School Board Niles Township District 219, Cook County, Illinois MINUTES Regular Board Meeting Monday, June 16, 2008 The meeting was held in the Board Room of the District Office located at 7700 Gross Point Road, Skokie, Illinois. I. Call to Order and Roll Call Board President Robert Silverman called the meeting to order at 6:35 p.m. Board members present at Roll Call: Sheri Doniger, Carlton Evans, Jeffrey Greenspan, Ruth Klint, Robert Silverman, Eileen Valfer. II. Executive Session It was moved by EVANS and seconded by DONIGER to recess into closed ses‐ sion to discuss matters relating to negotiations, litigation and the employment, appointment, compensation, performance or dismissal of specific employees. A roll call vote was taken. Voting Aye: Doniger, Evans, Greenspan, Klint, Silverman, Valfer. The motion carried. The Board recessed into closed session at 6:35 p.m. Board member Lynda Smith arrived at 6:55 p.m. At 8:58 p.m. it was moved by EVANS and seconded by GREENSPAN to return to open session. A roll call vote was taken. Voting Aye: Doniger, Evans, Greenspan, Klint, Silverman, Smith, Valfer. The motion carried. III. Recall to Order of Open Session Mr. Silverman recalled the meeting to order at 9:10 p.m. The Pledge was recited. IV. Changes/Additions to the Agenda Added to the consent agenda was a personnel handout. Removed from the consent agenda was a personnel item which was moved to the Business section. V. IX. Superintendent’s Report Neil Codell reported that summer school started today with over 1,600 students registered for academic classes. Over 250 elementary students registered for the Sizzling Summer Science classes. −
Principals’ Report Kaine Osburn said they had a great end of the school year, the graduation ceremony was the best ever, and they have started summer projects. Bob Freeman spoke of prom being very successful, the staff appreciation luncheon and that they are now working on special programs for the fall.
X. Board Members’ Comments Ruth Klint commented on the professional atmosphere at this year’s graduations. Bob Silverman echoed her comments. Mr. Silverman commented on the confusion regarding summer school driver education material given to students and parents. He asked that every administrator make sure that information that is given to parents is accurate. XI. Board Committee Reports Mr. Greenspan said there are a number of summer projects going on this summer and should schedule a meeting soon to review these projects.

XII. Business NTFT and NTSS Contract Extensions It was moved by SILVERMAN and seconded by SMITH to approve the NTFT and NTSS contract extensions for the period of 2009‐2012. Mr. Silverman said he is thrilled an agreement has been reached and feel it is beneficial for staff, students and the community. A roll call vote was taken. Voting Aye: Doniger, Evans, Greenspan, Klint, Silverman, Valfer. The motion carried.
Personnel It was moved by DONIGER and seconded by KLINT to take disciplinary action on Employee Case #2008‐24 and suspend employee for five days without pay (September 8‐12, 2008) and terminate from assignment as head coach. Mr. Greenspan said he is looking at the mission statement of the Board and believes the recommendation by the administration is not in the best interest of students. He thinks the Board should reconsider and alter this motion as it will have a negative effect on students and staff members. A roll call vote was taken. Voting Aye: Doniger, Evans, Klint, Silverman, Smith. Voting Nay: Greenspan, Valfer. The motion carried.
Preliminary Budget The Board asked for a comparison from the 2006‐07 to the 2007‐08 budget. Sue Husselbee will provide this information to the Board. The Board will review the Preliminary Budget at the Finance Meeting on June 30.
Paperless Board Meetings Mr. Silverman said the Board is considering doing what other villages and school districts have done. The Board discussed this topic and it was noted that should any Board member prefer a hard copy, it will be provided for them. Ballard said his research shows that 97% of students have a computer and 95% have broadband, so families will be able to access the books online. It was noted that in the development of this system Mr. Ballard wanted to maintain the natural flow of the meeting. There was discussion of the links that will be available to Board members. There will be a demonstration of this at the July meeting. It was moved by DONIGER and seconded by SMITH to prepare resources to conduct paperless board meetings and weekly correspondence beginning July 1, 2008. A roll call vote was taken. Voting Aye: Doniger, Evans, Greenspan, Klint, Silverman, Smith, Valfer. The motion carried. XIII. Old Business There was no old business. XIV. New Business There was no new business. XV.
