1. Project Description Name of project “Empowerment of Khmer Krom Women to Political Participation and Gender Equality” Overall Objectives Khmer Krom women will have access to equal rights – including gender equality and participation in decision making processes - and are protected by law. Specific Objective - To increase the understanding of women rights and gender equality in Khmer Krom communities and build the capacity of Khmer Krom women to advocate for their rights. - To encourage Khmer Krom women to actively participate in communal development and political decision making.

2. Project Activities -

Debrief meeting for monitoring and evaluation previous year project 2015 and build their capacity for introduction-making the overview of next year project 2016 (a one day meeting with three provincial staff/key person); Select and build the capacity of Khmer Krom women representatives for networking activities and political participation (one-one day workshop for 12 participants including one each provincial staff/key person from the three target provinces, conducted in Phnom Penh; Conduct investigation or follow up on case of domestic violence and support individual women to find sustainable solutions in collaboration with the selected activists (12 cases in total, 3 each target province and 3 special cases for project officer); Follow up Khmer Krom women activities of communal development and political participation and continue building their capacity to actively participate in their communities (a one day workshop for at least 25 participants, 20 percent of whom are male, in three communities); Provide assistance in obtaining identification papers and other relevant documents in collaboration with provincial staff/key person and the selected activists

3. Project Output -

Khmer Krom women are being equipped with knowledge about civil and political rights and certain provisions of the national and international law and have, thereby, been empower in gender equality and in decision making as well; Khmer Krom women know how to bring their complaints correctly to the relevant rightsNGOs, to the competent authorities and the courts and have the capacity to understand the full mechanisms of intervention; Khmer Krom women understand about the impact on Communal Development and how they can actively participate in the political system at sub-national level. The government, competent authorities, national and international NGOs as well as donor organizations are aware of the specific issues of Khmer Krom women faces; A Khmer Krom network has been set up and is functioning within a number of communities. Investigation and/or follow up cases are conducted; and Petitions and interventions are submitted to relevant stakeholders, government institutions, authorities and the media is informed.

4-Project Indicators -20% of Khmer Krom women improve awareness of domestic violence in the community. -25% of Khmer Krom women improve capacity of women's knowledge on law to deal issues with their families -15% of Khmer Krom women and men have behavioral change on gender imbalances. -20% of Khmer Krom women improve gender perspectives in decision making -60% of Khmer Krom women and men participant in workshop have better understanding of community's development and political participation in their communities -15% of Khmer Krom women increased their ability to negotiate with local authorities. -40% of Khmer Krom women and men participants confront issues of gender inequality and domestic violence in their home and communities. -70% of Khmer Krom families reduce domestic violence and gender inequality by working in cooperation with local authorities. And the proportion of women subjected to gender based violence with access to legal aid. -15% of Khmer Krom women and men have access in vocational trainings which is setting up by government authorities and NGOs. -30% of Khmer Krom women and men participate in workshops; they may express their ideas and understand the importance of community development and political participation. -Mostly, stakeholders pay attention to the situation of Khmer Krom and mass media covers their issues. -80% of Khmer Krom women and men participants in workshop have better understanding the gender equality, political participation in their commune, and increased their ability to negotiate with local authorities for change. -60% of Khmer Krom women know how to bring their complaints to authorities’ attention and court; they improve understanding the process of mechanism’s intervention.

5. Project Activities between January and March 2016 A-Debrief meeting1 of all project staff on the 26th February 2015 was a useful opportunity for regional staff to get to know each other and understand the mission and vision of MIRO and the Empowerment of Khmer Krom Women to Political Participation and Gender Equality Project. In the meeting, each member staff introduced themselves and their feeling of working with MIRO, and then Mr. Noun Sovanrith introduced the purpose of the meeting. He explained that the purpose of meeting was to let all of staffs know each other and find the ways to work together as well as share experience and discuss the project plan for our Empowerment of Khmer Krom Women to Political Participation and Gender Equality Project to enhance understanding of this. After that, Ms. Sovann have brief the progress report- challenge and lesson learned from the project 2015 and discuss about action plan for the year 2016 .and then we discussion together for share ideas to make more better activities. After share experiences together we have done the SWOT analysis of Matrix’s theory that instructed by Mr.Aun Youvara, Advisor of MIRO, and all participants have practiced to complete exercise about SWOT analysis. Mr. Karuna have share with provincial staffs and MIRO staffs about advocacy skills, investigation skills, report writing skills, how to give an interview to media, and how to communicate with authority and target group. Mr. Pich also shared with participants about Technical social network advocacy for improved their work. The meeting was attended by three provincial staff as well as six staff members from Phnom Penh and one intern: Mr. Noun Sovanrith, Vice- Director, Mr.Soeng Senkaruna, Program Manager, Ms. Suon Sovann, Project Officer, Mr. Aun Youvara, Advisor, Mr. Pich Viras,IT, Mr. Mom Mony, Takeo provincial staff, Ms. Sun Chik, Koh Kong key person , Mr.Khieng Vankhet, Preah Sihanouk key person, and Mr. Tola intern. B-Retreat on annual reflection meeting of MIRO A Retreat on Annual Reflection Meeting of MIRO between MIRO staff and board of Directors is help on 17 February 2016 ad Eden Park Restaurant under facilitation by Executive Director of MIRO. 19 participants attended the meeting. On February 17, 2016 MIRO conducted one day the Retreat on Annual Reflection Meeting between MIRO staff and board of Directors at Eden Park Restaurant. The first of all Mr. Sourn Butmao, Executive Director has welcome and thanked to Boards of MIRO, MIRO staff for attending this meeting, he also shown the objective, expected outcome and agenda, since we have implemented this project and we do hope that we will active in discussion in order to share experience from each other. After that, Mr. Som Sokong, Board member of MIRO has welcome speech to the meeting, he shown his interesting for this meeting, because the meeting may bring the advantages and disadvantages of MIRO to discuss and find the resolution for MIRO’s progression. And then, he opened the meeting. MIRO has done successfully on the Annual Reflection Meeting (Retreat of MIRO). Based on the Annual Reflection Meeting, Staff and Boards of MIRO have gained much knowledge on SWOT analysis of Matrix’s theory. As result, we have mostly founded the positive and negative impact on each project’s implementation. MIRO is very glad to look back on a successful year 2015 and looks forward to continue its activities and its cooperation with government at all level, national/international partners, and other stakeholders. We have already started to plan our future activities, especially the next year’s proposal 2016.

During the project implementation time, MIRO advocated on the legal status of Khmer Krom as well as on behalf of Khmer Krom communities and individuals. As well, MIRO key's person at Takeo province have facilitate an with local authorities to issue national identity papers to ensure citizenship to Khmer Krom, intervene when have land issue and other case as happened in communities. For MIRO's provincial staff Takeo province was went to meet police at sangkat Rorkakrau for ask about family book and staying cart for Ms. Phan Sreymao, Sau Da, Provincial staff has intervene and explain the legal marginal to Mr.Sok Sovann live in Lory village and Mr. Chea Savorn live in Ampil village to stop using violence to his wife because it can be judged according to the domestic violence law. Provincial staff went down to retrieve information regarding the lives of four Khmer Krom families in the Trapeang Ang village Ang , Rorkakrau commune, they were told that their meet struggling to make identification card , family books and residency permit because must to spent so much money, until they earn is late to take. Other cases, Mrs. Sun Chik key person at Koh Kong province: She visited Mr. Hang's families who have use domestic violence in Treak village, Sre Ambel commune. Whether after he joined the workshop that was organized by MIRO, already that family changes? She has observed that Mr. Hang has changed and stopped using violence any more, his family lived peacefully currently. And she had quoted statistics on the number of family Khmer Krom family in the villages: Sre Ambel village have 37 Khmer Krom families and Khmer Islam 52 Families, Trapeang Village have 30 families Khmer Krom and Khmer Islamic 6 families and Treak villages have 10 families Khmer Krom. Key person will continue to help Ms. Tang Savong's children to make birth certificate, now Ms. Savong work far away from home. Mr. Khieng Vankhet key person at Preah Sihanouk province : He helped 4 families to register the family stayed in the villages 1,sangkat no 4, currently one family have got family book and birth certificate already, he will continues to help more Khmer Krom who not yet has legal documents. Key person also helped to collect 31 poor families for received gifts from generous. MIRO provincial staff/key person have been continuing to help people in communities by advocate, intervene, through good cooperation with all level of authority and NGOs in the province, we hope that Khmer Krom people will have more better of life living, discrimination will reduce; right of life will be recognized as Cambodian people too, the number of women attending public employment and political will be increase, men and their families will participate and promote opportunity for women as well.

6. Plan for next the following reporting period In the next following report period, MIRO will conduct to build the capacity of Khmer Krom women representatives for networking activities and political participation in MIRO office Phnom Penh .MIRO will also conduct workshop on people participation in their community and gender equality at Takeo province, MIRO provincial staff/key persons will continues assist Khmer Krom to get legal documents and encourage Khmer Krom women to participate more in their community development and political works. Otherwise, Khmer Krom networking will conduct investigation or follow up case of domestic violence and support individual women to find sustainable solution in collaboration with the selected activists. 7. Staff development during this period 

Capacity Building of provincial Staffs

The Debrief Meeting on the 29th February 2016 was a useful opportunity to build skills for the regional staff and an important forum for them to share their experience and knowledge of the field with the head office in Phnom Penh. All provincial staffs could get acknowledge of SWOT analysis, advocacy skills, investigation skills, report writing skills, how to give an interview to media, and how to communicate with authority and target group. And, technical social network advocacy for share information via face book, twitter, Google, YouTube are very fast and useful for activities implementation. Method used in Staff Capacity building: Staffs do the presentation, discussion and sharing experience. 

Capacity Building of MIRO Staffs

Workshop Anti-Corruption organized by HBF on 11-12 February 2016 at Meta House, for improved knowledge and internal governance mechanisms to prevent and handle corruption. Two staffs from MIRO attended the workshop namely: Ms.SUON Sovann, Project Officer and Ms. MEN Sokuntheary Finance Officer.

8. The challenge and lesson learn of the project during this period -

9. Outputs/Outcomes of the project during this period January to March 2016 - After the debrief meeting, provincial staff/key person and staff of MIRO are improving, understanding of the progress-challenge and lessons learned of the project. -Participants gained to understand developed the strategy for progressing in the year of 2016. -Additionally MIRO staff and provincial staff/key person gained knowledge to analyze SWOT and to develop an annual operational plan and a staff capacity building plan for the year of 2016. -Moreover, all participants will join together to develop a sustainable strategy for community and organizational development.

10. Conclusion/Recommendations Minority’s Rights Organization (MIRO) is very glad to look back on a successful year 2015 and looks forward to continue its activities and its cooperation with national and international partners. We have already started to plan our future activities, especially the next year proposal 2016. To even improve the cooperation with the donor organizations, we would be interested to further improve coordination and information between different donors and projects. Last year we have already started to harmonize and ease the reporting on the different projects of Minority’s Rights Organization. We plan quarterly and annual narrative reports for all projects to be submitted to all our donors. 11. Appendices -
