ROYSE CITY ISD FACILITY USE POLICY & GUIDELINES Purpose of this Document The Board of Trustees and the administrators of Royse City ISD (“RCISD” or the “District”) are charged with the responsibility of supervising and maintaining the facilities of the District. Procedures have been developed to help safeguard all district facilities and to ensure that the District’s financial activities are maintained with high standards. The RCISD Board of Trustees welcomes public use of the District’s facilities for educational, recreational, civic, or social activities, when these activities do not conflict with school use or with local or state laws or regulations and District Procedures. Requests for non-school use of the District’s facilities shall be considered on a first-come-first-served basis. Academic and extracurricular activities sponsored by the District shall always have priority. The Superintendent or his designee shall have authority to cancel a scheduled non-school use if an unexpected conflict arises with a District activity or emergency. In accordance with applicable board polices and administrative procedures, the purpose of this document is to outline the proper procedure for scheduling, reserving and paying for the use of a District facility for non-school use by an outside party.

ROYSE CITY INDEPENDENT SCHOOL DISTRICT RCISD Facility Use Policy & Guidelines GENERAL INFORMATION Sponsors (Requestors) of organizations who request use of RCISD facilities are responsible for reading all rules and guidelines for Facility Usage and communicating them to their organizations, staff, volunteers, performers, students, parents, other participants, and audience members as appropriate. Sponsors (Requestors) must initial each area of this Facility Use Agreement as indicated, and SIGN where designated throughout this form and then return original copies of the agreement, along with any and all relevant documents, to the RCISD Maintenance & Facility Services Department, P.O. Box 479, Royse City, Texas 75189. SUPERVISORY RESPONSIBILITIES FOR SPONSORS (REQUESTORS)  

It is the responsibility of the Sponsors (Requestors) of any group requesting use of RCISD facilities to supervise and be responsible for the actions and conduct of all persons participating in a facility use event. If a sponsoring organization is a RCISD school group, at least one campus administrator and or designee shall be in attendance before, during and after an event, and they must be easily accessible and visible throughout the event. The sponsor and campus administrator will be required to stay at the facility until all event participants and guests have departed the premises. It is the responsibility of the Sponsors (Requestors) to challenge and exclude anyone for whom the Sponsors (Requestors) are not assuming responsibility. The Sponsors (Requestors) agrees to protect District Property against misuse and agrees to pay for any damages that occur during the time their group uses the facilities. Custodial staff and District staff assigned for event coverage, facility access, and support are not on-duty to supervise and or provide security or management for events. Reasonable volunteer security arrangements, appropriate to the type of event for which the RCISD facility has been contracted and approved by RCISD may be allowed, however, if audience behavior is not appropriate, it is the responsibility of the Sponsors (Requestors) to address all issues, concerns and or offending person(s). Sponsors (Requestors) for RCISD school groups will ensure District staff and administration are responsible for student participants and their patrons during the entire time students or patrons are present on school property. Sponsoring teacher(s), administrator(s), and/or organizer(s) must remain on site until all guests and participants have left the facilities. Students may never be left unattended after events and operational support staff and custodians must not be left in charge of students waiting for rides home after facility events conclude. Access to RCISD facilities shall be restricted to the specific areas as requested and or allowed by agreement. Storerooms, mechanical rooms, electric panel rooms, technology hub rooms, the center’s offices, and other restricted areas are off-limits. Participation for any usage (school and non-school) shall not discriminate against persons because of age, race, color, creed, religion, disability, gender, ethnic or national origin, or veteran status. 6|Page

RCISD prohibits discrimination against individuals with disabilities and events must reasonably accommodate persons with disability. All organizations shall comply with all federal, state, and local laws, regulations, policies, and licensing agreements. RCISD facilities are “tobacco and weapon free zones.” There will be no tobacco use in school buildings and on school grounds. Possession and use of intoxicating beverages or controlled substances on school property is prohibited

Non-school groups and organizations must provide sufficient supervision and management for all events. Ushers, ticket-takers, concession workers, event hosts, etc., are the responsibility of the Sponsors (Requestors). All district organizations must provide sufficient supervision and management for all events. Ushers, ticket-takers, concession workers, event hosts, parking attendants, etc. are the responsibility of the Sponsors (Requestors). Non-school groups and organizations agree to the payment for services of technical support of RCISD facilities in addition to rental fees. These support positions are outlined in the Facility Use Agreement. No photography, video-taping, or sound-recording of any kind is permitted during performances, unless otherwise specified by the event sponsor. Animals are not permitted inside RCISD facilities except for accessibility reasons. No electrical wiring is to be changed and no part of RCISD facilities may be modified under any circumstance. Tape, holes, screws, nails, etc. are not to be placed in or on the floors, walls, or ceilings. Gaffers tape, spike tape and glow tape only may be used on stage surfaces. Duct tape may be used on sets only. Requestor/Sponsors will be charged for any damages caused by use of inappropriate tape. No part of any window or door may be covered in any manner without express permission of RCISD. No part of any emergency device such as fire alarms and emergency lighting may ever be covered up and or obstructed. Access shall never be obstructed and or blocked for any reason. Tornado and other Emergency Evacuation plans are posted in all facilities. Sponsors (Requestors) must familiarize themselves and their participants with all evacuation plans and posted emergency management plans. Sponsoring organizations must ensure that any and all safety signage posted by the District remains visible and unobstructed.

All organizations are liable for remaining within safe occupancy limits as established by room configuration. Children are to be supervised at all times and remain in authorized areas as assigned by the Facility Use Agreement. Vehicles shall be parked only in designated parking spaces and parking in fire lanes is strictly prohibited. Unauthorized or unattended vehicles are subject to towing. It is the responsibility of the Sponsor to ensure their patrons know the rules and communicate that violators are subject to towing. No vehicles may drive off of designated drives and onto sidewalks and or grass portions of RCISD property. Any damage caused by violations of this rule will be the responsibility of sponsoring organizations. Loading and unloading equipment from vehicles shall only occur from car drives, bus drives and or at the facility’s loading docks. Hand Trucks and carts may then be used to transport supplies and equipment on sidewalks and through common areas. No food or drink (excluding water) is ever allowed anywhere in RCISD facilities except for the lobby/foyer & concession operations. No food or drink (excluding water) is allowed in auditorium areas and or on production stages. No gum allowed at any time. Thrown glitter, confetti, or any similar item is strictly prohibited. Helium balloons of any kind are not allowed. Sponsoring groups are responsible for assisting in the cleanup of facilities and removal of all materials that were brought in for events. Sponsor (Requestors) will be provided with a check out list and should confirm with RCISD staff that the facility is in a neat and orderly condition before leaving. All sponsoring groups shall be held responsible for reimbursing the district the cost of damage, loss, or excessive cleaning charges incurred through the use of facilities during events. Recurring losses and damages my result in loss of Facility Use privileges by the responsible organization. Furthermore, any misuse or abuse of District property, equipment, or facilities may result in termination of Facility Use Agreement and or denial of further use. RCISD will not be responsible for or liable to Applicant for loss resulting from any lack of heat, water, electricity, lighting or air conditioning due to an act of God or failure of equipment to operate or function properly. Open flames and candles are prohibited in all District facilities. Only authorized employees of the District shall be permitted to have keys to District Facilities. Keys, Card Access, and Alarm codes are only given to authorized District personnel.

ROYSE CITY INDEPENDENT SCHOOL DISTRICT RCISD Facility Use Policy & Guidelines SCHEDULING AND EVENT PLANNING Sponsors (Requestors) must submit this Facility Use Agreement request to the Maintenance & Facility Services Department detailing dates, start & end times, organization, person(s) responsible, facility requested, area requested, resources needed, special considerations, etc. Once a completed Facility Rental Agreement form is returned to the Maintenance & Facility Services Department, it will be submitted for review and approval. Upon approval the requestor will be notified via electronic mail of required fees for usage. (See Appendix for User categories & applicable fees). Facility Rental Agreements forms must be completed and submitted a minimum of 2 weeks prior to the scheduled event. Restrictions:  Events may not be scheduled more than six (6) months in advance and events held during the week cannot start before 5:30 p.m., unless approved by special arrangement.  All non-school events must be concluded and the facility and school grounds vacated by 10:00 p.m. on weekdays (Monday – Thursday) and 11:00 p.m. on weekends (Friday – Saturday). RCISD facilities will be available for booking on Sundays on a case by case basis.  Restricted Dates include all dates set aside as staff/student holidays as approved by the Board of Trustees – including but not limited to Labor Day, Thanksgiving Break, Christmas/New Year’s Break, Martin Luther King Holiday, Spring Break, Easter Break, Memorial Day, and July 4th.  The facility is generally not available for weddings, funerals or memorials unless the Superintendent or his designee gives permission for use. All facility rental agreements are subject to rate increases annually as District costs for utilities and labor may be subject to annual increases. Sponsors (Requestors) must initial, signifying that the above is read and understood: _________ LIABILITY INSURANCE Sponsors (Requestors) may be required to purchase liability insurance for their event scheduled in the Royse City High School Performing Arts Center. Sponsor will be notified upon confirmation of date availability and be given an appropriate amount of time to comply with the requirement. Final approval will only be issued if district required insurance has been obtained and proof submitted in writing to the High School office. ROYSE CITY INDEPENDENT SCHOOL DISTRICT RCISD Facility Use Policy & Guidelines USER CATEGORGIES Category A – School Affiliated, Youth Oriented, Non-Profit Groups Example: PTO, approved booster clubs, local professional educator organizations, and campus registered student clubs. For Category A there will be no facility use rental fees, however, hourly labor costs may be applied depending upon the size and scope of proposed use. Category B – Non-School Affiliated, Youth Oriented Groups, Non-Profit Examples: Youth Sport Associations, Youth Sports Clubs, and RCISD sanctioned programs that benefit RCISD students; and if the organizations or group is open to all children and is community-wide in nature and offers a program of interest and benefit to the general public. Category C – Non-School Affiliated, Non-Youth Oriented, Non-Profit Examples: Churches, civic organizations, government entities, homeowners associations. Category D – Profit Groups, Private Groups, or Commercial Enterprises Examples: Not defined as any group with non-profit status as long as an educational, civic, or charitable purpose shall be served; and a substantial segment of the community shall be benefited; and alternate facilities are unavailable. Category E – Non-Profit Youth Service Groups Examples: Non-profit youth service groups comprised of students enrolled in RCISD such as Boys & Girls Club, Girl Scouts, Boy Scouts; and if the organization or group is open to all children and is communitywide in nature and offers a program of interest and benefit to the general public. Category F – RCISD Special Groups Examples: RCISD Athletic Director approved off-season sport leagues, RCISD AD approved conditioning programs, RCISD AD approved sport camps directed by RCISD coaching Staff. SPECIAL CONDITIONS & TERMS 1. The use of ANY facility or grounds may be CANCELLED if, in the judgment of District Administration; such use is in conflict with policy or law, the activity will excessively conflict with District activities, or if conditions or events are such that the activity will likely harm District facilities or grounds, or if conditions make safety an issue. 2. ANY use of RCISD schools, buildings, stadiums, indoor athletic facilities, fenced fields, game fields, practice fields, or other property is subject to RCISD rules and guidelines. Such rules and guidelines may be changed or modified at any time by the Superintendent or his designee. 3. Different Categories of users are required by RCISD Board Policy to pay fees for the use of RCISD facilities. Please refer to your specific information sheet to determine actual cost for facilities usage. Any required fee is to be paid at the Maintenance Office at the time of request to the Secretary who will insure that the time slot and location are scheduled for your use. 12 | P a g e

Usage of any outdoor grounds/fields/courts requires pre-approval of the Athletic Director over Male Sports and usage of any gyms requires pre-approval of the Athletic Director over Female Sports. After approval of the appropriate AD, the activity is scheduled and fees paid to the Secretary at the Maintenance Office. 5. Bulldog Stadium is reserved for District use, approved UIL playoff games, and approved Category B groups (Athletic Director will determine appropriate number of times the field can be used and split that time between those groups). 6. HS Practice Fields are reserved for District use. In special circumstances, an exception for Category B and F groups may be made by District Athletic Directors if such exception does not interfere or detract from district use. 7. Middle School practice and playing fields are reserved for District use, and approved UIL playoff games. In special circumstances an exception for Category B and F groups may be made by District Athletic Directors if such exception does not interfere or detract from district use. 8. High School Gyms are reserved for District and UIL use. Gyms are available on a limited basis for Category F use if such use does not interfere or detract from district use or campus operations. 9. Middle School Gyms are reserved for District and UIL use. In special circumstances an exception for Category B and F groups may be made by District Athletic Directors if such exception does not interfere or detract from district use. 10. Elementary gyms are available for rental if such usage does not conflict with campus/district needs. A priority is given to Category B Groups. The Auxiliary gym “G” (Old Middle School – Girls gym) is available for rental if its use does not conflict with district needs. The Auxiliary Gym “B” (Old Middle School – Boys gym) is available for rental on SATURDAYS if it does not conflict with district needs. 11. No use of kitchen space or equipment is available for Rental.

Youth leagues that qualify above, and are approved, may use District facilities (fields, practice fields, courts, or gyms) as assigned. This approval is subject to the following additional conditions: 1. Rosters must be provided and the majority of each league team must reside in RCISD. 2. The District will determine availability of space and time. League directors will provide the appropriate Athletic Director with a proposed schedule to assist the AD in determining when and where space may be provided. 3. In ALL cases, the needs of the District supersede any agreement with any league. 4. The above Approved Youth Leagues may contract with the district to use facilities for “SPECIAL EVENTS”. A special event is any activity not a part of the regular approved league schedule, such as tournaments, parties, camps, etc. FEES The fees below include all utility costs. APPROVED YOUTH LEAGUES: A flat fee of $10 per student, per league, per season. SPECIAL EVENTS: Each facility will require custodial personnel for SPECIAL EVENTS. Building fees for regular monthly meetings that require only one room will be waived during the school week (Monday – Thursday). Custodial and Supervisor fees may apply. Other usage during the week (such as banquets or activiies that require multiple rooms) and all Friday/Weekend usage of RCISD facilities will require a building fee as well as costs for other personnel as needed. Custodial fees may apply if event is schedule for the weekend or if custodial services are needed to maintain health and safety. RCISD staff members must have approval from the appropriate Athletic Director to organize a league, camp or conditioning program. ALL RCISD AD approved leagues, camps, and conditioning programs must abide by UIL rules for offseason participation. There will be no use of RCISD facilities on Sundays for these programs.

FACILITY FEES As per RCISD Board Policy, there are fees for the use of RCISD Facilities. Any required fee is to be paid at the time of request in the Maintenance Office. This will also insure that the time slot and location are scheduled for your use. Required fees are NOT optional. NOTE: Custodial fees will include at least 30 minutes before and after an event.
