SaddleBrooke External Affairs & Information Commission January Meeting

Present: Chris Crum, Karen Carlberg, Char Crossman, Barbara Hynes, Betsy Levenson, Jim Galligan, Walter Yazzie & Mark Schwartz. Guest: Hon. Nancy Discher (Justice of the Peace) I.

Approval of minutes from December 14, 2016 meeting A. Chris Crum moved approval of the minutes; Karen Carlberg seconded - motion approved.

II.

Update on HOA-1 SEIC members A. We welcomed new members - Jim Galligan (HOA-1 standing member) & Char Crossman (HOA-1 liaison)

III. Review of meeting schedule for 2017 A. We added meeting minute-takers for months beyond March (all remaining 2017 meetings to be held in the Cactus Room) 1. April - Jim Galligan 2. May - Barbara Hynes 3. November - Betsy Levenson B. Several months still need minute-takers IV. Review of SEIC Work Plan Matrix & work assignments for new members and/or changes A. Jim Galligan - to join Karen Carlberg in Residential and Commercial Development sub-committee - focus on new residential properties near the BioSphere replacing Kay Galligan B. Mark Schwartz - to Judicial Redistricting under Doug Sweetland (Pinal County Gov’t sub-committee); also check County Supervisor Meeting Minutes (see their website) V. Review of new member package A. Karen quizzed Mark about the usefulness of the SEIC new member package - Mark reported that it was complete enough and helpful B. Betsy suggested that we add to the mission statement (on the new member package) as stated in the commission charter 1. SEIC reports to the HOA boards, and is not an action, or advocacy group 2. SEIC also shares information with SaddleBrooke residents through the HOA publications C. Chris and Karen will check the mission statement in the website and update the new member package accordingly VI. Local Development Update A. Karen Carlberg presented a list of new commercial businesses/schools, etc. B. Report/list accepted without comment VII. Other business A. Betsy Levenson reported that a recent “Two’s News” and “For the Record” have a detailed section on Pinal County development that is a copy of a SEIC report – with no attribution in Two’s News 1. Karen Carlberg will contact Ann Peaker about this

B. Karen Carlberg reported that resurfacing of AZ State Route 287 (Park Link Road) has been suspended until the weather turns warmer. (will be done in warmer weather) C. Regional Passenger Train Service - route finalized along I-10 (as announced in today’s newspaper (news paper) D. The I-10/Ina intersection will be closed soon (for two years) during construction of the Ina Road overpass., (as they get Ina traffic elevated over the train tracks) E. The road (new road) to the first phase of the Sundance Ridge Subdivision (initial subdivision for Sundance Ridge) has been poured VIII. Hon. Nancy Discher, District 5 Justice of the Peace (Oracle, SaddleBrooke, & SB Ranch) A. County wants to “redistrict” the lowest courts; eliminate 2 of 8 courts and save money B. Two plans circulating at this time; expect others to be issued soon C. One proposed plan would close her court in Oracle and send Eagle Crest/SaddleBrooke residents to a court in Eloy for most legal issues - 2 hour round trip D. County supervisors want to reach a decision by October 2017 for implementation by mid- or fall 2018 E. SaddleBrooke residents may obtain more information by contacting Anthony Smith, Pinal County District 5 Supervisor F. The commission agreed to do a news flash to SB residents; will pass minutes to HOA-1 and HOA-2 boards through liaisons. G. News Flash draft - for release to SaddleBrooke residents: Pinal County supervisors are drafting plans to consolidate Justice of the Peace Courts for budget savings. Depending on which plan they choose, the supervisors may close the District 5 court in Oracle requiring SaddleBrooke residents to drive to Eloy for court appearances.). A decision is expected by October 2017 and implementation by mid-to-late 2018. SaddleBrooke residents may contact Mr. Anthony Smith, Pinal County District 5 Supervisor for more information. IX.
