Economic Justice agenda. For decades I’ve worked alongside other Democrats in the East Bay to organize progressive grassroots activists around issues such as affordable house, green and sustainable infrastructure, and social and racial justice. Most recently, I cofounded the Berkeley Progressive Alliance, an organization that works at the grassroots level to elect progressive candidates in Berkeley. 2. Are you a member of the East Bay Stonewall Democratic Club? If so, for how long? If not, have you supported or contributed to the Club in some other way? What other lesbian, gay, bisexual and transgender (LGBT) organizations are you affiliated with and in what capacity? I joined the East Bay Stonewall Democratic Club this year. I have supported civil rights for the LGBTQ community and marriage equality efforts throughout the world through letter writing and lobbying. As a lifelong member of the ACLU, I consistently support the ACLU’s efforts to protect and advance the rights of LGBTQ people. 3. What specifically have you done to advance LGBT rights and/or to nurture an inclusive and affirming community for LGBT individuals and families? Please give specific examples.

I grew up in a time where LGBTQ individuals and families around the world, as well as within our local community, had virtually no rights. I have been personally exposed to the social justice issues the LGBTQ community has been faced with which has shaped my ideals and strengthened my resolve to work in this area. My best friend is a gay man who has fought prejudice from his own family, attempts to deny his orientation, job discrimination, health challenges, and marriage inequality since our freshman year of college together. As an LGBTQ advocate and ally, I’ve fought to make sure we go forward, not back to those times. Throughout the 1980s and 1990s, I fought in the face of prejudice to hire LGBTQ people in local and state government positions and fight for rights for those who were HIV positive, including many of my own employees in San Francisco. As a manager, I resisted efforts from upper management in the courts to not hire the most talented candidate because “judges wouldn’t be comfortable with them.” As a public sector consultant, I actively incorporate LGBTQ fairness and access to justice in justice sector projects throughout Europe as a necessary element of any reform project. As an activist and organizer I fought against Proposition 8 4. What other issues or causes have you advocated for that you feel are relevant to the LGBT community? As a Wellstone Democratic Club Chair and the Berkeley Progressive Alliance CoFounder I have fought to make women, people of color, millennials, LGBT brothers and sisters, and other underrepresented communities here in Berkeley more active in the political process and driven to engage in government decisions. As a community we must ensure that all voices are being heard and, if elected, I plan to bring younger and more diverse people onto our city commissions. Justice and equity are the foundation of my life and career that has been devoted to public service. My first paid job involved identifying inequitable treatment of minority communities by Oakland’s criminal justice system. Since then, my career has been rooted in fighting injustices at all levels and assisting others in securing their basic human rights. As a public sector consultant for the past two decades I’ve owned and operated my own firm that specializes in evaluating court, criminal justice, indigent defense and social service programs in the United States, Europe, Asia and Africa and increasing access to justice for people all over the globe. 5. Who are your LGBT supporters? What LGBT candidates have you supported, and did it include financial or campaign support? I have received endorsements from East Bay LGBT individuals including El Cerrito Council Member Gabriel Quinto and Berkeley Rent Stabilization Board Commissioner James Chang. I am fortunate enough to have had supporters, colleagues, friends, and family members who have been LGBT as well as allies who have been invested in advancing the rights of the LGBT community. I myself have endorsed U.S. Senator Barney Frank, State Senator Mark Leno, Tom Ammiano for Mayor of San Francisco, Ces Rosales for Alameda County Democratic Central Committee, and Rent Stabilization Board Commissioner James Chang.

6. What makes you uniquely qualified for the office you are seeking? If you have an opponent what should Stonewall consider for making an early endorsement other than being LGBTQ? My extensive career has allowed me to engage in my community here in Berkeley and further my commitment for social justice, working to solve public sector problems in local, state, national, and international government systems, including 31 California counties, eight states and fourteen nations. I’ve fought for those in foster care, victims of domestic violence, and those who lacked access to justice, while also balancing budgets and improving government efficiency and ensuring services for the most vulnerable are maintained and employees are treated fairly. My work experience includes policy and executive positions in the San Francisco Mayor’s Office under Art Agnos, and at the California Administrative Office of the Courts, where I helped develop the budget and policies for and enhance access to California’s $1.7 billion-ayear court system. 7. What do you hope to accomplish if you are elected? What would be your main policy goals? How do these goals relate to the LGBT community? Affordable housing, green infrastructure, increased safety, and maintenance of small and local businesses are the cornerstones of the policy decisions I plan to implement to keep our progressive and unique city thriving and equitable. As a steering committee member on Measure U1 which brought in $4 million dollars for affordable housing and homeless services, I hope to build upon the progress we’ve made by prioritizing affordable housing for our low and moderate income residents, ending the unjust, inhumane, and ineffective raids on encampments, and finding lasting solutions to homelessness. My specific plans include prioritizing affordable housing by streamlining the permitting process for projects with at least 50% affordable units, using some Housing Trust Fund money to purchase existing rental housing to keep it affordable and develop ownership opportunities through limited equity coops, evaluating publicly owned sites for suitability for housing, developing the Berkeley Way parking lot and above senior centers and BART stations for low-scale affordable housing, and building more housing for students at locations close to the UC campus as called for in the Southside Plan. 8. Why do you feel you can win this race? I know the inspiring, vibrant, and unique character our city possesses and have been proud to serve on multiple city commissions enhancing infrastructure, parks, and the Downtown in the city I’ve called home for 40 years. I firmly believe that before you can lead, you must first fundamentally understand those who you ask to follow. I’ve spent my life and career listening to the concerns of my Berkeley family, learning about the issues important to them and the challenges that impact them and their families. My track record proves that I have the experience to lead Berkeley forward and make a difference in the lives of the people of this city. Over 150 local volunteers are working on my campaign and more than 300 donors have contributed, demonstrating amazing support from the grassroots in Berkeley. We have launched a robust campaign including canvassing, phone banking, mailers, social media, videos and house parties. I have received the endorsements of the Democratic and Green Parties, the Sierra Club, the Alameda County Labor Council, the California Nurses

Association, SEIU Local 1021, the Berkeley Firefighters Association, Berkeley Mayor Jesse Arreguin, Council members Sophie Hahn and Ben Bartlett, former San Francisco Mayor Art Agnos, Former Oakland Mayor Jean Quan, the entire Berkeley Rent Stabilization Board, CAL Dems, and many other organizations and community leaders.
