It was clarified that railwayshavepermitted a free limit of Rs.300/to all supervisors, motormeR,loco-pilotsetc. Th_e monthly rental chargesof Rs' 140/-less 10%discounton ttiir, ur. pa.t or the free limit of Rs. 3001providedto theseofficials. After aeo"ction of rental charges,,rr. are still left with Rs.160/-plus for making "rn|"i, o"iJa. cuc calls. It was fuither clarifiedthat sincethe call rates in the neiry cuc ,"rr!;.;;;;;."" slashed by about 1/3'das comparedto old cuG scheme whereinrentalwas zero, therefore,net talk time availableto rrur.riuers outsidecuG has-notbeen affected. In fact, the talk time in the new cuG schemehas gone up , marginally evenafterdeduction of,rentalcharses. As regard,deductionof rentalchargesfrom the sararyof motormen,it has beenconfirmed by southernRailwiy that they are providing a free limit of Rs' 300/- to motormenand cuc rental form part of this limit as r explainedabove.

1,The Member Electrical, Railway Board, NEW DELHI. Dear Sir, Sub: - Provision of CUC mobile connection to Railway Employees deduction reg. The Railway Employees including supervisory level staff were provided CUG connections about thiee years back"with free calls amongst CUG rirembers, with additional free calls up to ns. 3001- p.m. throughout Zdnal Railways, with zero rentals. The scheme was aimed at with a view to make easy accessto the staff in case of need/emergency. The scheme provided for recovery of amount from salary that exceeded-theusase of Rs. 300/- p.m. Suddenlv, af present the free limit'has been reduced to "Rs. 14O/montLrthat too wiihout'any prior consultations. The Bill plan in vogue is as follows: Plan 13 CUG 1,40- monthly charges -to Rs.140/-. Local outgoing charges Airtel0.075/15sec. to other 0.075/15sec. to Landline 0.075/15sec. sTD - to Airtel 0.15/15sec. STD - to other 0.15/15sec. STD - to landline 0.L5/15sec. STD - to Airtel CUG 0.15/15sec. Apart from above, Airtel introduced a scheme of Zero rental plus CUG ^ scheme exclusively for Railway employees with CUG to CUG free. A no. of railway employeedhad ioined this scherireand took 2-5 extra connectionsin their favoui. Suddeinly - this lero rental has also been charged to Rs. 140/- month plan again arbitrarily. Consequently,Railway employeeshave been put to financial hardships on the entire Indian Railways. For this lbss the policiesbf Railways Board who^have entered into the agreeinent with Airtel *trictr are now droving financially harmful to Railway Employees,need to be re-negotiatedand ie-drar.,in.Sinceth'e payment Plan intr6duced iecently by Vt/r Airtel"is against the interest of Railway iimployees immediate action is ihus required to be"taken by the Railway Boaril -advise under to NFIR.
