REQUEST FOR QUALIFICATIONS Executive Architect, Morgan Hall Elevator – DSA Upgrade The Berkeley Campus of the University of California requests that interested firms submit written proposals to provide design services for the following proposed project: Morgan Hall Elevator – DSA Upgrade Project No. 17288A Estimated Construction Cost: $1,000,000 The proposed elevator extension project is located in Morgan Hall situated in western part of the central Berkeley campus. The project will provide new elevator machine room, new 1-hr rated corridor to connect the two existing staircases together (staircase within the fourth floor structure to the staircase adjacent to the elevator) and extend the existing elevator from the 3rd floor to the 4th floor (roof). The attached sketch documents the design approach approved by Fire Marshal. SCOPE OF SERVICES • Bid Documents for Informal and Formal bid process •

Work with University stake holder team including General Assignment Classroom Manger and Interior Design Consultant to assess program requirements, existing conditions, access issues, etc.

•

Full design services, through Construction Administration, including all sub-consultants.

•

Cost studies at relevant phases of design.

•

Provide a phasing plan/strategy to complete all improvements.

PROPOSAL CONTENT Proposal must not exceed 10 pages (excludes the Berkeley Consultant Experience Form) and shall provide sufficient information to allow the University to evaluate the Consultant’s approach, experience, staff and availability. Proposals shall include the following information: •

Discussion of Consultant’s approach to projects

Description of completed elevator projects, including a client contact and phone number for at least (3) projects ranging from $500K to $1M in construction value.

Resumes of staff to be assigned to the projects and a statement regarding availability of staff to begin the projects. The respondent must submit three (3) copies of the proposal, each signed by an authorized representative of the Consultant. SELECTION PROCESS The University will review all proposals then select and rank the three most qualified Consultants. The selection and ranking shall be based on the criteria listed below. The order in which the criterial appear does not indicate the importance, ranking or weighing that will be used in the evaluation. 1. Proposed approach to the project 2. Past experience of the firm in performing similar projects. 3. Experience of staff to perform the services required by the Projects.

The University shall negotiate with the highest ranked Consultant of tasks, staffing, schedule and a maximum notto exceed fee. Negotiations may be formally terminated if they fail to result in a contract within a reasonable amount of time. Negotiations will then ensue with the second ranked Consultant, and if necessary, the third ranked Consultant. For services prior to the beginning of Schematic Design the successful firm will be required to sign the University’s Professional Services Agreement which is posted for review at http://www.cp.berkeley.edu/CP/ContractAdmin/SampleDocs/Agreements/PSA.pdf.
