Presidential Primary: UOCAVA/MOVE Act Survey

As mentioned in CC/ROV #16120, at the request of the United States Department of Justice (USDOJ), all of California’s 58 counties must respond to a survey for the upcoming election regarding the absentee ballots transmitted to voters covered under the Uniform and Overseas Citizens Absentee Voting Act (UOCAVA), of which the Military and Overseas Voter Empowerment (MOVE) Act is a part. To ensure California’s compliance with UOCAVA, the Secretary of State is required to report this information to the USDOJ. As a reminder, the deadline for transmitting UOCAVA ballots is E-45, which falls on Saturday, April 23. This deadline does not roll to Monday. E-45 means E-45. If your county has already begun/finished transmitting UOCAVA ballots, please note that you must still transmit ballots by E-45 if a valid request is received by E-45. Attached to this memorandum is the survey, which requests information regarding UOCAVA ballot requests received by each county on or before E-45 (Question #1) and the transmittal of those UOCAVA ballots by E-45 (Question #2). If any county has failed to comply with the E-45 deadline, as prescribed by the MOVE Act, the county will need to answer Question #3 and will need to provide an explanation on the space provided.
