SD-STARS to offer variety of trainings The SD-STARS team is providing a variety of training opportunities this spring for South Dakota schools and districts. Joining forces with Infinite Campus user groups This spring, user group trainings will be offered to Infinite Campus users during the week of April 4-7. The SD-STARS team is pleased to offer a session during these trainings, both to emphasize and explain the connection between Infinite Campus and SDSTARS and to inform participants of new features in the system. This will include introducing new reports and enhancements to existing reports, as well as providing an overview of upcoming changes to SD-STARS. One-on-one support for districts The SD-STARS team regularly receives requests for help at the district or school level. We have found that working one-on-one with districts is often more effective than teaching several districts’ staff in a classroom setting, since different users may have a variety of experience levels with SDSTARS.

To more effectively assist districts in solving problems and gaining skills, we plan to work with districts one-on-one through email, virtual trainings and (when necessary) in-person support. Each district’s STARS Account Manager (SAM) and Data STARS will receive an email from the SD-STARS team with an invitation to engage with the team for further assistance. This assistance could include: • STARS Account Managers: Every district has a SAM. SAMs are designated individuals who manage accounts and security in SD-STARS. The SD-STARS team can work with each SAM to check their district user lists to ensure accuracy. We can also help SAMs create or update their district’s SD-STARS security plan. • Data STARS: Every district has one or more Data STARS. Data STARS are designated individuals in each district who are capable of training other district staff in SD-STARS, answer questions and keep up-to-date with any changes. The SD-STARS team will work one-on-one with Data STARS who want to begin or update their district’s Data STARS Planning Document. We will work together to determine how many users in the district are logging in and how often. We will also discuss which reports and resources are being accessed most often so that educators can see how much SD-STARS has to offer. In addition, we will provide SAM and Data STARS webinars. The SD-STARS

team will continue to offer assistance in this manner until we have offered one-on-one support to all districts in South Dakota. Online SAM and Data STARS training available for all districts Later this year, SAMs will be able to take advantage of a new online training series, which will incorporate existing and new resources, including videos, webinars and further resources regarding each district’s security plan, SAM responsibilities and more. Similarly, Data STARS will have an online training series available for beginners, intermediate and more experienced users. Since Data STARS are tasked with helping others in their district understand SD-STARS, their training resources will continue to have a train-the-trainer feel. As online trainings become available, GoSignMeUp calendar events will be added, and notifications will be communicated through listserv messages and future editions of the STARS Connections newsletter. New resources and changes to existing resources Users can always check the SDSTARS Training Center for updated information on Data Interpretation Guides (DIGs), videos and other resources. South Dakota STARS Connections is a bi-monthly publication for South Dakota administrators and teachers, produced by the South Dakota Department of Education. This publication is intended to communicate news and events regarding the South Dakota Student Teacher Accountability and Reporting System (SD-STARS), our Statewide Longitudinal Data System.

These trainers are located throughout the state, ready and willing to answer your questions. They are available to conduct SD-STARS trainings for your school or district to help educators get the most out of SD-STARS. Trainers have been trained by South Dakota Department of Education staff on the SD-STARS system and are kept up-to-date on system developments and new reports. Districts can contact the trainer directly to request training, at a cost to the district.

Data Events Resource to assist educators in using SD-STARS SD-STARS provides a wide variety of reports for educators to use throughout the school year, but it can be challenging to know where to start. The SD-STARS team is working with districts and the South Dakota Department of Education to create a Data Events Resource. This new resource will bring together a set of reports useful for particular events or responsibilities and shine a light on the reports for the right audience. SD-STARS users will be able to use this resource to help them decide which reports to view or print in advance of a school or district event that requires data use. One example of a data event would be a parent-teacher conference. SD-STARS has several reports that could help teachers with this particular event. After viewing the Data Events Resource, teachers would see that one helpful report is the Student Profile report. This report brings together an array of data and information on one individual student, such as assessments, attendance and special education data. This report can help start a dialog between the teacher and parents. A teacher can print out all the Student Profile reports for each of his/her students before a parent-teacher conference. If that would be too cumbersome, a teacher could simply bring up the report on a computer or tablet as parents come in, or have a printer nearby for when he/she sees which parents are in attendance. Other reports could also be useful during a parent-teacher conference and will be listed on the Data Events Resource. Other examples of data events include special education reporting, student interventions, informing instruction, data retreats and Student Learning Objectives (SLOs). Updated SD-STARS district MOA due Jan. 31 A Memorandum of Agreement regarding the SD-STARS system was mailed and emailed to superintendents in December. The MOA sets forth the terms and conditions for districts to access SD-STARS, as well as for the state’s access to certain district data in Infinite Campus. The MOA renews the agreement signed in the 2012-13 school year. Districts need to print, sign and return the new MOA by Jan. 31. Return instructions are noted in the cover letter. ASK THE EXPERTS I tried to log in to SD-STARS and the system rejected my password. What can I do? On Nov. 28, the SD-STARS login process changed for most users. Users with an @ k12.sd.us email address no longer have passwords that are SD-STARS specific. Instead, new passwords are the same as the password used to log in to email and other K12 Data Center resources. If users forget passwords, they will need to contact their district’s technology coordinator or the K12 Data Center ([email protected]). The SD-STARS team and their district’s STARS Account Managers may not be able to assist with forgotten passwords. For those users without an @ k12.sd.us email address, the login process remains the same. How do I use the Content Library? The Content Library contains all resources, calendar events and users located within SD-STARS. To search for anything in SD-STARS, simply type it in the search bar. Additionally, you can always search the Content Library from most pages by using the search bar at the top righthand side of the page. Although the default search looks for every category of content, you can also search for a particular category of content, such as calendar events, discussions, learning objects, news items or people. For more information about the Content Library and other resources available in the system, go to the Training Center and select “STARS Manual.” How can I grant permission to teachers in the district who need to see student data? SD-STARS uses information from Infinite Campus – District Edition (IC-DE) to assign and maintain security permissions. In IC-DE, an integral element is the job title found in the district assignment. SD-STARS uses this job title to determine what features a user sees and what data a user can access. The STARS Security – Org Role Updater report displays the mappings between job titles in Infinite Campus and permission roles in SD-STARS. Through the Org Role Updater, each district can map their job titles in order to personalize security in SD-STARS. This report is available only to STARS Account Managers (SAMs). If the Org Role Updater needs to be changed, SAMs can email a request to [email protected].

Winter local assessment data available The winter load for school year 2016-17 for DIBELS and AIMSweb is now available in SD-STARS. The data were pulled from DIBELS (which includes DIBELS.net, University of Oregon and VPORT) and AIMSweb (which does not include AIMSweb Plus) on Jan. 20 and made available to districts on Jan. 27. Only districts who have signed a release form will see their data. If your district uses one of these assessments and would like the information to be loaded into SD-STARS, please contact [email protected].

Spotlight on ESSA data changes In November, the U.S. Department of Education announced final regulations to implement the accountability, data reporting and state plan provisions of the Every Student Succeeds Act. Since then, the South Dakota Department of Education has been working to prepare the state for these changes. In this and future newsletters, we will highlight some of ESSA’s specific changes related to data. Students in foster care ESSA added a new subgroup to the calculation of student achievement, academic growth, 4-year cohort graduation and other SPI indicators: students in foster care. Currently, there is a flag in Infinite Campus that districts can check, but some schools may not know if a student has been or is currently in foster care. Judy Merriman, data management administrator, says, “DOE came to an agreement with the Department of Social Services to provide the data needed to populate this field. This will ensure the data are accurate.” The department is working with Infinite Campus to make the necessary changes and populate this field with DSS data, so that districts will not need to populate the Infinite Campus field.

Students with active military parents ESSA also created a new subgroup for students who have an active military parent. This subgroup will be reported for the SPI indicators. Merriman says, “This includes students with parents who are full-time duty in active military service. Important to note is that this also includes students with parents who are in the National Guard and activated.” Including activated National Guard parents is a change that stemmed from the final rules, published by the U.S. Department of Education in November. Districts will need to identify these students and mark them in Infinite Campus, but it may be difficult to identify these students. “One way districts can gather this information is to add a question to the student registration form so that parents can indicate if their student has an active military parent,” Merriman says. However, activation status may change over the year. Merriman specifies that districts should identify the student in Infinite Campus when the flag applies to that student. Once identified, even if the parent is deactivated, the student should still be flagged the remainder of the year.
