Result of the final review of your CIP/ICT-PSP project N°325158 SMARTCARE
Dear Mr Apuzzo, Following the final review of your project held in Brussels on 25 October 2016 and based on the attached Review report of the experts, the Commission considers:
The project the progress of the project, as completed, as acceptable. All the deliverables submitted for this Final Review have been accepted and the project is considered as successfully complete.
The project should however take the following recommendations into account:
Recommendation 1/ Even if there is no financing from the EC to support the further development of activities after the project termination, it is strongly recommended to proceed with the follow-up steps, not only in the sense of maintaining the services already developed but to work hard on the support of local and regional stakeholders. Recommendation 2/ The data gained during the process with regards to the delay in deployment and in recruiting patients haven´t been fully explored. Thus it is recommended to continue exploring available and new data, which could be easily done using the research capacities of PhD students in Recommendation in relevant branches – not neglecting the economic aspects of the data-set to be evaluated. This database should serve as an open source of information to be exploited in the future by anyone interested in some research. Moreover, this database will be hopefully extended by new data coming from the two other synergy projects. Synergies with more recent but very related ECfunded projects such as CareWell and Beyond Silos should also be fostered to this aim.
Likewise this data base is expected to support the utilisation of MAFEIP tool (for description of technicalities, please refer to the article of the BMC/ link below)1, a specific IT tool specifically developed by the EC Joint Research Centre-IPTS 2, in line with the EC services recommendations on that matter and EIP-AHA policy orientations. For further information on MAFEIP utilization, please contact Mr Francisco LupiáñezVillanueva3 from Open Evidence our consortium lead in charge of MAFEIP support. Recommendation 3/ In order to foster the uptake of Integrated Care in other regions, the Deployment guides are a useful tool but may include some concrete results or lessons learned, both a multi-scale and local scale level, both regarding benefits and constraints, and both at patient and at service organisation level. Moreover, the EC Commission would like also to be informed (copies of documents or related links) of all current and future commitments from new adopting regions or countries, especially letters/documents signed off by the representatives or authorities and/or legal / regulatory documents related to the adoption of Smart Care. Lastly, and owing to the importance of Change Management for other EU level projects, the EU Commission would like to be informed of the further work regarding the final design of the Change Management Tool Box (see remark in the Annex 1 / Remark on deliverable D.7.6. ). EC services expect your feedback on the recommendations mentioned above by 31 December 2016. The Commission approval of deliverables is set out in the enclosed Annex 1. Please note that the assessment of the use of the resources made by the experts in point 3 of the report does not imply the acceptance of the corresponding costs by the Commission. The eligibility of the costs claimed will be assessed by the Commission on the basis of the financial statements submitted by each beneficiary. You will be soon informed about the amount of the final payment of the financial contribution of the European Union according to Article II.5.8 of the grant agreement. All costs declared by a beneficiary can be subject to a financial audit pursuant to Article II.28 of the grant agreement. According to Article II.29.5 of the grant agreement, you may make observations on the result of the review of your project within one month of reception of this letter. Yours sincerely,
