Staff Updates Since our last update, two long-time K12HSN staffers have moved on in their careers. In September 2016, Eddy Avelar took a position at a local high school district as an ed tech coach and in December 2016, Magali Meza moved to another office here at ICOE to take a position in the Grants and Evaluations office. Eddy and Magali will be deeply missed in our office and we wish them well in their new positions. The K12HSN Outreach team, Tara, Dresden and Angela, along with our HelpDesk staff are available to assist you with anything you need.

In January 2017, K12HSN staff began the process to reimagine the way we collect connectivity data and embarked on a redesign of the dataLINK portal. The K12HSN web development team has been working diligently on the new design and we have begun the beta testing phase.

In 2015, the K20Video system was refreshed to a new, easy to use system that relies less on hardware distributed across the state. Users of the system are now able to easily connect to videoconferences from their smart phone, laptap and desktop computers as well as video conferencing room units. As users are discovering the ease of use , support requests have declined and participating schools and classrooms are also able to enjoy the service with a lesser investment on their part since the refresh. Although there are now many alternative and inexpensive ways to video chat, use of the K20 Video system remains high. In 2016 the total number of conferences created was 1,346 (102 higher education, 1,244 for K-12), conference participants totaled 12,706 in 2016. 63 percent of the sessions were for the purpose of classroom instruction and 37 percent were administrative. K20Video supports virtual field trips for classroom students in collaboration with a program of California State Parks called Parks Online Resources for Teachers and Students (PORTS). The PORTS program has also experienced some teachers preference in utilizing Skype or other services to take their students into the parks for lessons from State Parks Interpreters. Approximately 58,000 students visited California State Parks this year as a result of this collaboration. About 300 of the 1,800 conference events utilized Skype while the remaining 1,500 events utilized K20Video to gain access to the state parks field trips. New and improved features include: ability to update multiple sites at once updated user interface improved information visibility reduced number of data point. We expect the new portal to be live by June 30, 2017.

Program Update May May2017 2017 K12HSN Regional Meetings While face-to-face meetings with representatives from each node site grouped by region was not in the cards for Luis Wong, Teri Sanders, and Eduardo Villegas in 2016, we are back out on the road in 2017. Rachel White, K12HSN E-rate expert, and Rod McKenzie, the new K12 project manager at CENIC are joining these meetings as they are able. We’ve visited Eureka for the Region 1 meeting in January, Redding for the Region 2 meeting in February, Placerville and Pleasant Hill for the Region 3 and Region 4 meetings in April. In early June we will visit Salinas and Angel’s Camp for the Region 5, and Region 6 meetings. These sessions are an opportunity to exchange information about the plans that K12HSN and CENIC are making for circuit capacity, as well as learn about what’s happening in the trenches at the districts that each node site serves.

Three node sites, each providing service to more than 400,000 students, many of whom are serving very progressive and technologically invested districts, were provided with 100 Gbps connections during 2016. These locations, the node sites in Orange County, Riverside County and San Diego County, have reported astounding growth in utilization since the increased capacity was made available. The transition to these higher capacity connections requires a sizeable investment in equipment but results in a decrease in ongoing costs. Based on information currently reported in DataLINK, more and more schools are increasing their available bandwidth. The nubmer of schools with small circuits are decreasing while the number of schools with larger circuits continues to increase.

Program Update May 2017 88% of BIIG 1 Sites Operational 72% of BIIG 2 Wave 2 Sites Operational 256 Awarded Sites Conneted BIIG 1 has 180 sites, 156 of which are operational. Of the $26.7M allocation, $22.3M has been spent with other funds encumbered to carry remaining sites to completion and up to the point that the ongoing costs will be assumed by the districts. BIIG 2.0, Wave 1 has 178 active projects however, 34 of these sites were moved into BIIG 2.0 from BIIG 1.0 because there was insufficient funding in BIIG 1.0 to complete them all. 143 projects are new in BIIG 2, Wave 1. Work is complete and circuits are passing traffic in 106 of these locations. To date almost $9M has been spent and a total of $16,682,000 is committed to BIIG 2, Wave 2. We do not have a final count at this point for BIIG 2, Wave 2, but the amount for recommended projects will total to less than $11M, leaving a BIIG 2.0 balance of unused funds of $22M.

In November 2016, K12HSN and CENIC released a new RFP to collect bids for sites that continue to struggle with connectivity. These additional sites are called BIIG 2, Wave 2. 19 providers submitted 1,111 bids for 114 sites. K12HSN and CENIC staff reviewed the bids between January 31st and Feb 2nd. The recommendations developed by K12HSN and CENIC were reviewed by a peer review panel on March 2, 2017. The panel consisted of 11 K-12 technical professionals from around the State. Their input was incorporated into a set of recommendations.

In December 2016, K12HSN released a status update on the BIIG projects, covering both BIIG 1.0 and BIIG 2.0, Wave 1.

2016 BIIG Report

The recommendations were shared with stakeholders in March and on April 5th, the Department of Finance sent two lists of projects to the Joint Legislative Budget Committee. One list contained 26 Priority 1 and 2 projects with per test-taking student costs above $1,000. The other list contained 40 Priority 3 sites (regardless of cost per test-taking student, all Priority 3 sites were considered reviewable). Effective May 5th, the Department of Finance provided consent to move all 76 projects forward. Ten Priority 1 and 2 sites had per test-taking student costs below $1,000, bringing the count of total potential projects in Wave 2 to 76. A low number, five or six, will not proceed due to plans for school closure or ongoing costs that exceed the district’s ability to pay.

K12HSN continues to work closely with key partners in providing professional development to K-12 IT professionals through the TAPD grant.

Conferences In November 2016, K12HSN presented series of TAPD sessions at the CETPA conference in Sacramento. The topics presented include:

In October 2016, K12HSN conducted a pilot CyberSecurity Bootcamp, presented by Aaron Barnett, Information Systems Director at Moreno Valley Unified School District and CETPA board member. The event took place at the Fresno County Office of Education. Aaron presented the topic to a packed house of 48 K-12 technologists from the surrounding area. After feedback from participants, Aaron restructured the course to provide an in-depth, hands-on training in penetration testing and network vulnerablility testing. In January 2017 we re-launched the CyberSecurity Bootcamp series at Shasta COE and we have since presented the bootcamp at Fresno COE in February and two bootcamps at Orange County Department of Education in March. We have several more of these events scheduled through the end of 2017.

Wireless Network Essentials, Presented by Ruckus Wireless Network Monitoring and Diagnostics End-User Awareness Training TAPD Program Overview In all, 281 technologists attended the TAPD sessions offered at CETPA.

On March 29, 2017, K12HSN launched a pilot Wireless Network Management bootcamp in San Bernardino, presented by Shawn Lucas, Director of Global Solutions Engineering, at Ruckus Wireless. The morning session was focused on vendor agnostic training, while the afternoon session was focused on content specific to Ruckus Wireless. We have received feedback from bootcamp participants and we plan to continue to refine the course content to effectively meet the needs of K-12 technical professionals.

Program Update May 2017 Badging & Micro Certification

COE Trainings On September 6, 2016, a call for proposals went out to all California County Offices of Education asking them to propose training for local IT staff focused on network management. The proposal deadline was S eptember 30, 2016 and was extended to October 14, 2016.

In October 2016, K12HSN contracted with Daniel Hickey, a cognitive psychologist with extensive experience and expert knowledge in badging and micro certification in an online environment. Dr. Hickey, along with several content experts, are developing online courses in the following areas: (1) Security, (2) Network Design/Management, (3) Wireless & Wired Networking, and (4) Procurement.

During the proposal review process, the review team noticed a few trending vendors and training topics. The team concluded that K12HSN could maximize the grant funds by purchasing training in bulk from providers. Because of the amount of money allocated to purchase training, K12HSN released a technology training RFP on February 2, 2017. When the bid closed on March 13, 2017, K12HSN had received 4 bids. After reviewing the submitted bids, a review team chose New Horizons as the bid winner and K12HSN announced the award on March 28, 2017. Since the award, K12HSN staff has been working diligently with New Horizons to create a robust network training schedule that will include virtual online training and in-person on-site trainings. We are happy to announce the training schedule has been released and we now have close to 500 K-12 technology staff signed up.

IT Maturity Matrix In September 2016, K12HSN hired Principal Consultant, Martin Yarborough, from Martin Yarborough & Associates to develop an IT Maturity Matrix. This tool will be used in K-12 school districts to help IT professionals assess the strength of their network and to formulate a path for improvement. This work is still in development so please look for updates in our upcoming reports.

Courses will be offered through a series of learning modules via the Learning Management System, Canvas. Upon completion of each course, participants will earn a digital badge that demonstrates their knowledge in each competency area. Digital badges can be displayed and shared through any online environment. We expect to start enrolling students online in Summer 2017.

Network Monitoring System K121HSN is happy to announce that we are now in the beta testing phase for the K-12 Network Monitoring System (K12NMS), a free network monitoring and diagnostic tool available to all California K-12 districts. Over the past year, Sean Salomon, K12HSN Network Analyst, has developed this custom network monitoring tool using an open-source platform from Zabbix. This tool will allow network managers to closely monitor internal networks and diagnose network issues. In addition, it features a reporting dashboard. Program Update May 2017 Project Management

Technical Assistance & Professional Development Procurement

K12HSN is working closely with Butte COE to develop and deliver statewide trainings and resources in the areas of Federal E-rate and CTF State subsidy programs. These procurement trainings will cover procurement requirements for the State of California, procurement of services as opposed to equipment, Public Works project requirements, financing options for technology projects, and much more. The first procurement training is scheduled for May 2017 at Yolo COE. More information at http://www.k12tapd.org/procurement

In January, 2107, K12HSN retained the services of Ed Smith, a recent retiree from CENIC, to act as as project manager to help coordinate all TAPD activities. Ed is managing the consultants involved with the badging and micro certification development, working with the Technical Advisory Council to determine the best way to make the IT Maturity Matrix a useful tool for school districts, and coordinating with K12HSN staff to publicize other TAPD services and activities including delivery of Network Monitoring services and security assessments.

CYBERSECURITY

In January, 2017, K12HSN formed a technical advisory committee to help guide the TAPD initiatives. This committee is comprised of subject matter experts from school districts and COEs of varying grade levels and sizes. The advisory committee has met on 3 occations since it was formed, Januay 18, 2017, March 23, 2017, and May 15, 2017. The committee will provide support in vetting materials developed by various contractors and trainers.

EDUCATION PROGRAM K12HSN is proud to announce the The Cybersecurity Education Program (CEP), launched in January 2017 in parternship with Dr. Emil Ahangarzadeh, an expert technologist in the area of end-user awareness. CEP is a comprehensive, research-based program that promotes a cybersecure, cyber-aware, and cyber-enabled workforce. The online program is available via the Learning Management System, Canvas. As participants progress through the program, they are awarded badges that demonstrate their learning and knowledge. Thus far, the program has 66 participating districts and 65 percent of those districts plan to launch CEP in August 2017. More than 6,000 learners have been trained and over 1,000 badges have been awarded.
