Kind attentionis invited to NFIR'S letterNo. IVA4ACPS/}9/Part 10 dated lgl0l/2017, respondingto which Railway Board have issuedinstructionsvide letter dated,27/02/2015 giving a chanceas a onetime measureto representagainstthe 'Good' or below gradings recordedin the APARs of staff pertainingto the yearsz0l4-15, 2015-16& 2016-17. While appreciatingthe decisionof the Board for grantingan opportunityto the staffto submit representations againstthe awardedgradingsof 'Good' or below within 30 daysfrom the date of Board's communication,NFIR desiresto conveythat in sucha large network of Indian Railways,the Board's communicationmay not reachon time to the staff working at remoteplacesas the publicity of the administrationis alsonot adequate.Many staff may also not be awareof the gradingsalreadyawardedto themby the controllingauthorities. NFIR, therefore,urgesupon the Railway Boardto kindly reconsiderand grant 90 days time from the date of Board's instructionsi.e.27/2/2018,to facilitate staff to piefer app"uir, whereverneeded.It would also be necessaryto adviseGeneralManagersof ZonalRailwaysto arrangeto give copy of the gradingsawardedto the concemedemployeesat the earliest.A copy of modified instructionsmay be endorsedto the Federation.
