A Vital Year 2016 was a vital year in this work together. We are fortunate to be a part of this critical moment in history, to participate in the unique responsibilities to help protect what we love most. We at the Science & Environmental Health Network have devoted our legal and scientific expertise to places that are critically important for the Earth, working to prevent harm to public health and the environment.

Our Mission: In service to communities, the Earth and future generations, the Science & Environmental Health Network forges science, ethics, and law into tools for action.

Our Vision: Fulfilling our responsibility to govern our communities and ourselves wisely, to create and sustain a just and healthy world now and for future generations.

We accomplish our mission by: • Translating law and science for the public and decision makers • Providing the legal and scientific tools needed to protect and restore justice and ecological wholeness. • Serving environmental, public health and environmental justice coalitions and grassroots campaigns with legal and scientific expertise. • Lifting up women voices and leadership to address the challenges of our time*.

*The Women’s Congress for Future Generations is an ongoing project of the Science & Environmental Health Network (SEHN) since 2012. Its mission is to raise up women’s voices to catalyze actions that shift laws, policies, and norms that support a world in which future generations can thrive.

Executive Letter The secret about the vast, flyover rural lands of the Midwest and West is that they are ground zero for the biggest environmental issues of our day and yet they hold the most potential for solutions. Rural areas are the ‘sacrifice zones’ and test sites for risky technologies, across industries -- the most targeted for pipelines, fracking and drilling rigs and other infrastructure that destroy the Bread Basket’s soils and water, hurt food quality, and increase climate change. Conversely, healthy soils and clean water in these rural areas mean public health, stable climate and thriving communities everywhere. They are often neglected or considered ‘sacrifice zones’ because there just aren’t that many people living in North Dakota, Iowa or Utah. But, as goes Iowa so goes New York and L.A. These rural areas are precisely where SEHN has devoted its legal and scientific expertise over this past year. Big environmental wins here are wins for urban areas. We’ve worked tirelessly to stop the Dakota Access pipeline, block fossil fuel development on public and trust lands in Utah and nationally, and simultaneously to promote a food and agriculture system based on healthy soils that help reduce the threat of climate change. Our Women’s Congress for Future Generations work fills a unique niche in the environmental movement through the intersection of health, law, science and ethics. Imagine a world where our federal and state government actually saw itself as the trustee of these things and treated each person and community with dignity, honoring their right to consent. We envision a future where people value the interconnectedness of all things: a future that shifts attitudes and behaviors from those centered in individualism and consumption to behaviors that care for the Earth, tend relationships and the intricate connections of all living things. You were critical to the successes and the progress we made in 2016. We know there is more work to be done, and we hope we can continue to support each other in 2017 and beyond as we together work to protect what we love. Together, we can continue to intervene at powerful leverage points, creating new rules of the game and bringing about the change so desperately needed to ensure a healthy earth for future generations. Thank you! Sincerely,

Our Work Impact Highlights For over 20 years, SEHN has reframed the central question of environmental policy, from “How much risk is allowable?” to “How can we prevent more harm, repair damage done, and build a safer, healthier future?” We do this by: • showing the outcome of bad decision-making, • designing and promoting new legal and policy solutions that decision-makers in communities, government, health care, agriculture and other key sectors can use to protect communities, • assisting communities, policy-makers, the media and academia with the tools they need to make better decisions or to stop harmful projects, and • telling stories that illustrate new ways of making decisions.

In this annual report we want to share with you some of SEHN’s 2016 highlights of how our paradigm-shifting frames are playing out in concrete ways now. 2016 was a pivotal moment in this work together: With your support this past year we…

…Intervened in the Dakota Access pipeline permit hearing on behalf of future generations. SEHN was at every twist and turn of the effort to stop Dakota Access’ pipeline. This year, we: Served as sponsor for the Iowa Bakken Pipeline Resistance Coalition; Convened the regional working group, providing legal assistance and strategy to activists in all four states and Standing Rock in our shared fight against Dakota Access; Served as a lawyer at Standing Rock; Intervened on behalf of Future Generations in the Iowa permit proceedings; Created the first-in-the-nation Pipeline Construction Watchdogs with a Handbook and a very active Facebook page; Interpreted the law for grassroots activists; As the lawyer on-call, was the go-to person for the media on the legal status of the pipeline; Prepared fact sheets on economics and the law; and Conducted new legal analysis redefining eminent domain.

“Many of my go-to people in this time (Standing Rock, climate issues, the election, making sense of election afterwards, and a number of other issues) I can trace to people I met at and through the Women's Congress in Moab…Most grateful to myself for saying yes to going to Moab, and most honored to be connected with those who are active and aware in these times!” - Carol, 2012 core leadership team member for Declaration of the Rights of Future Generations, Corvallis, OR

…Helped organize and strategize resistance to fossil fuel development on public and state trust lands in Utah. SEHN worked with grassroots organizers in Utah, the Rocky Mountain Region, and nationally on leveraging points of intervention to resist extreme energy development. This year, we: Collaborated extensively with the national campaign, Keep it in the Ground (“KING”), working within the campaign’s existing framework and with other members to put an end to new federal leasing of fossil fuels and to keep remaining fossil fuels in the ground; Developed new policy positions for the campaign, applying SEHN’s innovative legal principles and scientific evidence, including a legal approach within the National Environmental Policy Act – a Mandated Requirement to Choose the Best Alternative; Convened policy calls with KING coalition members by invitation to begin a process of obtaining consensus on policy advances; Invited into grassroots organizing and community group strategy sessions to bring climate-and-society expertise to campaigning; Helped lead local organizing campaigns to block the expansion of dirty energy extraction in Utah; Help shape effective local advocacy around defending health, and that of the air, water, and land; and Participated in local efforts to foster more dialogue about the impacts from energy extraction.

You have been instrumental in increasing the effectiveness of actions here in Utah this year. Your influence has been phenomenal! - Joan, Activist, Salt Lake City, UT

…Applied the foundation of work developed over the year on an Ecological Model of Health – a framework that accommodates the dynamic, multi-level complexity of health. SEHN worked extensively with many community groups and non-governmental organizations in the US and internationally, addressing many aspects of human health and the environment. This year, we: Provided scientific expertise to community groups and individuals who were tackling problems of pesticides, contaminated drinking water, air pollution and a number of other site-specific hazards; An ecologic framework recognizes Widely disseminated new information linking human the dynamic relationships among and environmental health; cells, tissues, organs, people, Participated in a large, collaborative effort to reform the families, communities, regulation of hazardous industrial chemicals in the US; ecosystems, society and the planet Were invited into communities across Alaska to —across the life course. highlight opportunities for breast cancer prevention; Worked with a coalition of groups in the upper Midwest to determine how to use innovative scientific tools like biomonitoring to combat toxic agricultural pesticide use; Provided scientific expertise to The Pine River Superfund Citizen Task Force to help think through how to respond to the intergenerational nature of their ongoing exposures and effects; Conducted analysis of the food-climate connection as a strategic point for climate change mitigation and adaptation; Helped to develop content for market campaigns intended to encourage environmentally-preferable purchasing practices; and Participated in an unprecedented alliance of leading scientists, health professionals, and children’s health advocates to publish a consensus statement concluding that scientific evidence supports a causal link between exposures to toxic chemicals in food, air and everyday products and children’s risks for neurodevelopmental disorders and advocating for urgent reduction in those exposures.

“I still think your “In Harm’s Way” was a seminal work and I continue to quote it….Thanks for your leadership in this field – we are just beginning to catch up with you…Keep up our good work!” - Leslie, Physician, Atlanta GA

…Protecting Future Generations. The work of the feminine is to trust in the emergent properties of life. One of the core new aspects of our work going forward will be to develop a network of people, those who feel called to become Guardians of all that we love and share as the people of Mother Earth. In service to our mission and vision, this year we: Built greater support among women for environmental protection, especially water in the Midwest; Met with women leaders and beloved teachers including environmental activist, author, scholar of deep ecology Joanna Macy, eco-feminist author Susan Griffin, and Shannon Biggs, co-founder of Movement Rights, to explore with them, “what is the role of the feminine today and into the future, especially the possible next steps for the Women’s Congress for Future Generations at this moment in the movement?”; Completed a pilot Study Group of the Companion for Political Change which included indepth evaluation of how we might take these key ideas to scale: “While working on a letter to land The study group met with elected officials, owners…I noticed a reference to Canadian introducing the Guardianship ideas along law that requires early and informed consent with other key concepts in the Companion; to all parties who will be affected by pipeline Many members attended their local Caucus abandonment. Because I’m studying the during the 2016 Presidential election and Companion for Political Change, that phrase introduced resolutions to appoint a leapt out at me! I was then able to use the Guardian for Future Generations at the State knowledge that I gained…” - Barbara, level; participant in Companion Study group, Hosted a series of Salons in June where women Twin Cities, MN and men explored how we might implement a Guardian for Future Generations approach that supports and holds government accountable to protecting our common wealth and common health; Developed plans for launching a Network of Guardians in early 2017. This is a primary responsibility of our time and we envision an active network in Minnesota in 2017 and expanding to other regions of the country after the 2017 Women’s Congress; Hosted an inspiring Gratitude Dinner, a Feast of the Clean Waters, and gratitude for Mother Earth and her abundant gifts. We gathered in late October to celebrate and honor the many relationships we have with each other, the water and the Earth; Began planning the third Women's Congress to be held November 2-5, 2017 in Minneapolis.

“Thank you, thank you for your work…The Women’s Congress inspired me to do more; join the action. Since the 2014 Congress I’ve joined Citizen Climate Lobby serving as Grand Marais Group leader. I can’t say it’s been easy, but each little push makes a squeak of a difference sometimes with surprising results. Thank you for reaching out to so many of us, for your example, for your leadership. Onward.” -

Impact Summary These highlights are just some of our work in 2016. The ideas we have helped to promote and put into practical use—an Ecological Model of Health and Rights for Future Generations— are now being explained coherently in the media, used by community and activist groups, and moving into public policy. Universities are teaching these ideas and the national research agenda is shifting to incorporate this thinking. Colleagues—from grassroots Indigenous groups to associations of funders— respond enthusiastically and want to get involved and do more. Almost all of our work is done in coalitions where we bring our unique expertise in science and law. We carry out this work through partnerships with regional and national allies across sectors leveraging and strengthening the effectiveness of the work. We work with public and environmental health advocates, Tribes, government officials and academics that result in new game-changing policies. We bring our expertise in law and science to campaigns that work in all areas from market-based campaigns to policy-change campaigns that result in concrete, environmentally sound actions. We are the doctors- and lawyers-on-call for the environmental movement.

“At this time, unlike any other in our story, you bring hope. You bring courage. You bring creativity, consciousness, respect, truth. You bring love.... of earth
and of all beautiful precious life…” - Sue, Redlands, CA
