CALL FOR CONSULTANCY SERVICES Information Management System Developer 5 Months Engagement Deadline for Submission: 13 June 2016 Save the Children shall develop an internally-operated, cloud-based solution (referred to here as ‘Platform’) to strengthen the organization’s capacity in information management, communications, knowledge-sharing, coordination, and beneficiary registration during humanitarian operations. An overarching non-functional goal of the Platform is to integrate with existing information technology (IT) applications and devices without causing duplication of work. As such it is envisaged that the Platform will link out to existing systems, replace current methods of working, and present data in a more intuitive, user-friendly, real-time interface. Inputs to the Platform are data (i.e. needs assessment, population, poverty level, GIS, Beneficiary Tracker, Relief Management System, developing context) gathered thru the use of tablets, short messaging systems (SMS), social networks such as Facebook and Twitter, and secondary information from government and early-warning agencies. The Platform will provide a unified response document and resource management system to support communication, knowledge sharing and situational awareness during humanitarian operations. The Platform shall be accessed by internal and external users through a desktop web browser or downloadable application. Intended internal users are response personnel, communications, managers, and senior management team. Meanwhile, intended external users are the public that includes decision-makers in the disaster management-mandated government agencies, media, and general public. Scope of Work : Save the Children would like to hire a consultant/consulting agency or firm, who in this assignment should: Using the project concept note as a guiding document among others, the Consultant shall be responsible of achieving the expected results summarized below: 1. Detailed assessment of the existing methods and tools used in information management, communication, knowledge sharing, and coordination of Save the Children during humanitarian operations through interviews, desk review, or other applicable means. 2. Development plan to achieve all the expected components of the Platform (refer to the section 3 System Development Life Cycle in the project concept note for details). 3. The Platform which provides a unified response document and resource management system to support communication, knowledge sharing, coordination and situational awareness in managing a humanitarian response. 4. Save the Children personnel who are involved in humanitarian operations, information management, and information technology are trained on the use of the Platform during Phase 3. TIMETABLE PHASES
