PURPOSE To develop a response policy to provide prompt and effective emergency medical services (EMS) assistance to the citizens of Scarborough based on the severity of the incident while minimizing unnecessary apparatus responses. POLICY The Scarborough Fire Department has developed a very effective EMS first response system where, depending on the severity of the call, a district engine company with equipment and trained personnel are dispatched to assist the rescue unit. Often these responders are the first to arrive on scene to render aid due to the large geographical footprint of the community. PROCEDURE Public Safety Dispatchers receiving calls for assistance shall use the Emergency Medical Dispatch (EMD) protocols and pre-determined response plans to determine the appropriate resources to dispatch to the incident. Additionally, dispatchers are expected to use their judgment based on the circumstance of the call and may deviate from this procedure if done in the best interest of patient care and safety of dispatched apparatus and personnel. Ambulance personnel or supervisors responding to calls without an engine assist may request additional resources if it becomes evident that those resources may be necessary based on safety, institutional knowledge of those involved, or if done in the best interest of patient care.
