County Clerk/Registrar of Voters (CC/ROV) Memorandum #16059 TO:

All County Clerks/Registrars of Voters

FROM:

/s/ Jennifer Curtis Military and Overseas Voting Program Manager

RE:

Presidential Primary: UOCAVA/MOVE Act Survey/Point of Contact

The United States Department of Justice has requested that all of California’s 58 counties respond to a survey, which will be issued by the Secretary of State (SOS) on April 20th, and must be returned by 12:00 noon on April 25th. This survey will address absentee ballots transmitted to voters covered under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA), of which the Military and Overseas Voter Empowerment (MOVE) Act is a part. SOS would like to request that each county provide a point of contact for the survey. Given the tight turnaround deadline, please make sure this person is someone who can be easily reached the day the survey is due in case additional information is needed. Please complete and return the form below by Wednesday, February 17th. If you have any questions, please contact me at (916) 695-1571. As a reminder, the deadline for transmitting UOCAVA ballots is E-45, which falls on Saturday, April 23rd. This deadline does not roll to Monday. E-45 means E-45. Please also be reminded that there is an ongoing UOCAVA compliance requirement to continuously transmit UOCAVA absentee ballots by E-45, if they are requested by E-45 (Saturday, April 23rd). Be sure to check out the Secretary of State’s website, as we have created a new “resources for elections officials” page, which includes Military and Overseas Voter training and outreach materials. You can access this page at http://www.sos.ca.gov/elections/voterregistration/military-overseas-voters/resources. Please return this form to the attention of Jennifer Curtis via email to [email protected] or by fax to (916) 653-3214.
