SCAAP administers payments to state and local jurisdictions for correctional officer salary expenses resulting from the incarceration of undocumented criminal aliens. The Bureau of Justice Assistance (BJA) manages SCAAP in conjunction with the U.S. Department of Homeland Security.

offender identification data used to verify criminal aliens within the CDOC and how many days they were housed during the reporting period. SCAAP payments are calculated using a formula that provides a relative share of funding to jurisdictions that apply and is based on the number of eligible criminal aliens. Figure 1 shows the 10 year history of available federal funds and jurisdictions applying for funds.

In order to be considered for monetary compensation each year, the Colorado Department of Corrections (CDOC) Office of Planning and Analysis submits a detailed application to BJA. This application includes

AWARD HISTORY Figure 2 characterizes CDOC’s award amounts since 1995. In fiscal year (FY) 2016, CDOC was one of 810 jurisdictions that applied for reimbursement of incarceration expenses, from a total of $189 million available. CDOC submitted information on 2,039 inmates in its application to SCAAP and was awarded $2,077,720. The CDOC has participated in SCAAP since 1995 and has received $66,673,882 to date.

Currently, Colorado ranks 9th in SCAAP award amounts (see Table 1). This represents a substantial improvement compared to FY 2015 during which it ranked 14th. In FY 2016, CDOC received $2,077,720; an amount that surpasses FY 2015 award by $906,747 (represents a 77.4% increase). This increase can be attributed to a 14% increase in the total award funds allocated by BJA for disbursement compared to FY 2015. At the same time, CDOC submitted information increased from 1,893 offenders in FY 2015 to 2,039 offenders in FY 2016.
