Overview Approaches to green growth take a systems perspective to focus on significant relationships and interactions between economic, human and natural systems that have the biggest opportunity or risk for sustainable economic growth and development. This three-day course builds capacity for System Analysis for Sustainable Development Planning, Implementation and Assessment that supports several steps of the policy cycle by: ● identifying and using data and knowledge to assess current status of development challenges and progress in a stakeholder-developed indicator framework called a report card; ● developing a shared understanding between key stakeholders of how social-ecological systems function in Causal Loop Diagrams (CLDs) and system dynamics models to understand future development challenges; and ● informing Response options through using the report card and a Scenario Builder for formulating and assessing outcomes for policy and investment options.

Audience This training course is designed for national-level government leads on sustainable development and their academic and NGO partners, enabling them to support colleagues and other stakeholders at national, sectoral and sub-national levels (provincial governments and communes) in planning and implementing sustainable development pathways.

Course description The course is designed to train key stakeholders in sustainable development to facilitate a process of System Analysis for Sustainable Development Planning, Implementation and Assessment at national and sub-national levels. Day 1, Status: introduces a combined approach of Stakeholder engagement, Report Cards and Systems Thinking to identify governance, social and economic and environmental indicators for setting targets and measuring progress on development goals and evaluate outcomes of policy and investment options; Day 2, Function: focuses on Systems Thinking (ST) and facilitation skills for Building shared understanding with key stakeholders of the relationships existing among sectors and across social, economic and environmental indicators and of cause and effect of change in social-ecological systems; Day 3, Response: trains participants in the basics of validation and quantification methodologies, including data collection and consistency checking, for identifying interventions to reach development goals.

Learning outcomes In this course, participants will learn: ● Why measurement of development goals and evaluating progress towards achieving these is important; ● Why building a shared understanding with stakeholders helps identify real problems and better solutions in development and other policy planning processes; ● How to facilitate a process to both map and measure the most important interconnected elements in both human and natural systems;

● How to facilitate a process for identifying and evaluating intervention options to reach development goals. Exercises are proposed to allow participants to experience first-hand the benefits of the method, as well as to assess the skills required to replicate the same process within and outside national ministries leading on sustainable development at the national and provincial level. After completing this three-day course, participants will be able to: ● ● ● ●

Identify the key values and build a report card for measuring progress against a common goal; Present the main characteristics of System Thinking; Identify relevant stakeholders that can contribute to the creation of the Report Card and CLD; Create a CLD, as well as facilitate its creation with the active participation of stakeholders using Vensim software ; ● Identify required data to be collected for the estimation of current and future performance; and ● Estimate scores, based on identified thresholds and available data.

Program Program of first day: 28th September 2015 : Day 2: FUNCTION - Facilitation skills for Building Shared Understanding: STATUS - Setting targets and measuring progress on development goals Objective 1: Trainers are able to explain why setting targets and measuring progress on development goals is useful and construct a report card with multi-stakeholder processes Session 1.1 The importance of multiple viewpoints in setting development policy. ● Stakeholder engagement: How and why this is important and some principles to achieve best practice. ● An introduction to facilitation skills. Session 1.2 Why measurement matters in tracking progress on development goals. ● What role can indicators play for identifying threats and pressures, and tracking progress towards desired outcomes? What are Report Cards? ● Building a Report Card: Main steps for the creation of a Report Card. Guided exercise to explore the main steps of the process. Emphasis on conceptual framework, choice of indicators, definition of thresholds and estimation of results) e.g. with a sample dataset). Session 3.2 Developing and using Report Cards for policy target-setting and assessment Examples and Q&A: Selected examples of existing report cards Program of second day: 29th September 2015 : Day 2: FUNCTION - Facilitation skills for Building Shared Understanding Objective 2: Trainers are able to facilitate a dialogue between stakeholders to develop a shared understanding of the most important connections between economic sectors, social outcomes and environmental systems Session 2.1 System Thinking for understanding functioning of social-ecological systems

Introduction to System Thinking as a practice. Exercise on System Dynamics (SD), with emphasis on mental models and “seeing” systems through the creation of CLDs. Guided exercise where participants follow the modeling process to create a CLD, identify key indicators (including the ones selected for the Report Card) and assess potential future trends with and without policy interventions.

Session 2.2 How to run a CLD session: Overview of the main factors for leading a CLD session, including facilitation skills and technical advice. Small group exercises. Session 2.3 How to develop shared objectives for development choices, problem solving or policy solutions: Overview of the main factors for discussing current and future development challenges based on report cards and systems thinking processes, including facilitation skills and technical advice. Review of CLD exercises and Report Card. Brief presentations of the CLDs developed during the exercise, including a review of the process implemented and challenges faced in guiding the sessions. Program of third day: 30th September 2015 : RESPONSE - Validation and quantification methodologies for identifying interventions to reach development goals Objective 3: Trainers understand which methods of quantification and validation to use or commission to support different levels of analysis for policy and investment decisions Session 3.1 Data collection and validation. What data is important? How to run a sound data collection process? What happens when you do not have data? Session 3.2 Supporting policy and investment decisions in practice with Report Cards, CLDs and models: what kind of decisions can this process support? How to use it for (1) issue identification, (2) policy formulation and (3) policy assessment. Overview of the process of building a model. Where do other common analysis tools fit in? CGE models, InVEST Example and Q&A: Selected examples of other country work, including, energy planning and climate change, mitigation, or more in general sustainable development-related issues and opportunities. The working example of the Mekong Flooded Forest landscape in Cambodia is used to explore in detail. Session 3.3 Review session

Summary of result of two days training: 1. Training mainly focused on the process of indentifying the value and threat in Mekong 2. Training participants were devided to three groups working on identifying value and threat; and deeply discuss on the new variable of those value and threat, and policy and intervention in the CLD. 3. Prensentation of data wish from the sectoral stakeholders Recommedation and feedback from stakeholders: 1. For next event, the first day should be started at 9am and the following day should be started at 8am. 2. Location of training should be changed to different place, if possible; Ratankiri, Mundulkiri, and Siheknuk ville provinces. 3. Name of the current participants should be addressed in the invitatioin letter to each sectoral departments and other institutions for next one, since they have been follwing since the begining. 5. Facilitation, materials, and methds of traning facilitation are acceptable, good. 6. Location, Materails, Lunch meal, and Snake were excellent. 7. All participants are interested in more and more the next series/ complementary of training until the end. They are happy to provide LIVES all data wish, but those data wish should be classified according to soctoral departments. Then an official letter of should be produced and delivered to each department. 8. All departments should officially stamped on the data sheet before providing to LIVESWWF. MEETING PURPOSE Green Economy is a new dialogue for the Royal Government of Cambodia. The Ministry of Environment is playing a leading role in developing these concepts and legal frameworks in preparation for the country to apply the national policy and strategic plan for green growth 2013-2030. WWF Cambodia has been supporting these efforts with capacity building, training and research. The purpose of this meeting is to continue the informal dialogue on implementing green growth in the Mekong Flooded Forest Landscape so local natural assets support sustainable development for people in Kratie and Stung Treng provinces.

BACKGROUND INFORMATION WWF Cambodia and the Luc Hoffmann Institute initiated a global project named Linked Indicators for Vital Ecosystems (LIVES) in 2014 to create a replicable process for developing policy instruments and indicators for food-energy-water security in river basins. Kratie and Stung Treng Provinces are our pilot location. Our approach integrates information across sectors and social, economic and environmental issues into a decision support system designed by and intended for the use of decision-makers at the national level and in Stung Treng and Kratie provinces. This meeting is the third information sharing session. The Ministry of Environment staff will: ● present the finalised systems map and model worked on in sessions #1 and #2 ● facilitate a values and threat mapping exercise to check the validity of the system map and support stakeholder discussions ● demonstrate how to use the systems map and model to create: ○ 1) shared objectives for what all stakeholders agree to achieve together ○ 2) choose indicators that measure progress towards these objectives ○ 3) identify options for action achieve the objectives

EXPECTED OUTCOMES Your contributions will be incorporated in the decision support tool being developed for implementing green growth in Cambodia. They will also help us to improve our approach for use in other locations around the world. In 2015, the tool will be collectively assessed with support from Cambodian academics and communicated to national level policy makers developing Green Growth-related policies.
