Board's reply on NFIR's PNM Item No. 15/2015 receivedby the Federationvide letter dated'25104/2016is not acceptableas the sameis misleadingand not supportedby the relevantrules as mentiohedbelow:' (i) The Railway Board have erred grossly and not taken into account its own instructions issued vile letter No. E(NG)III179/RCL/49 dated,21104/1980that against S0% Direct Recruitment Quota for Assistant Draftsman (Grade Rs. 330-560), the staff possessing Diploma and Draftsmanshipshouldbe duly consideredand offered againstthe said euota. These instructions further provide that Direct Recruitment should be resoned to. to the extant of shortfall after filling these vacancies from serving employeeswho possess Diploma in Draftsmanship. (ii)
Thus, the staff on their appointed against DR Quota vacancies, are required to be consideredas Direct Recruits for the pu{poseof MACpS.

In terms of clarification issuedby the Railway Board vide letter No. PC-V/99/I/l/l dated 19/02/2002(Item No. 31) if the rationalized/restructuredgradesrequiredpossessionof a specific nature of qualification and experience,not specifiedfor the existing posts in prerationalized set up and existing incumbents in pre-rationalized scales/pie-structured grades,who are in possessionof the required qualification/experienceare placed directly in the rationalized upgraded post, such placement will also not be viewed u. promotion/upgradation.

The Railway Board, insteadof consideringthe above facts have erroneouslylinked para VI of Board's instructionsdated25/061t985relatingto restructuringw.e.f. OIl0llI984.In this connection Federation desires to quote that in sub-para(i) of para VI it has been clearly laid down that those candidateswho possessDiploma in braftsmanship from recognizedinstitutions be upgradedas Junior DraftsmanscaleRs. 330-560. The conclusion drawn by the Board that the diploma holders were promoted as Draftiman/JE-Il (425-70011400-23001GP 4200) through normal selection is not correct and is not supportedby the extant instructions.
NFIR, therefore, once again requeststhe Railway Board to review the matter for rendering justice to the deserving staff and issue instructions accordingly duly treating the diploma holder tracers appointed in GP 4200/- as direct recruits for the limited purpose of granting benefit under MACP Scheme.
