15 September 12, 2016 The Harnett County Board of Education met in open session in the Board Room in the Lillington Education Center at 6:00 p.m. Present were: Bill Morris, Chairman; Howard Penny, Jr., Vice-Chairman; Vivian Bennett, Ray Bryant, and Roger Farina, Board Members. Others present: Stan Williams, Superintendent; Monica Thompson, Assistant Superintendent; Charles Bullock, Board Attorney; and Terry Byrd, recording secretary. On a motion by Mr. Bryant, seconded by ViceChairman Penny, the Board unanimously approved a motion to convene into closed session pursuant to N.C. General Statute 143-318.11(a)(1) to discuss personnel and to consult with attorney to preserve attorney-client privilege. Board members moved to the Board Conference Room. At the conclusion of the Closed Session, the Board reconvened in open session in the Board Room of the Lillington Education Center at 6:30 p.m. Present were: Bill Morris, Chairman; Howard Penny, Vice-Chairman; Vivian Bennett, Ray Bryant, and Roger Farina, Board Members. PLEDGE OF ALLEGIANCE Superintendent Williams introduced Jeane Pope, Principal of Gentry Primary School. Mrs. Pope introduced Aubrey Sutton and Will Murphy, who led in the Pledge of Allegiance. Mrs. Ferguson along with Mrs. Pope introduced Will Murphy, who read a selection of his writing. Board members thanked the students, presented them with certificates, and recognized the students’ family members. APPROVAL OF MEETING AGENDA Chairman Morris asked for amendments to the Agenda. He made a motion that item VII. Individuals/Delegations to Appear be placed after X. Action Items and to add items F. Local Supplements, G. Classified Staff, and H. K-5 Director under X. Action Items. Vice-Chairman Penny seconded the motion and the Board voted unanimously to make these changes to the Agenda. On a motion by Chairman Morris, seconded by Mr. Farina, the Board voted unanimously to approve the amended Agenda. REPORTS A.

Superintendent’s Update Superintendent Williams provided the following updates: 

Start-up cost for one SRO is $104,477.53. Cost to add an SRO to each of the fifteen schools that currently do not have a SRO would be $1,566,712.95. Also,

with the addition of the fifteen SROs, another Sergeant would have to be hired. Cost of the twelve SROs currently working is $709,000.00. Total number of grade level chairs, department chairs, team leaders, school improvement chairs, RTI chairs, lead mentors, and mentors is 700. Membership total for the tenth day - 20,482.

Student Support Services Update Mrs. Jones presented and discussed the STAR Academy report. She stated that forty students began the school year at STAR with 34 high school students and 6 middle school students. C.

Data, Research, and Grants Update Dr. Holmes provided and discussed a report outlining information from the 2015-2016 school year on the district’s growth, school performance grades, graduation rate, ACT and ACT WorkKeys, and proficiency. This information has been made available to the public on the district’s website. D.

The C& I Team has visited schools during the first ten days of school. It has been a very smooth opening. The focus this year is to continue working to ensure instructional resources and supports are in place. Some state assessments have begun with only state mandated tests being administered. Tests being administered are the mClass Assessment for grades K – 3 and the Beginning of Grade (BOG) reading test in grade 3.

Teacher of the Year Banquet is September 13, 2016 at 6:30 p.m. It is being held at Lillington-Shawtown Elementary School. Teacher assistants will be receiving information about a Campbell University Cohort for them to participate in to get their teaching degree. The second Principal Cohort with Campbell University has begun. Currently there are less than seven openings in the district. Due to an increase in membership in some schools additional teachers will be hired.

Auxiliary Services Update Mr. Matthews provided the following updates: 



Summer Work Completed: 1. Replaced four chillers (2 at HCMS and 2 at WHMS) 2. Main Office Security with exterior doors cut at DMS, CEMS, and OMS. 3. Continued work to reduce leased mobile classrooms. Over the last two years, the number of leased mobile classroom units has been decreased by 73%.  3 multi-classroom units remains in the district (1 at BES, 1 at HES, and 1 at OES)  9 single classroom units (8 at HCMS and 1 at NHPS) Transportation Department: 1. 3 new school buses ordered to keep the district in compliance with DPI Guidelines. 2. A program is being implemented which will include a tablet on each bus. This will help track student ridership by using their student ID number. Along with this

program is an App parents can put on their phone to check whether their child has gotten on the bus and an alert can be put on their phone letting them know the bus is nearby. This program will be tested in two schools in the district prior to it being implemented throughout the fleet. The on-line free lunch application has worked very well.

Vice-Chairman Penny reported he had been contacted about a substantial leak in the roof at Harnett Central Middle School. Mr. Matthews stated this is a design flaw and it continues to be an issue during very hard rains. The fix would be monumental; therefore, repairs are made as needed. Chairman Morris inquired about the bleachers in the Triton High School gym. Mr. Matthews stated all the work is slated to be completed by the end of September. DISCUSSION ITEMS NCSBA 47th Annual Conference – November 16 – 18, 2016 – Greensboro Mr. Williams informed board members to let Mrs. Byrd know if they would like to attend the Conference. Voting delegates will be appointed at the next work session. A.

No school days will be missed. Western Harnett High Rebecca Finchum requested permission to take 30 students to the North Carolina Regional Play Festival in Washington, D.C. Date of the trip is November 4 thru 5, 2016 (Friday and Saturday). One school day will be missed. Rebecca Finchum requested permission to take 30 students to the North Carolina State Play Festival in Greensboro. Date of the trip is November 17 thru 18, 2016 (Thursday and Friday). Two school days will be missed. Lauren Banker requested permission to take 33 students to the ACC Championship Game for a cheer performance at the Panthers Stadium in Charlotte. Date of the trip is December 3 thru 4, 2016 (Saturday and Sunday). No School days will be missed. On a motion by Vice-Chairman Penny, seconded by Mrs. Bennett, the Board voted unanimously to approve the Consent Agenda. B.

To Make A Child Smile Foundation Partnership Mrs. Jones introduced representatives from the Foundation who provided an update on their 2015-2016 accomplishments. Mrs. Jones recommended the Board approve continuation of this partnership. On a motion by Chairman Morris, seconded by Vice-Chairman Penny, the Board unanimously approved continuation of the partnership. Application – Public School Building Capital Fund – N. C. Education Lottery Mrs. Magill presented the Application for the North Carolina Lottery. The County has requested that the school district do a joint application for $1.9 million to be used for debt service on completed projects (Coats Elementary gym, Overhills Elementary, Overhills High, and Lillington-Shawtown Elementary). On a motion by Chairman Morris, seconded by Mrs. Bennett, the Board voted unanimously to approve. C.

Mrs. Bennett commended Mrs. Magill and her Finance staff on winning three out of three awards for excellent financial reporting.

Drivers Education Proficiency Exam Mr. Matthews brought a request from Jami Thomas, Drivers Education Coordinator and the Drivers Education instructors to discontinue giving the proficiency exam on the first day of Drivers Education class. Students who pass the test are exempt from the classroom portion and are only required to perform the six hours driving requirement. Reasoning for discontinuing the proficiency exam is instructors have noticed a distinct difference in students who complete the classroom portion before they drive and those who do not. A parent may request a waiver requesting that their child be allowed to take the proficiency exam due to extenuating circumstances. However, the student must pass the exam to be exempt from taking the classroom portion. Several school districts in the state have eliminated this exam in the last few years. On a motion by Chairman Morris, seconded by Mr. Farina, the Board voted unanimously to approve discontinuation of the Drivers Education proficiency exam. E.

Cooperative Innovative High School Application Dr. Holmes presented this completed application for Board consideration. She stated the application had been prepared jointly with Central Carolina Community College. Based on the response to economic needs in our district the vision is to offer four specific program areas including business, culinary, early education, and information technology. The plan is for this school to be on the Central Carolina Community College in Dunn which is the renovated Harnett Training School. On a motion by Vice-Chairman Penny, seconded by Mr. Farina, the Board voted unanimously to submit the Cooperative Innovative High School Application. F.

Local Supplement Chairman Morris stated that when the County voted to give the school district additional funds for an increase in supplements, they stipulated that a $1,000 supplement be given to all currently employed classroom teachers, defined as those who spend at least 50 percent of their time in the classroom in front of students, who were employed by Harnett County Schools as of September 1, 2015 to be paid out in September 2016. A discussion about the non-classroom teaching employees (approximately 300 county-wide) who currently receive a supplement but do not qualify for the County provided $1,000 increase in supplement was held. Chairman Morris made a motion that the Superintendent and his staff determine the amount of money needed to provide the $1,000 supplement increase to the certified non-classroom teaching employees who are currently receiving supplements. Vice-Chairman Penny seconded and the Board voted unanimously to approve. G.

Classified Staff Vice-Chairman Penny made a motion that Superintendent Williams provide a report of the monies required for a bonus for classified staff at the October board meeting. Chairman Morris seconded the motion and the board voted unanimously to approve. H.

K-5 Director Superintendent Williams presented, with recommendation for approval, Mrs. Lesley Tyson as K-5 Director. On a motion by Vice-Chairman Penny, seconded by Mrs. Bennett, the Board voted unanimously to approve.
