COURSE OBJECTIVES

The main objective of this course is to develop an advanced understanding of theoretical approaches to the study of integration, policy-making and politics in the European Union. The first section of the course will examine “first generation” studies centered on explaining European integration, from classical debates between neofunctionalism and intergovernmentalism, to contemporary liberal inter- governmentalist, multi-level governance, constructivist and historical materialist approaches. The second part of the course will investigate “second generation” studies that analyze the impact of the EU on domestic change in polities, policies and politics. The third section will concentrate on emerging research topics in EU studies, including debates on the “democratic deficit,” deliberative democracy and the Constitutional Treaty, EU enlargement and intersections between globalization and Europeanization. Through readings, seminar presentations and discussions, and written assignments, we will apply these theoretical approaches to contemporary policy and political issues facing the EU. By the end of the course, participants should be able to: identify main theoretical assumptions that underpin different approaches to the study of the EU; raise pertinent theoretically grounded puzzles that particular observations about the EU might pose; and relate theories and debates about the EU to broader theoretical debates in International Relations and Comparative Politics. COURSE REQUIREMENTS

1. Seminar Participation (10%) You are expected to attend each seminar and regularly participate in discussions. 2. Seminar Presentations (15%) Two seminar presentations are required in which you give an in-depth presentation of an assigned reading or set of readings. Presentations should include a summary of the main arguments of the reading, a discussion of how the reading relates to the broader themes of the course, and questions for discussion. It should be accompanied by a one page handout. Seminar assignments will be made during Week 1. 3. Position papers (three at 25% each) Approximately 8-10 pages in length, the essays should demonstrate your grasp of the main theoretical approaches and research topics covered in each of the three parts of the course. The essays should not summarize the readings, but instead offer a critical elaboration on a particular approach, or comparison of approaches, and the applicability to certain empirical or normative puzzles. Guidelines for the essays, including possible topics, will be distributed two weeks prior to the due date.
