ADVOCACY AND INFORMATION SERVICES Job Title: Manager To whom responsible: Deaf Victoria Board of Management Time Fraction: 1 Year Fixed Contract with option to continue (0.8 Eft or four days per week) Remuneration: $61,097.92 ($76,372.40 full time equivalent) Location: Deaf Victoria Office, Level 3, 340 Albert St East Melbourne. The position involves country travel and after hours work. About Deaf Victoria Deaf Victoria was established in 1982 as a result of an identified need for Deaf people to represent Deaf people in all areas of public life. Since that time, Deaf Victoria has grown to become the peak Deaf organization of Deaf people in Victoria. It is now a statewide government-funded Advocacy and Information service provider. The philosophy behind Deaf Victoria is that Deaf people have an equal right to take part in and have access to all areas of community life and to do so with pride as Deaf people. Deaf Victoria is the only advocacy and information service in Victoria that is managed by deaf people for deaf clients. Deaf Victoria serves all deaf people whether or not they are members. The major criteria for eligibility to use the service are that the person is deaf/hard of hearing or part of the deaf community. The role of Deaf Victoria is to be accountable and responsive to the needs of Deaf people living in Victoria. It achieves this by consulting widely within the Deaf and wider hearing communities by providing advocacy, advice, support and information services. Deaf Victoria has a Board of Management whose role is to provide policy and strategic guidance for employed staff to carry out. The Manager is accountable to the Board of Management. Scope of Position: The key performance measure for this position is the implementation of a high quality advocacy and information program which contributes to lasting policy and practice change and ultimately, positive changes in peoples’ lives in accordance with Deaf Victoria’s aims. The Manager will report to the President and the Board of Deaf Victoria on a range of issues as well as receive guidance on the future directions of Deaf Victoria.

The Manager will be required to operate with a great degree of responsibility, the position requiring a highly developed ability to operate independently and act as a senior representative for a state organization. Tasks and Responsibilities: The manager will perform tasks and undertake activities as directed by the Deaf Victoria Board including: • • • • • • • • •

Develop advocacy and policy activities according to priorities identified in the five-year strategic plan and annual work plans. Lead the implementation of advocacy and information projects with members, devising strategies to optimize impact and opportunities. Maintain constructive and positive relationships with a broad network of stakeholders in the Deaf community, organizing joint initiatives where appropriate and leading strategies to optimize impact and opportunities. Prepare and deliver reports on the performance and operations of Deaf Victoria to the Board of Management and funders. Liaise with State Government and Department of Health and Human Services, preparing and delivering reports and negotiating service requirements and arrangements Represent the organization in public and private meetings, seminars and conferences as necessary, including with senior policymakers in line with the agreed 3 year strategic aims Provide advocacy support for individuals Ensure compliance with human resources management and principles including work place health and safety, equal employment opportunity and anti-discrimination requirements Other duties as required by the Deaf Victoria Board.

Selection Criteria Essential: The position will require practical experience in • A strong track record of community based service delivery including experience in advocacy, community development, or community education • An extensive knowledge of the community networks, supports, structures and social environment within the Australian and the Victorian Deaf Community • Proven understanding of relevant federal and state legislation, which affects Deaf people • Strong communication skills in Auslan and written English and • Ability to work alone as well as a member of a team. Desirable: • Formal degree or qualifications in Social Work or Community Development are not essential but an advantage • Experience in supervision of staff. • Proven high level of interpersonal communication skills, which includes the ability to present information clearly and effectively to a variety of audiences.
