Welcome Welcome to Duluth Public Schools’ early learning programs! Early Childhood Family Education (ECFE) and School Readiness are programs of Duluth Community Education, with a mission of lifelong learning. We understand that parents are the most important teachers, and we partner with our parents and families to offer the very best in early childhood and family education. Our team of parent educators and early childhood teachers offer support and education for your child and your family. Please join us for a parent infant class, a class for you and your on-the-move toddler, or one of our preschooler parenting groups. We offer several different preschool class options in collaboration with School Readiness, Head Start and Early Childhood Special Education. We hope you are able to find a class that meets the educational needs of your child. Don’t forget to take advantage of the free screening check-in when your child turns three by calling 218-336-8816 or

Parent Talk: Parenting Your Child with Special Needs
You have opened your heart and home, you’ve changed your life for the life of another. Join discussions that are unique to you as an adoptive or foster parent. Enjoy conversation with others that may be experiencing similar joys and challenges of parenting. This weekly discussion is led by a licensed Parent Educator. See page 10 for sliding fee scale to determine tuition payment. No one will be turned away for inability to pay.
If you are a parent or guardian who has a child birth through age 5 that has special needs, this class will offer support, friendship, and great information to you and your family. Childcare provided. First Year Program This program assists first-time parents, 18 and over, who have limited support during the critical transition time between pregnancy and parenthood. This class meets on Wednesdays from 1:30-3:30 at Washington Center. If you know of a family who would benefit from attending this program or would like more information contact our office at 218-336-8890 ext 1 or

Home Visits ECFE offers home visits to families who can not attend class or would benefit from a parent educator visiting them at home to address individual child, parent, or family needs. If you have questions about home visiting please contact the ECFE office. 218-336-8890 or

What Happens in ECFE?
Mixed Ages
All ECFE (Early Childhood Family Education) programs include parent education, early childhood education, and parent-child interaction.
Mixed Ages classes are a great opportunity for families with more than one child to be able to experience ECFE. Classes start with parent-child activity time. Parents and children are able to play and learn together in a safe and educational environment. During the Parent Ed time, children will stay with the early childhood teacher and staff . They will have the opportunity to play with peers and enjoy activities in all areas of development. Parents attend a discussion group led by a Parent Educator. The parent group includes information on developmental, age-related concerns and allows time to get to know other parents.
Parent education time - Guided by a licensed parent educator. Conversations are focused on researchbased curriculum and relate to child and parent development and are tailored to meet parent and family needs.
Parent-child time - Time in the children’s classroom for parents and children to play and learn together in a safe and educational environment.
Early childhood classroom time - Children will have time to play with their peers and enjoy activities planned by a licensed early childhood teacher.
Sibling care - Sibling care is offered, for your convenience, to siblings of class participants. You must register your children for sibling care.
Parent Advisory Council - Parents are given the opportunity to be part of site and citywide advisory council to offer their input around programming.
Family Events - Offered throughout the year at various locations.
Home Visits - Offered to families who are not able to attend a class or have a need to address individual child, parent, or family needs.

Babies learn best by interacting with the people and objects in their environment. Learn about the importance of these early years and what you can do to promote healthy development. Tuesdays: Typical ECFE class, allowing for parent discussion with a licensed Parent Educator and time in the classroom with your child discovering activities planned by a licensed Early Childhood Teacher.

ECFE TUITION The ECFE program depends on fees from participants to maintain it’s scope of services. Fees are based on a sliding scale determined by family income. Families pay what they can best afford. Those who are unable to pay are still welcome, but we ask that you contact the ECFE office to discuss arrangements that can be made. Situated within many Duluth Public School Elementary buildings, our preschool classes are offered by a collaboration of School Readiness and Duluth Head Start with the intention of providing families of children ages 3-5 with a high quality, developmentally-appropriate, fully inclusive and nurturing early childhood experience. Our Curriculum
The Duluth Preschool curriculum promotes each child’s social-emotional, language, physical and intellectual development. Licensed early childhood teachers provide instruction from the following resources:

State Early Learning Scholarships
Fill out the Preschool registration form on page 15. Registration forms are also available on our website: www.isd709.org (Programs & Services-Birth to Pre-K)
Early Learning Scholarships give families financial support to help pay for high-quality early care and education to prepare their young children for school.
Completed registration forms can be mailed, faxed, emailed, dropped off in person or submitted online.
To be eligible for a scholarship families must:
Live in St. Louis County
Have a child who is 3 or 4 years old by 09/01/16
Have an annual income at or below 185% of the Federal Poverty Guidelines. (Level 3 on the tuition scale)

You have registered now what? School Readiness: Registration forms must be in our office by April 29th in order to be included in the first round of registration. Confirmation emails will be sent out the week of May 1, 2016. If you do not have email, we will contact you by telephone.

Developmental screening is available for children birth through age three. It is offered free of charge and year round through Duluth Public Schools. Screenings are done in all areas of development: Communication Cognitive

Early Childhood Special Education
ECSE Provides individually tailored programs for children with identified areas of need or disabilities from birth through six years of age . These services include screening, identification, evaluation, special education, related services and support for families. An individualized educational plan is written for children who qualify for services. Services are provided in home, community, and classroom settings and are free of charge to families.
