Shri Narendra Singh Tomar inaugurates “Heat Hardening Pelletisation Unit” at SAIL, Ranchi Union Minister for Steel, Mines, Labour & Employment, Shri Narendra Singh Tomar inaugurated a “Heat Hardening Pelletisation Unit” at SAIL Research & Development Centre for Iron & Steel (RDCIS), Ranchi today. Union Minister of State for Steel, Mines, Labour & Employment Shri Vishnu Deo Sai and other dignitaries were present on the occasion. This unit shall facilitate in resolving the problems being faced by Indian steel industry for beneficiation of iron ore. SAIL can now develop relevant technology parameters for producing heat hardened pellets from geothite / hematite iron ores. Different units of biological waste water treatment plant for Coke Oven Effluent treatment were also inaugurated on the occasion. It will help SAIL and Indian steel industry to conform to the stringent norms of Environment. While addressing the SAIL collective, Shri Tomar said, “Steel industry is the core industry which reflects the technological status of the country and for a self-reliant India, PM’s vision of “Make in India – Made in India” needs to be internalised by the erudite researchers and technologists of SAIL and steel sector.” Earlier, Minister Shri Tomar interacted with mediapersons and answered their queries. Sharing details of amendments to Apprenticeship Act, he said number of apprentices required as a result of the amendments in next couple of years will increase from present 3 lakh to 23 lakh. Process for bringing amendments to Factory Act and other Labour laws has also been started to improve ease of doing business in India and to generate more employment, he added While elaborating the steps that have been taken for labour welfare, the Minister said, “For ensuring efficient functioning of ESI hospitals, state level committees are being constituted. A person earning Rs.15000/- or below per month can now avail ESI facility, which was earlier at a level of Rs. 6500/per month. Central Government has taken steps to provide minimum pension at Rs. 1000/- per month. State Government can take their own initiatives in building ESI hospitals and the Central Government shall provide financial aid for such hospitals. Union Government is also taking steps to ensure that the quality of medicines supplied in the ESI hospitals is the best." In response to further queries, Shri Tomar informed, "Recently the Government has recommended an increase in welfare cess for the benefit of bidi workers from Rs. 5 per thousand bidis manufactured to Rs. 8 per thousand." *****

Shri Piyush Goyal to Launch Three Energy – Efficient Initiatives Shri Piyush Goyal Minister of State (I/C) for Power, Coal, and New & Renewable Energy, will launch three energy efficient initiatives at 11 am, on Tuesday, 2nd September 2014, at DRDO Bhawan here. The initiatives developed by Bureau of Energy Efficiency under Ministry of Power include Design Guidelines for Energy Efficient Multi-Story Residential Building Star Rating for Hospital Buildings and for Diesel Generators. Shri Dharmendra Pradhan, Minister of State (I/C) for Petroleum and Natural Gas will deliver the keynote address at the function. Energy-Efficient Design Guidelines for Multi-Storey Residential Buildings Design Guidelines for ‘Energy-Efficient Multi-Storey Residential Buildings’ is developed with the objective to provide a comprehensive information on how to design energy-efficient multi-storey residential buildings. The guidelines take into account different climatic conditions prevailing in the country. Current guidelines are applicable to Composite and Hot-Dry Climates of India. The guidelines can be used by the agencies or persons involved in the regulation, design, and construction of multi-storey residential buildings in urban areas such as private and government sector developers and builders, architects and other design professionals, and urban local bodies. It is estimated that by adopting these guidelines, electricity savings of around 50 are possible. Star Rating Scheme for Hospital Buildings and Diesel Generators The voluntary scheme for star rating of commercial buildings was developed with an aim to create a market pull for energy efficient buildings. Currently the scheme is applicable to three categories of buildings i. e. Day use Office buildings, Shopping Malls and BPOs. The rating plan is prepared by developing bandwidths for the Energy Performance Index (EPI) of buildings in that sector. Star rating scheme for hospital buildings has been developed in order to promote energy efficiency in hospital buildings. This scheme rates the actual performance of the hospital building based on a statistical model using regression and distribution analysis. The model is calibrated from sample data across various climatic zones and focuses on the key drivers of energy consumption including location, physical and operational characteristics. Considering that hospital buildings have complex and sophisticated engineering systems, their operations are energy intensive as they are used 24 x 7 throughout the year. Therefore in order to promote energy efficiency in hospital buildings, Star rating scheme for hospital buildings has been developed. This scheme rates the actual performance of the hospital building based on a statistical model using regression and distribution analysis. The model is calibrated from sample data across various climatic zones and focuses on the key drivers of energy consumption including location, physical and operational characteristics. Bureau of Energy Efficiency has developed the schedules for the star labeling of Diesel Generator (DG ) set on voluntary basis in association with Petroleum Conservation Research Association ( PCRA). It has been estimated that DG set could achieve an efficiency 36.48% from the existing average efficiency of 33.16%, which may save Rs. 79 crore in the first year of implementation with total saving fuel Consumption 12.88 Thousand Metric Tons (TMT) per year under the proposed
voluntary Standard &Labeling ( S&L) programme. Diesel Generator Sets with engine capacity up to 19 kW ratings are covered under phase 1 of Program . The Diesel Generator set must comply with latest statutory requirements of the government.
