PRE-PROPOSAL FOR FINANCE WG GUIDELINES APPROVED AT PRIOR GAs 1. Occupy Bellingham (#OB)is prepared to enter into a relationship of fiduciary trust with the members of the Finance WG (FWG), and 2. That it is the understanding of #OB that the duty of care of a fiduciary trustee is the highest standard of care under the law, and 3. That any member of the FWG who is unwilling to serve as a fiduciary trustee to #OB, owes an obligation to #OB to withdraw from the Finance WG. 4. That no individual, or Work Group, has the authority to guarantee that a purchase made on behalf of OB will e recompensed between General Assemblies (GAs); and 5. That, from now on, any individual who makes a purchase on behalf of #OB without getting approval of the GA assumes the risk that #OB may not recompense that individual for the purchase. 6. That the General Assembly (GA) authorize the FWG to open a checking account at WECU as an Association/Club named Occupy Bellingham, with Jon Shaughnessy as the original signer for that account, and that the Finance Work Group will assure oversight and transparency regarding the account. 7. That the WECU checking account is used to access Occupy Bellingham WePay funds

FOR PROPOSAL: EVENTS: 1. All events approved by the GA must be accompanied by a budget estimate of costs. 2. GA approval of events implies approval of proposed budget and the date of the GA from whence it came is noted. 3. Any costs will be reimbursed by the FWG upon submittal of the receipt or invoice to a FWG member as soon as possible. OTHER EXPENSES: 1. All other significant*expenses (on-going monthly or those not specifically related to certain events) must be approved by the GA 2. Either #Ob can be billed directly or an #OB member can pay the expense and get reimbursement upon submittal of receipt or invoice. 3. Date of GA approval must be part of the submittal. No #OB funds will be disbursed without documentation *Significant is equal to or greater than 50 dollars. All other purchases can be approved by the FWG (via telephone or email communication) based on funds available.
