3 January 2014 Colorado Department of Public Safety, Thank you for allowing Central Coast Clinical and Forensic Psychology Services (CCCFP) the opportunity to conduct an external evaluation of the Sex Offender Management Board (SOMB), Standards and Guidelines. CCCFP is a psychology practice that provides program evaluation, consultation, training, treatment, assessment, and expert forensic services under the leadership of Dr. Deirdre D’Orazio. CCCFP relies on techniques that combine the latest research, best practice standards, and the highest ethical standards and project collaboratives comprised of the leaders in the field. The current project collaborative was comprised of Drs. D’Orazio, Thornton and Beech. Attached you will find the final report of our evaluation examining the SOMB and resultant suggestions to enhance its efficacy and cost-efficiency. Our evaluation team, Drs. Thornton, Beech and myself have worked with many jurisdictions and arenas serving sexual offenders. We laud the CO SOMB for its leadership and earnest commitment to providing high quality standards and guidelines regarding the treatment and management of sexual offenders. The SOMB board and staff, particularly Chris Lobanov-Rostovsky, who provided us assistance with this evaluation were exemplary and highly accessible. We also acknowledge the offender participants and their advocates; victims and their advocates, and the varied other stakeholders who participated in the Focus Group Surveys, who shared their experience of the Standards and Guidelines and often their personal process of healing and helping.
